0Overview Hirino Pty Ltd operates a livestock processing facility known as Gundagai Meat Processors at Gocup road, South Gundagai, NSW 2722. The site is operated under the conditions of EPA licence no. 3770 and has approval to process in excess of 30,000 tonnes of animals per annum. The following document outlines Hirino’s requirements under the Protection of the Environment Operations Act (POEO Act 1997) in response to potential pollution incident.

Gundagai Meat Processors Pollution Incident Response Management Plan PIRMP – August 2020 Purpose & Scope The Pollution Incident Response Management Plan (PIRMP) has been developed to describe Hirino Pty Ltd / Gundagai Meat Processors (GMP) response to a potential pollution incident and to meet the requirements of the Protection of the Environment Operations Act (POEO Act 1997), which are to prepare, keep, test and implement a PIRMP. The PIRMP describes the potential hazards, the actions to be taken to prevent additional environmental harm and details of communication required in the event of an incident. The plan is based on an Environmental Risk Assessment of the site. The objectives of the PIRMP are to:
Ensure comprehensive and timely communication about a pollution incident to GMP Staff, the Environment Protection Authority (EPA), other relevant authorities (Cootamundra Gundagai Town Council, Workcover NSW, and Fire and Rescue NSW) and people outside the facility who may be affected by the impacts of the pollution incident. Minimize and control the risk of a pollution incident at GMP by identifying risks and development of planned actions to minimize and manage those risks. Ensure the plan is properly implemented by trained staff, identify persons responsible for implementing it, and ensuring the plan is regularly tested for accuracy, currency and suitability.
Pollution Incident The definition of a pollution incident is:
Pollution Incident means an incident or set of circumstances during or as a consequence of which there is or is likely to be a leak, spill or other escape or deposit of a substance, as a result of which pollution has occurred, is occurring or is likely to occur. It includes an incident or set of circumstances in which a substance has been placed or disposed of on premises, but it does not include an incident or set of circumstances involving only the emission of any noise.
A pollution incident is required to be notified if there is a risk of ‘material harm to the environment’, which is defined in section 147 of the POEO Act as:
a) harm to the environment is material if: (i) it involves actual or potential harm to the health or safety of human beings or to ecosystems that is not trivial, or (ii) it results in actual or potential loss or property damage of an amount, or amounts in aggregate, exceeding $10,000 (or such other amount as is prescribed by the regulations), and b) loss includes the reasonable costs and expenses that would be incurred in taking all reasonable and practicable measures to prevent, mitigate or make good harm to the environment.
GMP is now required to report pollution incidents immediately to the EPA, NSW Health, Fire and Rescue NSW, WorkCover NSW and the local council. ‘Immediately’ has its ordinary dictionary meaning of promptly and without delay. These strengthened provisions will ensure that pollution incidents are reported directly to the relevant response agencies so they will have direct access to the information they need to manage and deal with the incident in a faster time.

Gundagai Meat Processors Pollution Incident Response Management Plan PIRMP - August 2020 Site Characteristics The site is located approximately 2 kilometres from Gundagai in a primarily rural area and is surrounded by Brummys Hill to the North and East with Cookoomooroo Creek and the Gocup Road to the west. The nearest neighbours to the site are located 620 metres north and 940 metres south.

Sensitive Environments Cookoomooroo Creek which flows directly into the Murrumbidgee River runs along the western boundary of the GMP facility. The GMP facility is also positioned in a Groundwater Sensitive Zone as demonstrated by the UPSS regulation. Sensitive Zones map for the Gundagai Shire Council area is attached to this document.
Site Specific Pollution Incident Procedure
In the event of a pollution incident the following procedure should be followed:
1. Emergency Response: Ensure all personnel are Safe. 2. Emergency Response: Control and Contain the Incident where possible. 3. Notify the Chief Executive Officer, Mr Will Barton. 4. Company Director to complete the notification attached in appendices if the pollution incident meets the definition in section 2 Pollution Incident above.

The site manifest is updated on a regular basis and in the event of an emergency, such as fire, a copy will be given to the chief fire officer. The Site Manifest details the location and type of chemicals stored on site and also provides the product name, whether it is hazardous or not, its Dangerous Goods classification, HAZCHEM code, combustibility classification, Poison Schedule, and Quantity in Litres or Kilograms. Contact Details During a pollution incident which involves actual or potential harm to health and safety of human or environmental systems that are of significant concern, the company director must be notified immediately. The following agencies must be contacted there after by either the company director or designated nominee in the following order. When notifying these agencies use the Environmental Incident Report Form located in Appendix B to record agency notification.

Maps Figure 2 above, a satellite image of the landfill, gives a representation of the layout of the main components of the facility. Also attached to this document are the site entrance and boundary layout plan and the UPSS Sensitive Zones map for Gundagai Shire.
Actions to be taken during or after an Incident Wash down water transfer pipes are fitted with a number of Gate valves to isolate different sections of the pipeline. These valves can be opened and shut closed as required in the event of a pollution incident. Neighbours and the local community should also be advised of any notifiable incident via the methods discussed above. Control, Contain and Clean up procedures should be followed to ensure the incident is managed correctly.
Training, Testing and Review There is a low risk of a pollution incident occurring at GMP. Management will review the PIRMP annually and update as necessary or at least every 24 months. Testing of the plan should be carried out at the time of review.
All staff will be trained in the PIRMP and records maintained in the company training system and onsite at staff office. A copy of this plan will be kept on site at all times also.

Pre-emptive actions to be taken Hierarchy of Controls Where potential pollution risks are involved, the following table should be used to minimise harm to both humans and the environment. Physical barriers are in place to prevent pollutants entering the environment such as bunding, spill drainage containment and waste and storm water drainage systems.
Furthermore, the following is list of measures undertaken by GM staff and contractors to ensure that pollution incidents are avoided:
Weekly checks of drainage systems to water treatment system ponds and storage dams. Weekly and monthly inspections of pipework. Chemicals or fuel to be segregated appropriately and stored on site in specific locations.
