Climate Data Recording Location Information. 93 10 ABSTRACT A number of factors contribute to the importance of careful consideration in the placement of new stock ponds and the prioritization of cleaning or reconstruction of existing ponds. Various pond site and watershed characteristics were compared between non-functioning and functioning ponds in southeast Arizona. Development of a predictive model for pond-watershed relationships included analysis of the relationships associated with isohyetal and isothermic designations, using data readily available within the study area. There appear to be few differences in the materials used for dam construction, pond shape, estimated watershed Curve Numbers, mean number of days at capacity per year, or mean number of days dry per year. The differences are more apparent when considering pond depth, maximum capacity and percent of runoff captured. There is a strong correlation between pond volume and watershed area for functioning ponds, particularly in the broadleaf woodland vegetation type (r2 = 0.99, n = 1 1 INTRODUCTION Although natural resource management can be successful without stock water ponds, these ponds can serve a major role in achieving management goals. Properly designed and located ponds collect and store water to satisfy management objectives for livestock watering, livestock and wildlife distribution, habitat enhancement, erosion control, grade control, and fish and endangered species management. Other names used to describe these ponds are stock tanks, livestock water ponds, farm ponds, catchments, stock ponds, dugouts, plugs, tanques, dams and reservoirs. Statutorily they are called stockwatering ponds. Properly functioning ponds satisfy economic requirements of land management agencies and area ranches. These ponds provide relatively inexpensive water sources for livestock, when compared to more expensive delivery systems with wells, pipelines, storage tanks and troughs (Valentine, 1989; Imler, 1996). Properly distributed ponds also aid in uniform distribution of livestock across rangelands. From an agency perspective, a number of factors contribute to the importance of careful consideration in the placement of new stock ponds and the prioritization of cleaning or reconstruction of existing ponds. Shrinking budgets and shrinking grazing fee collections are reducing the funding available for stock pond maintenance (cleaning) and reconstruction. Reduced livestock numbers (USFS, 1995 and 1996) and poor market 12 conditions in recent years have also reduced the financial resources available for pond maintenance and reconstruction. Recent and current litigation is causing changes in agency priorities for range improvement expenditures. In addition, general water rights adjudications are now taking place in Arizona. Some parties have proposed summary adjudication of certain classes of uses (stock ponds) which comprise the majority of water rights claims but which may have a negligible impact on watershed yield (Young et al., 1996). To Whom it May Concern, The Center for Biological Diversity supports the designation of the entirety of the areas that the Fish and Wildlife Service proposes as critical habitat. However, these areas are not sufficient to conserve the jaguar in the United States. Nor does the Service’s itemization of threats to critical habitat areas cover the array of actions that would in fact destroy or adversely modify them. As we explain in detail in the comments below and through evidence presented in our appended letter of 10/1/2012 on the Recovery Outline for the Jaguar, we request seven principal changes in the final critical habitat designation rule, as follows: 1. The following additional mountain ranges within the current boundary of the Northwestern Recovery Unit (as described in the April 2012 Recovery Outline for the Jaguar) should be designated as critical habitat: in Arizona, the Chiricahua, Dos Cabezas, Dragoon and Mule mountains, and in New Mexico the Animas and adjoining Pyramid mountains. 2. The following additional “sky island” mountain ranges outside of the current boundaries of the Northwestern Recovery Unit should be designated as critical habitat: In New Mexico, the Alama Hueco, Big Hatchet, Little Hatchet, Florida, West and East Potrillo, Cedar and Big Burro mountains; in Arizona, the Galiuro, Santa Teresa, Pinaleno, Whitlock, Santa Catalina and Rincon mountains. Decisions made today will affect society for generations to come. Resource Science, Inc. 1994 Land-use planners are increasingly required to respond to land-use conflicts between mineral industries and alternative land uses. In resolving these conflicts, planners seek to be responsive to current and future needs of society when choosing between varied, alternative land uses. Land-use planning, however, has increasingly become a resolution of competing ideologies, and land-use planners are struggling to acquire the objective information necessary to make informed decisions. An increased understanding of natural science has proven useful in this regard. If proposed land- uses can be cast within a holistic model of the natural world, then more informed decisions are possible. This report seeks to convey to land-use planners an essential piece of information, an inventory of mineral resource potential across eastern Pima County. Mineral production has always been viewed as an essential industry, not only to generate wealth and provide employment, but also for the array of products that are consumed by a society.

The primary purpose of the symposium was to provide a multidisciplinary forum for information exchange and discussion regarding natural science (biology, geology, environmental studies) research in the Chiricahua Mountains. Oral presentations were invited from all scientists carrying out such research or its application to management in the Chiricahua Mountains and surrounding basins. Several presentations, including the evening address by Jerram Brown, were solicited by the symposium organizers. The papers included in this volume are based on presentations given at the symposium and are primarily summaries of research to date.
