THE REPUBLIC OF UGANDA COUNTRY REPORT FOR THE REPUBLIC OF UGANDA ON THE IMPLEMENTATION OF THE GABORONE DECLARATION FOR SUSTAINABILITY IN AFRICA Prepared by The Ministry of Water and Environment P. O. Box 20026, Kampala REPUBLIC OF UGANDA September 2017 EXECUTIVE SUMMARY The Gaborone Declaration for Sustainability in Africa (GDSA) ensued from the Summit for Sustainability in Africa that was held in May 2012 in Gaborone, Botswana. The Summit brought together heads of state of 10 African countries, the private sector and international development partners to deliberate on sustainable development issues of concern prior to the Rio+20 conference. Participating countries included: Botswana, Gabon, Ghana, Kenya, Liberia, Mozambique, Namibia, Rwanda, South Africa and Tanzania. Uganda’s Vision, Constitution, National Development Plan as outlined in the national objectives and state policy are consistent with aspirations of the Gaborone Declaration. Uganda is endowed with natural resources in which agriculture contributes 23%, industry 26% and services 50% of the gross domestic products. The industry in Uganda is agro-based on coffee, tea, timber, tobacco and tea. Uganda has a programme to green the economy through an inclusive tree planting movement. Oil and gas has been discovered in areas that are rich with natural resources and as a country the concern is how they will extract resources without disrupting or minimally disrupting the natural endowment. In 2015 Uganda expressed interest to be part of the declaration and a Road Show was conducted on July 7th, 2015 in Kampala to further popularize the Declaration. A cross-section of Sectors participated at this meeting; the report of the meeting is available. The aim of this report is to provide an overview implementation of the Gaborone Declaration for Sustainability in Africa since 2012. The information provided here has been obtained from interactions, reports and the internet. The report provides a summary of projects, programmes and initiatives and their objectives/goal that have been implemented in Uganda in line with the GDSA since 2011. It indicates the key implementer, partners and also expected year of completion. It concludes with the funds earmarked for the project. The progress clearly indicates a number of players in the landscape that have been involved in projects, programmes and initiatives related to promoting Environment and Natural Resources use and Management, without compromising their availability in the same quality and quantity for the present and future generations. It further provides an insight into the various Demonstration Projects being undertaken and also information related to Environmental-Economic Accounting. On the matter of Economic- Environmental Monitoring this is enshrined in most of the projects; hence not reported on separately here. The progress further highlights the fact that this requires both people and ecosystem based interventions for sustainability to be realized. To this end inclusive Green Growth is being emphasized in Uganda; and the Ministry of Finance, Planning and Economic Development is spearheading this. This is the focus area for government in the next few years. Capacity development is integrated and environment monitoring using indicators developed for that 1 purpose is an on-going activity; also integrated in related policies and laws. A number of flagship projects are being implemented with the objective of demonstrating sustainability and safeguarding the environment for present and future generations. A number of Civil Society, Cultural and Faith Based Organizations, and the Private Sector are being encouraged and engaged in the various interventions as highlighted in the report. Environmental Alert specifically brings together Civil Society involved in environment related interventions under 5 thematic areas; (i) Wetlands (ii) Forests (iii) Climate Change (iv)Governance and Environment. For the Water Sector on the other hand Uganda Water and Sanitation Network, brings together the Water Sector Civil Society. The focus areas for Uganda in the future include the following: i. Integrate the value of natural capital into national accounting and corporate planning and reporting processes, policies, and programmes, in agreed efforts. ii. Build social capital and reducing poverty by transitioning agriculture, extractive industries, fisheries and other natural capital uses to practices that promote sustainable employment, food security, sustainable energy and the protection of natural capital through protected areas and other mechanisms. iii. Build knowledge, data, capacity and policy networks to promote leadership and new model in the field of sustainable development and to increase momentum for positive change.
