Kildare County Council Minutes of the Celbridge-Leixlip Municipal District Meeting held at 10:00am on Friday 18 November 2016 in the Council Chamber, Áras Chill Dara, Naas Members Present : Councillor B. Caldwell (Cathaoirleach) Councillors K. Byrne, M. Coleman, I. Cussen, A. Larkin, J. Neville, B. Young. Present: Mr P. Minnock (District Manager), Ms E. Wright (Senior Executive Officer), Ms K. Kenny (Senior Executive Planner), Mr C. Buggie (Municipal District Engineer), Ms V. Cooke (Administrative Officer), Ms A. Corbett (Senior Community Worker), Ms M. Dalton (Meetings Administrator), Ms A. M. Campbell (Secretary). CL01/1611 Draft Celbridge Local Area Plan A copy of the Draft Leixlip Local Area Plan 2017 – 2023 was circulated to the members and it was agreed by the members to hold a special meeting to discuss the Draft Celbridge Local Area Plan 2017-2023 on 28 November 2016 at 11:00 a.m. It was agreed by the members to meet informally to discuss a broad outline of the breakdown of spend for the Local Property Tax funding and to submit this breakdown to Mr Minnock in advance of a meeting with him to discuss this funding. CL02/1611 Minutes and progress report The members considered the minutes of the budget and monthly meetings of the Celbridge- Leixlip Municipal District held on the 21 October 2016, together with the progress report. The minutes of the budget meeting were approved and the minutes of the monthly meeting were approved subject to an addition, with agreement of the members, to items CL21,22,24/1607 "Councillor Young made the point that during the meetings in 2010, organised along the lines specified by Kildare County Council and attended to monitor voting by an officer of Kildare County Council, no issue or objection to partitioning of the backlots Page 1 of 16 Kildare County Council on grounds of a supposed right of way was raised, either by residents or Kildare County Council. Councillor Young said that in the context of nobody raising right of way and no identification of right of way on maps in 2010, it is inappropriate to now raise this as a reason not to proceed with partition of the backlots as agree by residents in 2010". Resolved on the proposal of Councillor Coleman, seconded by Councillor Cussen that the minutes of the budget meeting of the Celbridge-Leixlip Municipal District on the 21 October 2016 be confirmed and taken as read. On the proposal of Councillor Coleman, seconded by Councillor Cussen that the minutes of the monthly meeting of the Celbridge-Leixlip Municipal District held on the 21 October 2016, as amended, be confirmed and taken as read. The progress report was noted. CL03/1611 Update on Schedule of Municipal District Works Mr Buggie gave an update on the schedule of municipal district works for the Celbridge- Leixlip Municipal District. He stated that the pedestrian crossings at Ballyoulster and at the Rinawade/Glen Easton Road were still awaiting an electricity supply from the ESB. He said that repair to footpaths funded by Local Property Tax for 2016 in Leixlip have been completed. He informed the members that a second treatment would be applied to invasive weeds in March at proposed works in Killeenlea and that there was a possibility that a third application might be necessary. He said that they were still awaiting the contractor to return to repair the handrail at Captains Hill and that anti-skid would be installed on this footpath when this work was completed. He stated that it would be slightly more expensive for the fencing at St. Raphael’s Manor due to the first contractor pulling out, that there was a three week manufacture time and it was hoped to have it completed by Christmas. He said that it was hoped that the repairs to the road in Glendale Meadows, Leixlip would be carried out in the next two weeks and that repairs to Oaklawn Road were ongoing. He also advised that the main road through Crodaun Forest Park Phase 2 would be resurfaced in the last week of November/first week in December. He asked the members to ensure that any monies that are not spent by December would be ring-fenced and carried forward to 2017. Page 2 of 16 Kildare County Council In reply to a query from Councillor Cussen Mr Buggie stated that he would check and forward details of the cost of the undergrounding of utility cables in Celbridge to her as this was not a project he was involved in. In reply to Councillor Cussen's question Mr Minnock stated that it would cost in the region of €150,000 to €200,000. Councillor Caldwell thanked Mr Buggie for his report. CL04/1611 Matters Arising Odour from sewers on Main Street, Leixlip (CL27/1606) & (CL03/1609) Councillor Young referred to item CL27/1606 and CL03/1609 which stated "Water Services is awaiting confirmation of a date from the members", the meetings administrator stated that she would ask Mr Fagan who issued the report to contact the members to confirm a date with Irish Water for a tour of the Water Plant and the Waste Water Treatment Plant. CL05/1611 Repairs of roadway in front of car park at Ardclough Church The members considered the following motion in the name of Councillor Byrne That repairs be carried out on the roadway in front of the car park at Ardclough Church where a number of pot-holes have appeared. The motion was proposed by Councillor Byrne, seconded by Councillor Larkin A report was received from the Roads, Transportation and Public Safety Department informing the members that the the Municipal District Engineer had assessed this and it has been added to the Overseer’s task list for attention. Resolved on the proposal of Councillor Byrne, seconded by Councillor Larkin that the report be noted. CL06/1611 Installation of bollards outside house in St. Patricks Park, Celbridge The members considered the following motion in the name of Councillor Byrne Page 3 of 16 Kildare County Council That bollards be put in place to prevent cars parking outside house number (details provided) Saint Patricks Park, Celbridge. The motion was proposed by Councillor Byrne, seconded by Councillor Larkin A report was received from the Roads, Transportation and Public Safety Department informing the members that the Municipal District Engineer will monitor parking along this stretch and revert to the Municipal District Members with a report. Resolved on the proposal of Councillor Byrne, seconded by Councillor Larkin that the report be noted. CL07/1611 Pay Parking for the Christmas Period It was agreed by the members to take item number 5 and 9 on the agenda together as both of these items relate to the same matter. Item 5 – Motion – Councillor Caldwell The members considered the following motion in the name of Councillor Caldwell That the council cancel pay parking from 19 December to 3 January in both Leixlip and Celbridge. The motion was proposed by Councillor Caldwell, seconded by Councillor Coleman Item 9 – Motion – Councillor Coleman The members considered the following motion in the name of Councillor Coleman That this municipal district agree on the following days of free parking with the suspension of enforcement for Christmas in Celbridge and Leixlip from December 18 at 4pm to January 3 at 10am. The motion was proposed by Councillor Coleman, seconded by Councillor Caldwell A report was received from the Roads, Transportation and Public Safety Department informing the members that the County Parking Policy identifies the period between December 18 to January 2 for suspension of pay parking. If the members are in agreement, pay parking will be suspended for this period. Page 4 of 16 Kildare County Council Councillor Caldwell asked if it could be clarified that it was for Kildare County Council pay parking areas only and that enforcement would still apply outside these hours. Councillor Coleman said that he did not agree that enforcement was not suspended as people would still put money into the machines when they saw wardens as they were afraid that they would still be given a parking fine and that it just complicated the matter. Ms Wright stated that the purpose of enforcement by the wardens was for illegal parking and if this was suspended the Gardaí would be needed to enforce parking on footpaths etc. Councillor Cussen asked if it was possible to put stickers on the machines with the date and time of the suspension of pay parking. Ms Wright stated and with agreement of all the members that pay parking would be suspended in Celbridge and Leixlip for the period between December 18 to January 2, that stickers would be placed on ticket machines with notification of time and dates of this suspension and that enforcement of illegal parking would not be suspended for this period. CL08/1611 Provision of pedestrian crossing at Main Street, Celbridge The members considered the following motion in the name of Councillor Cussen That a pedestrian crossing be provided at the Main Street Celbridge (towards Castletown House end), as identified in the walk-ability study undertaken by Celbridge Access Group. The motion was proposed by Councillor Cussen, seconded by Councillor Young A report was received from the Roads, Transportation and Public Safety Department informing the members that the report of the Kildare Age Friendly Group will be examined by Traffic Management/Road Design in consultation with the Municipal District Engineer.
