TREASURER'S OFFICE, AUGUSTA, January I, 1898. To His Excellency, Llewellyn Powers, Governor, and the Honorable Executive Council: Gentlemen-In accordance with the statutes of the State of Maine, I respectfully submit herewith a report, in detail, of the financial transactions of the State, as shown by the records of this department for the fiscal year ending December 31, 1897.

REVENUE AND TAXATION. The rate of taxation for the year 1897 was two and three­ fourths mills, on the dollar of the State valuation, yielding a total revenue from this source of $905,179.49. The total receipts of this department for the year 1897 were $1,749,738.32, and the disbursements were $1,800,888.68. The cash balance in the treasury at the close of the year, was $152,- 350.22. The tax assessed against cities and towns for the year 1896 has been paid in full. 6 TREASURER'S REPORT.

TEMPORARY LOAN. During the past year it became necessary, in order to meet the obligations of the State, to negotiate a temporary loan, as authorized by chapter 165 of the resolves of 1897. The sum of $200,000 was negotiated with the First National Bank of Augusta, Maine, as follows: $100,000 payable in one year from April 1, 1897 and $100,000 payable in two years from March 2, 1897, each bearing interest at the rate of three and one-fourth per cent per annum, payable semi-annually. TRE,ASURER's OFFICE, Augusta, January 28, 1898. To the Honorable Governor and Executive Council of Maine: The undersigned, committee appointed under authority of Section 71 of Chapt,er 2 of the Revised Statutes of the State of Maine, to examine the accounts of the Treasurer of State, ask leave to report that they have made a thorough examination in detail of the Treasurer's accounts, for the year ending Decem­ ber 31, 1897, and find them correctly cast, and accompanied by proper vouchers for every item charged in the account. The Treasurer',s accounts of receipts and disbursements of the public money for the yea1r aforesaid, as stated in his report, we find to be correct, and all papers and vouchers relating to the same were properly filed and numbered, and the books neatly and systematically kept. The amount of cash on hand at the commencement of the fis,cal year 1897, was $203,500.58. There has been received from various sources $1,749,738.32, making a total of $1,953,- 238.90. See Table No. 2. The expenditures for the yea1r have been $1,800,888.68, leav­ ing a balance of cash on hand December 31, 1897, $152,3.50.22. See Table No. 3. The bonded indebtedness of the State, January 1, 1898, was $2,253,000, all bearing interest at three per cent., except $118,300 of bonds issued to Agricultural College under pro­ visions of Chapter 266, Resolves of 1889, which bear interest at five per cent.; $100,000 of bonds issued to Agricultural College under provis,ions of Chapter 105, Resolves of 1887, and 94 TREASURER'S REPORT.

$50,000 of bonds issued to Maine Insane Hospital under pro­ visions of Chapter 70, Resolves of 1887, which bear interest at four per cent.; and $700 of bonds due since October 1, 1889, and not presented for payment, which bear no interest. In addition to this amount, there is an outstanding temporary loan of $200,000, bearing interest at three and one-fourth per cent. During the past year, $50,000 of the bonded indebtedness of the State has matured, and the bonds have been redeemed; and $250,000 of Registered Bonds have been received and can­ celled by the Treasurer and new Registered Bonds issued therefor. The committee, as required by law, destroyed by burning, in the pres.ence of the State Treasurer, the State of Maine bonds redeemed as aforesaid, amounting to the sum of $50,000, and in like manner destroyed the Registered Bonds received and cancelled as aforesaid, amounting to the said sum of $250,000. The trust funds deposited in the State Treasury by certain insurance companies doing business in the State, as required by law, for the protection of their policy and certificate holders, were examined and counted and found to agree in character and amount with statement of the same as set forth in the Treasurer's report. See Table No. 9. The committee desires to acknowledge the valuable assistance rendered, and the many courtesies extended by the Treasurer and his efficient clerks, in affording every facility necessary to the thorough discharge of its official duty.
