By Kate Taylor Central Ward Councillor Paul Tatchell has been voted as Moorabool’s new Mayor. East Ward Councillor John Spain was voted in as Deputy Mayor. Outgoing Mayor Pat Toohey did not re-nominate at the Statutory and Annual Appointments Meeting held last Wednesday 30 October, where Mayor Tatchell won the role with a 5-2 majority. Nominated by East Ward Councillor Allan Comrie, Cr Tatchell gained votes from fellow councillors Comrie, David Edwards, Tonia Dudzik and John Spain. West Ward Councillor Tom Sullivan was nominated and voted for by Pat Toohey. New Mayor Tatchell told the meeting he was very fortunate to have been given the privilege of the role. “For former mayor Pat Toohey, to have come on board and then taken on the role of Mayor with four new councillors, he jumped straight in the driver’s seat… and the first few months were very difficult, but he persevered with extreme patience. “And to the experienced councillors we came in contact with from day one, with years of experience, without that, I can’t imagine how a council could have operated with seven new faces. We are incredibly fortunate to have those experienced councillors on board.” Mayor Tatchell also hinted at a vision for more unity in the future. “A bit less of ‘I’ and more of ‘we,’” he said. Deputy Mayor Spain was voted in with votes from councillors Dudzik, Edwards, and Comrie, with Mayor Tatchell not required to cast a vote on a majority decision.

    21 MAKING A DIFFERENCE MAKING A DIFFERENCE We have seen the process through which the internal membership of the nation is defined, in which the acceptable diversity is codified and the hierarchies enunciated. We turn now to the process of differentiation, the media work done on constructing differences and, in that process, rendering them as relationships. In media products differences are ranked either explic- itly according to a dimension of power or authority, or resources (other characters, commentators, economies, ways of life) or implicitly via frame- works of social meanings. In this latter sense framing includes the conventions governing the production of media events which themselves include assump- tions about audience response, though audience interpretations may vary widely. We suggest that ranked and structured differences can be elaborated according to the following: sexuality, rationality–irrationality, violence, disease, disorder, and calamity, and according to institutional criteria such as language, family life, political stability, economic organisation, religious affiliation, and notions of justice. Various rankings were also indicated by accent, speed of delivery, camera (lighting, angle), headlining, dubbing, and commentary. In all cases these strategies and conventions took the Anglo centre as the point of reference, and others were implicity ranked in terms of distance from the Anglo-Australian norm. Three qualifications are necessary for interpreting this material: 1 Despite the use of fixed and ranked contrasts as an aesthetic or profes- sional device to summarise social relations (e.g. male/female; black/white; working class/middle class), signifiers such as colour, culture, class and sex often operated interchangeably—they were not fixed to a specific group of people (women, men, black, white, worker).

By Kate Taylor More than 10,000 visitors have enjoyed a berry good weekend in Bacchus Marsh. The annual Strawberries and Cherries Trail Weekend was so popular that strawberry farm Naturipe Fruits was picked clean on the Saturday and closed, with new event participant The Fruits of Life stepping in to offer Central strawberry picking on the Sunday. Highlands Dining The inaugural $5000 hole-in-one competition at the Bacchus Marsh Golf Page 10 Club ended without a winner – despite the many attempts from visitors – with quite a few locals trying their luck as well. Visitors also enjoyed orchard tours, exhibitions, horse and carriage rides, activities throughout the town centre - and a spectacular fireworks show sponsored by the Village Shopping Centre. “The fireworks supplier really outdid themselves and it was a full on display enjoyed by all at Bacchus Hill Winery,” said Bacchus Marsh Tourism Association member Tina Seirlis. “We would also like to mention the many volunteer groups who supported Fire Action Week the event and were able to raise considerable funds for their respective Page 12-13 causes. NAB volunteers helped guide visitors through the shopping centre precinct, as well as the Visitor Information Centre for their ongoing support, and also to Rotary for guiding traffic at the fireworks event. “Without the volunteers coming on board it would not be possible to run the event.

    The Responsible Children’s Marketing Initiative of the Australian Food and Beverage Industry Introduction The Australian Food and Beverage Industry has developed this initiative to demonstrate its commitment to responsible marketing of foods and beverages to children. The goal is to ensure that a high level of social responsibility in marketing communication and marketing food and beverage products in Australia is maintained. This initiative will provide confidence in the responsible marketing practices via clear expectations of the form, spirit and context, and a transparent process for monitoring and review of practices. The aim is to provide a framework for food and beverage companies to help promote healthy dietary choices and lifestyles to Australian children. This Initiative has been developed in collaboration with the AANA as part of the system of advertising and marketing self-regulation in Australia. Signatories to this initiative must also abide by: • The AANA Code for Advertising & Marketing Communications to Children • The AANA Food & Beverages Advertising & Marketing Communications Code • The AANA Code of Ethics This document outlines the minimum commitments required by signatories. Companies may choose to adopt additional commitments. Core Principles Companies participating in this initiative will publicly commit to marketing communications to children under 12, only when it will further the goal of promoting healthy dietary choices and healthy lifestyles. Each participant will develop an individual company action plan that outlines how they will meet the following core principles: Advertising Messaging Participants will not advertise food and beverage products to children under 12 in media unless: 1. those products represent healthy dietary choices, consistent with established scientific or Australian government standards.
