Acts, 1956. — Chap. 711. 729 tracts and agreements and do all other things necessary to co-operate with the United States in the construction of highways now located within the area of certain projects, which are authorized by congress under the flood control acts of June twenty-second, nineteen hundred and thirty- six, June twent3''-eighth, ninet^een hundred and thirty-eight and December twent3''-second, nineteen hundred and fiftj''- five and all other acts amendatory thereto, and which are specified in chapter six hundred and thirteen of the acts of nineteen hundred and fifty-six. Land or rights in land may be acquired for such highways by eminent domain under chapter seventy-nine of the Gen- eral Laws by the department in behalf of the commonwealth, or in behalf of the city or town in which the land lies, at the option of the department. Section twenty-five of chapter eighty-one of the General Laws shall apply to highways laid out or constructed under authority of this act. Section 2. For the purposes authorized by this act the department may use any funds which may be available for the construction and maintenance of state highways, and aU reimbursements from the United States for sums so ex- pended shall be received by the state treasurer and shall be expended upon the order or approval of the department without specific appropriation. Section 3. The department is hereby authorized to aban- don to the United States any land or rights in land which may have been taken or acquu'ed by it and which are within the area of said projects; provided, that the United States has acquired the title to the abutting land in conformity with said chapter six hundred and thirteen of the acts of nineteen hundred and fifty-six. Whereas, The deferred operation of this act would tend p^ambiT^' to defeat its purpose, which is to provide funds immediately for a special capital outlay program for the commonwealth, therefore it is hereby declared to be an emergency law, neces- sary for the immediate preservation of the public conven- ience.

Be it enacted, etc., as follows:

Section 5. The state treasurer may borrow from time to time on the credit of the commonwealth such sums of money as may be necessary for the purpose of meeting pay- ments as authorized by section two of this act, and may issue and renew from time to time notes of the commonwealth therefor, bearing interest payable at such times and at such rates as shall be fixed by the state treasurer. Such notes shall be issued and may be renewed one or more times for such terms, not exceeding one year, as the governor may recommend to the general court in accordance with section 3 of Article LXII of the Amendments to the Constitution of the Commonwealth, but the final maturities of such notes, whether original or renewal, shall be not later than June thirtieth, nineteen hundred and fifty-nine. Notwithstand- ing any provisions of this act, such notes shall be general obligations of the commonwealth. Section 6. All dressed poultry, including chickens, poultry, regulated. fowl, ducks, geese, pheasants and turkeys, slaughtered with- out the commonwealth shall, unless it has been inspected for wholesomeness by the United States Department of Agriculture, be deemed unfit for food, and shall not be sold or offered for sale. Section 2. This act shall take effect on July fii-st, nine- teen hundred and fifty-eight, provided that prior to such date there shall have been enacted a mandatory federal poultry inspection law.
