State Representative John Bell Teams Trainer (Under 15 and 17) ------PRESIDENTS REPORT:

1986 haa certainly been a year to remember. I have been particularly pleased from an organisational aspect with the activities of your Junior Council, of the Executive Committee and of the various Junior councils - within the State. The camps for both Under 17's and Under 15's, the selection process and J the Championships were all excellent and whilst our results for Under 17's were not what we would have wished, the Under 15's really did produce some great football. I have no doubt we will be seeing more of many of those players in future senior football.

My biggest disappointment over the past two years has been that the overall administration of the game in NSW has left a lot to be desired - the NSW AFL has not operated efficiently and no leadership or guidance . has corne from that body, at a time when the introduction of private ownership of the Swans took place, a major need was apparent for our most senior body to take the lead.

At least for the 1987 season, the appointment of a Board of Commissioners, the revision of Regional boundaries and the establishment of a new -tructure for New South Wales has the potential to provide the strong ~adership we have so long been calling for. Let us all hope that this move will result in positive action.

You are all aware that your Executive have consistently called for the junior bodies of New South Wales to have a voice (and vote) on the top football body in the State, and whilst we had earlier assurances that this would be so, we have been informed that the New South Wales Junior bodies have been excluded. I believe we should all continue efforts to ensure that the role of Junior development, representation and participation in the management of our code through a seat on the Board of Commissioners is essential and I ask you all to make every effort to pursuade your senior football representatives to help us achieve this aim.

PRESIDENT / NATIONAL FOOTBALL LEAQUE JUNIOR COUNCIL

The National Football League Junior Cpuncil met two occasions in 1986, with delegates from all States and Territories of the Commonwealth in - attendance. The first meeting was held at Queens's College, Melbourne University, in conjunction with the "Aussie Footy" seminar on the 2nd February.

The second meeting was held during the Commonwealth Teal Cup Championship on 7th June in the board room of the South Australian Football League.

The following were the main points to come from these meetings.

SPONSORSHIP The "Caltex" organisation had indicated with regret that they would not be sponsoring the Teal Cup and Under 15 Championship this year. However, the National Football League had been able to arrange for the Commonwealth Bank to take over the sponsorship of the Teal Cup to the extent of $27,000 (with nothing available for the Under 15 Championship). The sponsorship -t the Under 16 Australian Secondary Schoolboys Championship to the extent : $8,000 would continue.

TEAL CUP FIELD UMPIRES - LAWS AND UMPIRING COMMITTEE

A recommendation that State Umpires officiate in the matches in which their own State is involved was adopted.

JUNIOR POLICY BOOK

It was indicated that it was still the intention to provide a revision of 'he Policy Book within the 1986/87 period.

FUTURE TEAL CUP DATES

It was reported that the Tasmanian A.N.F.L. had arranged to stage the 1987 series of matches from 8th to 13th July 1987 with the possibility of the Grand Final being played as a "Curtain Raiser" to a Senior roster match of the League. It was also indicated that it may be necessary to move the Championship one day forward - Wednesday to Sunday - not Thursday to Monday. JUNIOR CHAMPIONSHIP INSURANCE

The Executive Officer reported he had investigated the position regarding the use of public facilities within the venues provided by the host State and the insuring of umpires additional to the cover undertaken by the States during the series and had been assured that no liability would accrue to the N.F.L. Accordingly we had ceased to take out Workers Compensation or Public Liability insurance in the name of the N.F.L., but would continue the Personal Accident Cover for injury to players.

AUSTRALIAN INSTITUTE OF SPORT

The Executive Officer reported that members of the Australian Under 17 Team had been invited to a training camp at Canberra from 4th to 7th December, 1986. Training is to be conducted by leading coaches and lectures.

MERIT ,AWARDS

Victoria suggested the establishment of a system of awards of merit by tte N.F.L. to junior officials nominated by their States. (The mechanics to ~e discussed at the February 1987 meeting)

PLAYERS WITH SENIOR EXPERIENCE

Mention was made of the inclusion of players with senior experience in tte Teal Cup squad. (The general consensus was that, provided there was conformity with the age regulation, no action should be taken unless legislative action by Senior States Affiliated Leagues and/or N.F.L. was taken.

UNDER 15 CHAMPIONSHIP ANNUAL MEETING

The Under 15 Championship Annual Meeting is held during the Championship. between the participating States of Queensland, A.C.T., Tasmania and N.S.W., with the National Director of Coaching Mr J. Warren in attendanCE. The 1986 meeting was held in the offices of the N.S.W.A.F.L. on the 23rd August.

SPONSORSHIP

Jue to the efforts of Graeme Bartlett (Secretary N.S.W.J.A.F.C.) the She:l Co. of Australia has resumed sponsorship of the Championship to the exte~: of $6,000 and henceforth will be called the Shell Cup Under 15 Championship. y.~.~.UNDER 15 TEAM

The V.F.A. sought permission to enter a team in the Shell Cup. After lengthy discussion it was moved that a recommendation be made to the National Football League Junior Council that they be permitted to enter cn a one year basis.

1987 SHELL CUP AND DATE AND VENUE

The date of the 1987 Shell Cup will be 26th to 30th August in Brisbane. ~--~------_-.

SECRETARY/TREASURERS REPORT

Whilst these positions are listed in our Constitution as seperate, they are held by the one officer for ease of administralion. My formal ratification to these positions was endorsed by the Executive Committee on the 17th February, 1986 following the appointment of Greg Harris to the role of Development Manager, N.S.W.A.F.L., and Executive Officer, 1_ N.S.W.J.A.F.C. We were advised by the then President of the N.S.W.A.F.L., Daryl Smith, that we were to reassume the administrative role of the Council and that Greg would be available- to handle specific projects. We saw some of these as:

Aussie Footy implementation Under 15 Shell Cup Carnival Secretary Introduction of a truly schoolboys under 16 state team Incorporation Sponsorship State trial involvement

Whilst Greg has or is handling some of these projects, plus more, the need still exists for the Secretary/Treasurer to be a mature full time pmployee. Many projects that are vital to our continued survival, do not en see the light of day, in preference to the more pressing immediate problems that can be handled on a part time basis.

In anyone year there are. always matters that should receive special mention, some of these are:

N.£.li. GOVERNMENT SPORTING INJURY SCHEME

With the introduction of our combined registration/sporting injury scheme report form, the result was anticipated as being better. In 1985 we collected $5537.00 whilst in 1986 it was only $5555.00, some 13 players more. It has been suggested that for 1987 our forms will be all one colour, will not have the 1-25 in the left hand margin and will provide some space for writing. We still experience problems with dual affiliation and contribution to the VCFL scheme along the border, and some areas are still not contributing.

REGISTRATION AND TEAM AFFILIATION

he registration forms have enabled us to begin to computerise all the details of players involved in the game and has been the start of a much needed system. This combined with the Region/League/Association/Council questionaire assisted us in invoicing the clubs for their affiliation fees. We did not received completed questionairies from ALBURY, RIVERINA, NEWCASTLE, CENTRAL WEST, and SOUTH COAST. This makes communication very difficult. Our affiliation fees for 1986 have only been marginally higher than 1985, similar to the sporting injury scheme.

N.£.li. AUSTRALIAN FOOTBALL DEVELOPMENT

Once again we received assistance from the development fund by way of a $12/000 grant. We were required to submit our accounts to the committee who then paid the creditor direct. In the case of the Sombrero Motel in Adelaide (our Teal Cup motel) we paid the account and sought reimbursement. The balance of the grant was taken up by air fares for the Teal Cup. Our 1986 allocation was $5,000 less than 1985. ~

~ I~ N.~.!. DEPARTMENT OF SPORT AND RECREATION

~I The support we have received from this Government department in 1986 has been nothing short of fantastic. They awarded us two Sports Scholarships for our Teal and Shell Cup teams, whilst at the Sports Academy, Narrabeen, to the value of $3,500.00 each. They also arranged rail travel grants for our Teal Cup trials in Newcastle. Their support at the Academy and in general has been excellent. We owe a special thanks to Paul Hernage at the department, and Greg Harris who liaised with Paul.

~.N.~.BANK YOUTH SPORTS SCHOLARSHIPS ~he N.F.L. participated in this scheme in 1986, and N.S.W. were allocated .leplace. We chose Jason Kerr, our All Australian player for 1985, however he was unable to attend. We then chose Peter Wilson, our 1985 best player, who gratefully accepted and no doubt benefited from the weekend of intensive coaching.

LIABILITY INSURANCE

As a result of Greg Harris' efforts we have a group liability policy available through Colonial Mutual General Insurance Co. Limited, for $2,000,000 covering Clubs, Regions, Associations, Leagues and Councils for a premium of $150 per club and $50 for other controlling bodies. Any club or body not effecting coverage under this policy is leaving themselves wide open to litigation. The premium quoted is extremely reasonable (when you consider we were quoted up to $750 per team) and the policy very easy to effect. It also meets the requirement of incorporation.

INCORPORATION

~his is now available to all Clubs, Regions, Associations, Leagues and ,ouncils at a minimum cost, and should be, along with Liability Insurance, compulsory for all affiliates, in view of today's litigation minded society.

WARRATAH EMBLEM

The Executive decided that we would retain the Waratah emblem on all State team gear, but would use the N.S.W.A.F.L. emblem on all official stationary, publications, programes etc. ~ .~-""--"Q_.- ---_.

r-; ••• I-- TEAL AND SHELL CUP SPONSORSHIP

II The Commonwealth Bank sponsors the Teal Cup and once again the Shell Oil Company the Shell Cup. It was great to see Shell back as our sponsor after an absence of 5 years. We receive the balance, after all expenses, divided amongst the participating states, of any monies left over. In the case of the Teal Cup some $1365.36 and the Shell Cup $679.00. The Under 15 Shell Cup Carnival expenses would have crippled N.S.W., financially, had it not been for the Shell sponsorship.

AUSSIE FOOTY

~01lowing two meetings in Melbourne in 1986 a book of "Rules of Aussie oty" has been published and is available to all bodies in Australia. The concept of Aussie Footy is required by the N.F.L. and the Australian Sports Commission to be implemented by 1988.

N.S.W. Affiliated Regions are reminded; that at the AGM in 1985 a resolution was passed making it mandatory that all Affiliated Regions must be playing the game, Aussie Footy, as laid down in rules, in 1987.

Donald Prenzel had to withdraw owing to work committments and was replaced by Paul Wilson from Wagga. Laurie Menhennitt had to be replaced (because of injury) by Jack Harrington of Western Riverina.

~he players arrived in Sydney on Tuesday, the 13th May, at 5 p.m., to ~egin their intensive coaching and conditioning preparation under Mick Daniher and selected assistants. It was pleasing to see so many former Teal Cup players, now with the SWANS, attend our opening night. Our thanks to , David Condon, Michael Phyland, Michael Winter, Wayne Stevens, Anthony Daniher and . The facilities at Narrabeen were excellent and with help from , Craig Davis, Steve Wright, Anthony Daniher, Mark Browning, , Brett Scott, Darren McAsie, Paul Hawke, and Craig Holden, by Sunday the 18th May the players were rearing to go in their practice match against the A.C.T. Teal Cup team, at Trumper Park. After an excellent game which N.S.W. won, we returned to the SCG to watch the Swans v Richmond game. The selectors deliberated over the final 25 making the announcement immediately after half time of the main game in the Swans change rooms. -,_._------~------'"~---~--~~~------

Once again deep disappointment was shown by these players, however the kind counselling by Bill Thomas on an individual basis was appreciated.

.-'.~. II Mick Daniher awarded his own coaches award to Paul Wilson for an overall II dedication to training, playing and team spirit. Greg Harris made an award on behalf of the Swans to his best player of the series - Ross Seymour.

The North Melbourne Football Coub, through Greg Miller, had left two encouragement awards for players within their country zone and these went to John Murray and Ben Pfahlert. had given each State and Territory two awards to be presented to players they nominated, a jumper to Ross Seymour and bag to Andrew Maher.

~he most deserving player in the N.S.W. team, Ross Seymour, received our carnival best player award and all Australian selection.

GENERAL COMMENTS

It has always been my belief that by staying together in the one complex, we not only assist our medical staff by being able to treat and monitor injuries constantly, but that we build up a great team spirit. Unfortunately in 1986 this was not the case and our match performance suffered accordingly. Many players tried their best but were not supported by total commitment of the team as a whole.

This is perhaps a reflection on our selection methods, where we have gone back to our old methods of picking a team from trials without the benefit of selective recruiting and a summer camp followed by a hard pre season game against tough opposition.

Fortunately no injuries were sustained in the intervening period and we began our preparation camp on the 19th August, at the Academy of Sport, Narrabeen with the same 25 players.

During the carnival we had several injuries most of which were treated by our own trainer John Bell, however we did have the services of the Sports Medicine Clinic at the Academy which we used on a few occassions. Our only serious injuries were Nathan Hart with an ankle injury and Philip Elliott who was hospitalised with a severe case of concussion following the Queensland game. .".~.'"-

The New South Wales best player for the carnival was James Almond who also won the Arthur Bridgewater trophy for the best player of the carnival.

Mick Daniher made an award on behalf of the Swans to his choice of best player and this went to James Almond. He also presented shorts to three players as encouragement for their efforts, Brendon Robertson, Chris Wescombe and Robert Wright were the lucky players. The North had made available two bags also as encouragement awards and these were given to Anthony Ferguson and Cory Whittaker. The N.S.W. umpire Peter Cordy was presented with a mounted whistle for his part in our success.

The players had arranged signed cards which they gave to Wayne Evans (Coach), Mick Daniher (assistant coach/runner) and Graeme Bartlett (Manager) whilst thanking these people for their efforts.

GENERAL COMMENTS I made the comment in my remarks to the players after our win against Tasmania that in 1984 after managing the Teal Cup team I wrote in my report that "I would not baulk at managing a team comprising these players on any occasion". I could not think of a better way to describe the same feeling I had for the current team of players.

The ability to be accomodated together and have the benefit of three days preparation was invaluable, and without it I'm sure we would not have been successful. The academy once again proved what an asset it is.

All boys are to be congratulated on their endeavour on the field. As in previous years, the CHS team was highly competitive and always fought out the game. Our tackling was fierce and skill level quite high but inaccurate kicking, particularly against the Northern Territory cost the teams overall points standing dearly. This game was the "one that got away", but full credit to the Territory, they kicked accurately and that is paramount in games in this carnival.

Kerry Hardie (Coach) and I were very proud of the team performances and sportsmanship demonstrated on the field.

Team harmony was excellent and a willing spirit existing throughout the championship.

ALL AUSTRALIAN TEAM

Twenty two boys were selected in the Australian team. John Longmire ~orowa High) was included in the team. John had a magnificant carnival, ~laying at Centre Half Back.

Matthew Wheeler (Greystanes High) was also selected in the Australian Team. This was Matthew's second year in our team and demonstrated a fierce competitive attitude and fine attacking skills.

ROBERTSON OVAL, WAGGA

Congratulations to Kooringal High School on their third consecutive win in the Swans Sheild competition. They ran out quite convincing winners over Finley High, who incidently, won the inaugural Shield final in 1983.

Kooringal's coach, Mr. Bruce Forbes, is to be congratulated on the victory - the 2nd under his guidance.

Kooringal defeated Tumbarumba, Wagga, Narrandera and Greystanes to reach the play-off series.

Finley defeated Leeton, Deneliquin, Albury North and Jannali to reach the final four.

The final four teams have travelled far and wide to reach this stage. Particular thanks to Davidson High, coached by Mr Graeme Roll, and Holsworthy High, coached by Gary Jenness for their time and efforts (and rBspective staff co-operation) in travelling to Wagga to make the carnival ,ch as success.

On the 2nd August the N.S.W.P.S.S.A. travelled to Brisbane to compete in the Australian Primary Schools Sports Association Football Carnival.

The team performed creditably in all matches and exhibited true sportsmanship no matter what the ability of their opposition. Both on aLd off the field all team members proved to be excellent ambassadors for the New South Wales Sports Association.

UNDER 15 SHELL CUP CHAMPIONSHIP 1986

Thi. y.ar we were the host state - it was good to have the Shell Company back as sponsor of this championship. Graeme Bartlett must receive our greatfu1 thanks for this achievement in getting Bob G1indeman to come to the party. We played the Saturday and Sunday at Esrkinevi11e Oval and Monday at Sydney University Oval. The carnival ran very smoothly. On Sunday all teams were presented to the spectators at the Swans St. Kilda match at the SCG. This was very well received by all.

There are several people who have to be thanked for their services, before and during the carnival

Firstly the carnival secretary Greg Harris, the other members of the organising committee, Ted Ray, Joe Matchett from the Sydney Junior Council. Their work in ensuring that every thing went well, is greatly appreciated, great job boys. To Iris Ray the interchange steward, our score board attendants on Sunday and Monday, young Edward and Bill Matchett - many thanks boys. To Sydney University for their help with lccommodation and use of their facilities is greatly appreciated. To the host Club St. George - A.C.T., Western suburbs - Tasmania, East Sydney Queensland thank you for your assistance. Also to St. George for a well run canteen and afternoon tea on the Monday - job well done.
