Locality Planning for Lisburn South and Castlereagh East DEAs

Introduction

The Community Planning Partnership is engaging with the community sector to develop Locality Plans for two DEAs (District Electoral Areas) – Lisburn South and Castlereagh East. To support and inform these Plans all the partner agencies and departments involved in the Partnership were asked to provide information on their projects and/or investments in each DEA under three headings (where applicable):

➢ Support of a social nature.

➢ Physical projects.

➢ Economic support and initiatives.

This document brings all the information provided by the community planning partners together in one place. Community groups in the two DEAs are invited to scroll through the document to obtain details of what the agencies and departments are doing and plan to do and to draw on this information when contributing their views on what the priorities in the Locality Plans should be. Workshops for groups have been organised to bring people together across each DEA to contribute to preparation of the Plans.

The Ulster of University had been engaged to conduct a community conversation exercise on primary education provision in South Belfast and by the Integrated Education Fund (IEF), in partnership with the EA and CCMS. The research team from the School of Education, Ulster University (UU), conducted a community conversation exercise on primary education provision in South Belfast and Carryduff in October and November 2018. CCMS reviewed the feedback from the Community Conversation consultation with particular regard to views on oversubscription for Catholic maintained schools. CCMS have held meetings with the Parish Priest of Carryduff and and the Principal of St Joseph's PS, Carryduff.

A review of nursery applications will take place to see if they are in line with projections.

Dundonald Art Corridor Project Dundonald Art Corridor is a community led collaborative of volunteers who Ongoing Dundonald All are developing art and literary projects in Dundonald. 2. NPT maintain ongoing engagement with a number of Resurgam community groups including Resurgam, Ballymacash a. 4. Locally we have been quick to react to local concerns regarding older residents and have been proactive in terms of our crime prevention measures by creating Targeted Patrolling Areas to encourage attention in areas of greater populations of older people.

5. Locally we engage with older people through the likes Church Forums of the Church Forums and have undertaken a number PCSP of Crime Prevention and engagement events in local places of interest such as garden Centre often with the PCSP and the CPO.

6. A young missing person’s project is ongoing with the PSNI - Public Protection Unit, involvement of Public Protection Unit, the Support Hub Community Support Hub and YDO and YDO which focuses on young people going missing a. YMCA who are particularly vulnerable and at risk of harm. An b. Youth Justice Agency initiative to encourage empowerment and positive decision making for young people is currently being progressed in collaboration with the YMCA and a presentation from the Youth Justice Agency has been arranged as a means to prevent offending.

7. City NPT work with community representatives and NIHE NIHE to problem solve regarding drug usage in ASB PCSP hotspots. The City team continues to maintain local drugs bins and a request has been made for a further bin in the Ballymacash area. There is continuing engagement with the local community to build and act on a sound intelligence picture regarding drugs in the area.

8. Locally a number of events have been advertised on the Lisburn and Castlereagh PSNI Facebook page. Officers have also encouraged members of the public to engage in the public Consultation relevant to the review of Hate Crime Legislation led by Judge Desmond Marrinan. During Hate Crime Awareness Week locally social media reflected that of the corporate message, advising potential victims that they would be supported if they reported a hate crime.

9. Officers continue to participate in diversity events, engagement and outreach work with local minority groups and all communities in Collaboration with the CPO.

In February – March 2020 the PSNI along with the PCSP & Clanmil PSCP with the support of Clanmil canvassed residents in Graham Gardens with the intention of setting up a NHWS- this was met with much enthusiasm. Unfortunately, this work has been delayed by Covid but the Lisburn City NPT are currently progressing this. Lisburn City NPT continue to engage with local retailers and elected representatives in and around Graham Gardens, which has had a positive effect on community confidence and the reduction in fear – as evidence by local feedback. There has been early engagement between Clanmil and PSNI regarding new the City Centre Wardsborough Apartments prior to its opening. given a tour of the new building before tenant occupation. Previous to this the Crime Prevention Officer had attended the site and recommendations were outlined.The PSNI have undertaken daily tours with Clanmil and security staff of Wardsborough and Graham Gardens. New occupants arrive on a weekly basis. These new tenants are met by Clanmil staff and PSNI who provide a crime prevention pack and contact details which is a great opportunity for early engagement and introductions to the local NPT.

4. One particular area of concern in terms of road safety within the City itself is the areaaround Warren Park – as a. Central Primary School there is an increased demand for parking due to b. PCSP ongoing construction at the close by Lagan Valley c. Lagan Valley Multi Agency Hospital. This has caused inconsiderate and illegal Forum parking and adds to safety concerns for young people d. Department for Infrastructure attending the local primary school (Central Primary School). Local Police are part of the Lagan Valley Multi Agency Forum which seeks to address the safety issues in the Warren Park area. With the assistance of the Traffic Management Officer it has been agreed with the Department for Infrastructure that it would be pertinent to introduce a section of permanent waiting restriction measures in this area.Currently Police cones have been utilised in the area and joint funding has been secured for this. There is police attention to this area and a number of fines have been issued to drivers who park in contravention of Road Traffic Legislation.Full use of social media is being made to both advise and educate motorists but also to highlight Police Service for Northern Ireland (Lisburn South) 43 Locality Planning for Lisburn South and Castlereagh East DEAs

the police response. A leaflet drop has also taken place in the area to update those residents who may not have access to social media about the actions being progressed by police. Work is currently being progressed with City NPT, Roads Policing and Print & Design for weather proof signage to highlight the risks and laws against inconsiderate parking.

5. £1390 from the Policing with the Community Fund has Tonagh Community Association been secured for Tonagh Community Initiatives which plays a vital role in the life of many residents in the Tonagh area. The funding will be used to provide outdoor seating for the use of the community group to provide a Service to vulnerable community members during Covid and beyond. Police will also utilise this outdoor furniture to give the local community the opportunity to engage directly with the police in a community setting as well as giving the police the opportunity to engage with hard to reach young people.

4. £4400 has been secured from the Policing with the Tonagh Community Association Community fund for the MAKING IT initiative which is − Ballymacash Community being piloted in Lisburn North/South. The Programme Association aims to empower young people to improve their lives and the communities they live in through recognising and valuing their own strengths and empowering young people to make good, positive decisions by developing their employment and entrepreneurial skills. This program particularly focuses on young people for economic deprived backgrounds whose circumstances may have been more negatively impacted by Covid 19. Young people involved in this programme come from Tonagh Estate, Ballymacash with others receiving help from mental health services such as Aspire and others receiving help with food packages from the local Social Supermarket.

1. Acute Services Block, Ulster Hospital A new Acute Services Block, located to the west of the Ulster Hospital site has been constructed. This second building has been linked to the Inpatient Ward Block and will feature a new Emergency Department, Imaging Department, Inpatient Wards, Mortuary, Restaurant and Clinical Support Accommodation. The building is anticipated to open in 2021.

2. Level 6, Ulster Hospital This project will increase the number of inpatient beds on the Ulster Hospital site, through conversion of clinical support accommodation on Level 6 within the Acute Services Block to ward accommodation (53 beds) and the provision of clinical support accommodation adjacent to the main hospital buildings.

3. Laundry Project, Ulster Hospital The South Eastern Trust laundry service, which is located at the Ulster Hospital, has exceeded its useful life. The replacement of the existing facility with a new building and equipment will assist the South Eastern Trust in providing accommodation for laundry services which are fit for purpose, address the risks associated with the existing building and maintain the service delivery for the future. This will be delivered in 2021/22 year.

The Trust is constructing a new car park adjacent to the new Phase 4. ED Car Park Project, Ulster B Acute Services Block and Emergency Department at the Ulster Hospital. This will accommodate 149 car parking spaces, including 6 accessible parking spaces. These spaces would be in addition to 4 accessible parking spaces already provided across the Emergency Department’s public entrance. 2 electric vehicle spaces will also be accommodated.

5. Lisburn Primary and Community Care Centre Construction of the new Lisburn Primary and Community Care Centre commenced on the Lagan Valley Hospital site in April 2019. South Eastern Health and Social Care Trust 64 Locality Planning for Lisburn South and Castlereagh East DEAs

When open (autumn 2021), this new facility will bring together 8 GP Practices, currently located in the Lisburn Health Centre, with a wide range of health and social care services all under one roof such as: • 8 GP practices • District Nursing • Health Visiting

The Health Minster announced Lagan Valley Hospital as the first 6. 7. Colin, Stewartstown Road Health Centre This project seeks to deliver the short to medium term proposals to address the immediate unmet health needs within the Colin area, through to circa 2022/2023, through works to be undertaken at the existing Stewartstown Road Health Centre.

1. Respite Unit, Lisburn The project will replace the current Hillhall respite unit, which provides a short term break for both adults with a learning disability and their carers. The current accommodation no longer meets the complexity of the needs of service users, including those with mobility issues. The project will seek to reform and modernise community services to ensure that individuals are supported to live at home and within their community.

2. Colin Masterplan The project will develop the longer term plan to provide a new Health Centre including Children’s Family Centre and Learning Disability Resource Centre for the Colin area which has been selected as an Urban Village under Together Building United Communities (TBUC Strategy). The purpose is to replace the existing Stewartstown Road Health Centre, and build a new state of the art Learning Disability Resource Centre to create adequate

provision for the growing population of disabled people within the local community.

3. Lagan Valley Local Hospital Redevelopment The redevelopment of the local hospital is a key capital investment priority to ensure the environment is fit for purpose for the future and able to support the hospital network in the South Eastern Trust i.e. the acute hospital at the Ulster and the . This also meets recommendations (outlined in Transforming Your Care (TYC) for the rationalisation of acute hospitals/creation of a network of hospitals where local hospitals support the acute hospital and integration of local hospitals with primary and community care services (i.e. Lisburn PCCC) on the same site.

4. Residential Child Care (Domestic Homes) The ten year Capital Priorities plan seeks to develop an incremental – includes Flaxfield Home in Lisburn approach to transforming the existing residential child care estate into the desired model of small dispersed homes integrated into the South Eastern Health and Social Care Trust 66 Locality Planning for Lisburn South and Castlereagh East DEAs

local communities. This model will be consistent with the principles set within the strategic context cited below. This will involve the purchase of small domestic homes to accommodate a maximum of 3 /4 young people and will be staffed with the commensurate skill mix. This project will include the Flaxfield in Lisburn, as well as other homes in the Trust area.

5. Rationalisation of Acute Mental Health Services The new facility will provide safe, effective and sustainable acute psychiatric inpatient care co-located with psychiatric intensive care unit (PICU) services at a single location in the Trust (Ulster Hospital site), consistent with the mental health reform and modernisation agenda, and in line with best practice development elsewhere in the region and the UK. It will also ensure the enhancement and development of a low secure and rehabilitation inpatient service in a fit for purpose unit and will contribute to the development of a service model that reduces dependence on hospital based care, treating more people at home in times of crisis.

6. Replacement of Paediatric Theatres, Ulster The existing accommodation requires upgrade and is no longer fit Hospital for purpose, which impacts on the ability to provide paediatric care. The future model is based on the assumption that the majority of complex paediatric surgery (including major plastic surgery and orthopaedic surgery for paediatrics) will continue to be undertaken

within the main theatres at the Ulster Hospital.

I am very pleased to present my Autumn Report on Department for Infrastructure Roads Eastern work to Lisburn & Castlereagh City Council.

This has been an unprecedented year, due to the impact of the Covid-19 pandemic. However, I am pleased to advise that our contractors have been working hard again since May to complete the schemes that had to be stopped due to the restrictions and we are now implementing our 2020/21 works programme.

Since 2013 the Department for Infrastructure’s baseline Resource budget has been insufficient to meet its needs and we have relied on in-year funding to deliver core services, including public transport and winter gritting. This continues to be the case for 2020/21. In Capital terms, the 2020/ 21 budget is similar to last year, with almost 70% of this budget taken up with committed or priority projects, leaving insufficient budget to meet the Department’s responsibilities as custodian of some £40 billion of public assets, which includes the Water and Sewerage network as well as Roads and Public Transport.

In the current year we are pleased to welcome a similar level of initial funding for Structural Maintenance when compared to last year, with £75m allocated, of which £12m has been set aside for a ‘roads recovery fund’. While this level of investment is welcome, it still falls far short of the £143 million required annually to maintain the road network in a reasonable condition. Also, additional Capital funding is being made available for walking and cycling and safer routes to schools. This will allow introduction of further extensions to our cycling network and provision of part-time 20mph speed limits at a number of schools in the Lisburn and Castlereagh areas.

The opening allocation for routine maintenance (Resource funding) is also similar to that for 2020/21 and I am pleased to report that our Minister has allocated sufficient funding to provide a full street lighting repair service for the entire year. We are also able to repair defects greater than 50mm on all roads and undertake two cuts of grass on roadside verges between April and October.

94 2.1 M1/A1 LINK AT SPRUCEFIELD

The Regional Development Strategy (RDS) identifies the M1 and A1 as one of the five key transport corridors, by forming part of the Eastern Seaboard Corridor, running from Larne to Belfast and on to Dublin. The Belfast Metropolitan Transport Plan (BMTP) also recognises the strategic significance of this route and the existing congestion problems on the M1 and at the M1/A1 junction.

The proposed scheme, which is included in the Strategic Road Improvement Programme, will provide a high standard link between the M1 motorway and the A1. It will be of major benefit to the strategic traffic in reducing journey times by addressing delays in the Sprucefield area. It is intended that the proposal will also consider congestion at the roundabout junction on the A1 at Hillsborough.

DfI Roads commissioned consultants to consider a range of options and an evaluation of all of the viable options for capacity enhancement along this route. The first stage of this work has been completed and the findings published in a Stage 1 Report, which determined route corridors within which further options will be examined.

Transport Plans are being prepared for future Local Development Plans and this scheme will be considered as part of that process. There is no further development work on this scheme being carried out at present.

2.2 M1 BUS LANES

This scheme extends the hard shoulder bus lanes along the M1 motorway by adding 1.7 km of new bus lanes. These extend from the approach to Junction 8 at Blaris to Junction 7 at Sprucefield. This adds to bus lanes that were introduced on the M1 and M2 motorways in March 2019 and completes the provision of M1 hard shoulder bus lanes between Sprucefield Park & Ride and Belfast. Work commenced in the week beginning 27 January 2020 and was expected to last approximately 3 months. Due to the Covid-19 pandemic work was halted on 27 March 2020, however, it recommenced in May 2020 and the extended bus lanes opened on 10 August 2020. The work was carried out by Graham Construction.

This investment of £1.1 million has been provided to help promote and encourage the use of public transport for travel into Belfast. It reflects the Department’s policy to promote sustainable transport and assist key bus service routes into Belfast.

The Belfast bound hard shoulder lanes will operate between 7.00 am and 7.00 pm, Monday to Friday, and are available for use by buses and coaches with 28 or more seats when they encounter traffic congestion on the routes, helping to improve journey times and service reliability for bus passengers. A maximum bus lane speed of 40mph applies.

95 2.3 A1 JUNCTIONS PHASE 2

This proposal, which is estimated to cost in the range £65-75million, involves the construction of four grade separated junctions to facilitate the closing up of all openings in the central median and installation of a continuous central safety barrier between Hillsborough Roundabout and , improving road safety for all road users on the A1.

The grade separated junctions will be located at: • Listullycurran Road; • Gowdystown Road; • Skeltons Road/Drumneath Road; and • Road.

In addition, the proposal includes the provision of a northbound on-slip at Road at , a link between the existing underpass junction at Hillsborough Road, Dromore and Milebush Road and the closing of nine road junctions along this section of the A1. All other roads will then operate on a left in - left out basis. A number of Private Accesses onto the A1 are also proposed for closure.

The 'preferred option' has been developed to the stage where the Department published the Environmental Impact Assessment Report (EIAR) and draft Statutory Orders in March 2019. The draft Statutory Orders comprise a Notice of Intention to Make a Direction Order, a Notice of Intention to Make a Vesting Order and a Notice of Intention to Make a Stopping Up (of Private Accesses) Order. A 14 week public consultation period provided an opportunity for everyone to have their say and the Department invited the public to submit any views, comments or concerns on the scheme proposals. The consultation period on the EIAR and the draft Orders ended on 28 June 2019. Further to this consultation, the Department convened a Public Inquiry into the scheme. The Inquiry ran from 11 to 13 March 2020. Some follow-up site meetings scheduled to take place after the Public Inquiry were delayed due to the Covid19 pandemic which has meant the Public Inquiry Inspector’s report is now expected in October 2020.

A strategy has been developed to implement incremental improvements in advance of the full proposal. This involves erecting sections of central median safety barrier and where possible, closing up existing median gaps which facilitate right turn manoeuvres.

The first such improvement involved the closure of the central median at Hillsborough to prevent the right turn movement for southbound traffic into Moira Road and the erection of a central safety barrier in the locality. These works were completed on site in March 2017. A second section of central median barrier was completed along the Banbridge bypass section of the A1 in March 2018 and a third phase of central median barrier installed in March 2019 involving 3 sections along the Dromore Bypass and close to Hillsborough. Progression to construction for the full A1 Junctions Phase 2 proposal remains subject to it clearing the statutory procedures, having a satisfactory economic appraisal and, given other competing priorities, is dependent on funding being made available in future budget settlements.

2.4 A1 HILLSBOROUGH TO SPRUCEFIELD

Separately, but as for the A1 Junctions Phase 2 scheme (Hillsborough to Loughbrickland), a feasibility study has been carried out on the section of A1 between Hillsborough and Sprucefield. This was to consider potential closure of central median crossings and provision of central median safety barrier where possible. The outcome of this study is being considered further.
