Summary of the 9th session SKOPJE, 18 February 2014 – The Agency for Audio and Audiovisual Media Services adopted the Draft – Report on the performance of the Broadcasting Council of the Republic of Macedonia for the period from 1 January 2013 to 31 December 2013, the Draft – Form on data on the ownership structure, editors and economic operation of the broadcaster (Form CSE/1 , the Draft – Application Form for registration in the registry of providers of audiovisual media services on demand and the Draft-Registry of providers of audiovisual media services on demand. The Agency adopted the Proposal for initiating proceedings to revoke the broadcasting license to the trade broadcasting company TV ART Kanal LLC Struga. The Agency adopted the Information on the implemented control supervision in terms of compliance with the obligation to broadcast music. The supervision was implemented on the programmes of MRT1, MRT2, Kanal 5 TV, Sitel TV, Telma TV , Alsat M TV and Alfa TV in the period from 10 to 16 February 2014 and it was established that all media broadcasted even a larger volume of vocal and vocal and instrumental music in Macedonian language or the languages of the ethnic communities than the legal minimum. The Agency for Audio and Audiovisual Media Services decided to issue the following certificates for the registered programme packages: -to TCB – cable network operator KTV PESNA Makedonski Brod, a Certificate no.3, whereby the registered programme package, as a whole, is supplemented with the following television programme services: Alfa TV, Nasa TV, Sport Klub 1 , Sport Klub 2 , Sport Klub 3, Golf Klub, Fishing and Hunting, Ultra, Cinemania, MINI Ultra, IQS Live, Planeta, HRT 1 , RTS Sat and RTCG; – to TCB – cable network operator – KABEL- L- NET, a Certificate no. -

It expresses satisfaction that “the former Yugoslav Republic of Macedonia” has made marked progress towards better local democracy and decentralisation and that cooperation between municipalities and the central government works well. It takes note, however, that legislation needs improvement as regards the competences of local authorities and financial equalisation and that the great disparity in wealth and development between urban and rural municipalities is cause for concern. It also takes note of the low level of citizen participation in local affairs and particularly of women in local political life. The Congress recommends that the government of “the former Yugoslav Republic of Macedonia” enhance the portfolio of the Ministry of Local Self-Government as the main actor in the decentralisation process, clarify the issue of overlapping competences, adopt a clear legislation on equalisation providing precise guidelines, increase the own-source taxes in local budgets and transfer property of land to local authorities in an effort to increase local autonomy. It also recommends that the role and functions of Skopje as capital city and as local authority dealing with 10 sub-entities be clarified. -

MACEDONIA 2017 HUMAN RIGHTS REPORT EXECUTIVE SUMMARY The Republic of Macedonia is a parliamentary democracy. A popularly elected president is head of state and commander in chief of the armed forces. The unicameral parliament exercises legislative authority. Parliamentary elections were last held in December 2016 and presidential elections in 2014. In its final report on the parliamentary elections, the Organization for Security and Cooperation in Europe’s Office for Democratic Institutions and Human Rights (OSCE/ODIHR) observed that the elections were transparent, well administered, and orderly but took place “in an environment characterized by a lack of public trust in institutions and the political establishment” and failed to meet some important OSCE commitments for a democratic electoral process. OSCE/ODIHR’s final report on the 2014 presidential elections noted the elections respected citizens’ fundamental freedoms, but that there was inadequate separation between party and state activities. Civilian authorities maintained effective control over the security forces. On May 31, the parliament elected a new government led by a previous opposition party, the Social Democratic Union of Macedonia (SDSM), thereby ending a months-long government formation process. On April 27, after a majority of parliament members elected Talat Xhaferi as speaker, protesters stormed the parliament, resulting in injuries to seven members. Media reported members of the Ministry of Interior aided the protesters and failed to uphold their duty to protect parliament members. The ministry punished officers for failing to carry out their duties, including by dismissing eight officers. The most significant human rights issues included reports of torture by prison guards; interference with privacy; violence against journalists; lack of judicial independence; corruption; and violence against lesbian, gay, bisexual, transgender, and intersex (LGBTI) persons. -

INTRODUCTION In the period of 01.01.2016 - 07.03.2016 the team of Transparency International Macedonia has evaluated approximate expenditures. Due the change of the date of the elections the calendar of party activities has changed. This affected the duration of the monitoring and the project has been extended to until end of June 2016. 2. THE EXTENSION OF THE MONITORING PROCESS 2.1. CALENDAR OF ACTIVITIES Due the change of the date of the previously announced elections (24.04.2016) the Assembly of the Republic of Macedonia on 23.02.2016 has announced the decision for delay of the elections for the 05. June 2016. Following the previous amendments in the Electoral Code, the AAAMS adopted a new Decision for the paid political advertising in the broadcasting of the political campaign in electronic media, newspapers and the web sites. Every Step Counts Seven Personal Testimonies of Social Democratic Women’s Activism in South East Europe Edited by Sonja Lokar and Nabila Sattar MBE Editors’ Note We decided to come together to tell the story of some of the inspirational women that we worked with to bring about transformative change in their political parties and societies. They reflect on the power of relationships, access to networks, resources, means of influence and best practice that enabled them to make a difference. We would like to thank Besima Borić, Tanja Fajon, Cvetanka Laskova, Karolina Leaković and Radmila Šekerinska for openly sharing their experiences with us. These are their stories and the opinions expressed are theirs and do not necessarily represent the views of the parties, organizations or the editors. Sonja Lokar and Nabila Sattar MBE 21 What is not counted does not count.1 This goes for women's strategies for social and gender equality. If they are not documented, they will disappear into oblivion. That is the premise behind this paper. Sonja Lokar and Nabila Sattar came together to record the testimonies of women activists, reflecting on the difference they were able to make to pave the way for a woman’s place in politics in South Eastern Europe. These women have seen that citizens in post-conflict Balkan transition countries live in often vulnerable democracies where the rule of law has been weakened, with high rates of poverty, unemployment, corruption and violence. Parliamentary political parties are predominantly centred around “strong” autocratic leaders. Yet within this there are stories of inspiration, of women who have brought about transformative politics, and change in political priorities. -
