Based on extensive visits to Rosenwald schools throughout the rural South, members of the Rosenwald Fund recognized the need to improve instruction and resources in the schools and established the Rural School Council. Through various demonstration projects and field studies, the work shifted to improving teacher education by heavily investing in several colleges including West Georgia College, South Georgia Teachers College, The University of Georgia, and Fort Valley State Teachers College. The Rural School Council members believed that by improving schools, rural living conditions and race relations would also improve. To explore the work of the Rural School Council, I wrote a narrative historical study, analyzing extensive archival collections from Fisk University, The Amistad Research Center, and the Georgia Archives as well as books and journal articles written by Council members. The work of the Council led to lasting change in teacher education in Georgia.     Julius Rosenwald & Rosenwald Schools Special Resource Study Innovative and highly significant American philanthropist Julius Rosenwald and the thousands of “Rosenwald Schools” he helped build between 1912 and 1932 had a key impact on the education of African American children in the South. The story of Rosenwald and the Rosenwald Schools is an important and inspirational one, reflecting the dignity of the human spirit and bearing on both Jewish American and African American history. Their contributions to our nation are worthy of recognition and preservation. A new National Historical Park consisting of some of these structures and telling these compelling stories would be an important enhancement to the National Park System. Julius Rosenwald’s Life and Philanthropy and the Rosenwald Schools Program Born in Springfield, IL, in 1862 to German Jewish immigrant parents, Rosenwald left high school before graduating to learn the clothing trade in New York, then moved to Chicago where he rose through the Midwest clothing manufacture industry to become part-owner of Sears, Roebuck, & Company in 1895. He helped build the company into the merchandising powerhouse in the early 20th century. Already a dedicated philanthropist prior to meeting Booker T. Washington and joining the board of the Tuskegee Institute, Rosenwald followed Washington’s advice and helped fund a pilot program to build six schools for African Americans in rural Alabama. This led to the construction of over 5300 Rosenwald Schools and related buildings in 15 southern states funded jointly by Rosenwald, the local communities and local governments. By 1932, these schools were responsible for educating about one-third of African-American children in the South.

  • The History, Architecture, and Preservation of Rosenwald Schools in Georgia
    THE HISTORY, ARCHITECTURE, AND PRESERVATION OF ROSENWALD SCHOOLS IN GEORGIA by SUMMER ANNE CIOMEK (Under the Direction of Mark Reinberger, Ph.D.) ABSTRACT Through the collaboration of a pioneer of African American education and a staunch businessman, six rural, African American schools were constructed in Alabama in 1914, financed with matching grants. The success of this experiment marked the beginning of the fruitful partnership between Booker T. Washington and Julius Rosenwald. It was also the modest beginning of the Julius Rosenwald Fund, an African American educational philanthropy that was responsible for aiding in the construction of over 5,000 schools in fifteen states in the southern United States. The Rosenwald Fund quickly became a leader in the field of African American education as well as an innovator of rural schoolhouse design. This thesis recounts the history of the Rosenwald Fund, those responsible for its establishment and its school-building program, and the evolution of rural school design and its subsequent standardization. This thesis also examines three case studies of Rosenwald schools in Georgia that were successfully preserved, restored, and reused by community members and former students. Finally, a synopsis of efforts in the state of Georgia to find and protect these schools is presented as well as steps for preserving and reusing Rosenwald schools.     Julius Rosenwald: Building Partnerships for American Education Russell O. Mays University of North Florida Abstract Julius Rosenwald (1862–1932) made enormous contributions to African American education, rural education, and many aspects of American life. Even so, he remains a little known figure to many. To a large extent, his impact was the result of an ability to build and maintain effective partnerships. This brief history summarizes Rosenwald’s thoughts on philanthropy and it reviews some of his major contributions to American life. However, it focuses on the social, cultural, and economic circumstances that influenced Rosenwald’s development. Julius Rosenwald grew to maturity during the period following the American Civil War. In fact, he was born in Lincoln’s home town during Lincoln’s presidency. It was an era charged with emotion. Debates about social justice, freedom, and individual rights and opportunities were the order of the day. The social, cultural, economic, and political milieu of his era resulted in the development of strong beliefs and values on Rosenwald’s part as they did for many of his contemporaries. Rosenwald, however, accumulated enormous wealth, which enabled him to transform many of those beliefs and values into actions benefiting many he regarded to be in need. This paper includes a description of the development of Julius Rosenwald as a true philanthropist and summarizes some of his contributions to American life. Family Influences Julius Rosenwald was born August 12, 1862, in Springfield, IL, to Samuel and Augusta Rosenwald, German- Jewish immigrants. Samuel Rosenwald was a merchant who was born in Bünde, Prussia, Germany, in 1828 and, following his schooling, was engaged in the clothing business.

From 1914 to 1931, nearly 5,000 school buildings were constructed, serving approximately 36 percent of the Black rural school-aged Southern population. We use historical Census data and World War II enlistment records to analyze the effects of the program on school attendance, literacy, high school completion, years of schooling, earnings, hourly wages, and migration. We find that the Rosenwald program accounts for at least 30 percent of the sizable educational gains of Blacks during the 1910s and 1920s. We also use data from the Army General Classification Test (AGCT), a precursor to the AFQT, and find that access to Rosenwald schools increased average Black scores by about 0.25 standard deviations adding to the existing literature showing that interventions can reduce the racial gap in cognitive skill. In the longer run, exposure to the schools raised the wages of blacks that remained in the South relative to Southern whites by about 35 percent. For blacks the private rate of return to a year of additional schooling induced by Rosenwald was about 18 percent.

I’m thrilled to be able to share them with you. I am attaching chapters 5 and 8 from my book-in-progress. I’m struggling with the title, and some years ago this seminar gave me the title for my first book. Maybe you can help again! A current working title is The Radicals’ Fund: Experimenting with Democracy in America’s First Age of Propaganda. The book is the story of an organization known informally as the Garland Fund or formally as the American Fund for Public Service: a philanthropic foundation established in 1922 to give money to liberal and left causes. The Fund figures prominently in the history of civil rights lawyering because of its role setting in motion the early stages of the NAACP’s litigation campaign that led a quarter-century later to Brown v. Board of Education. I hope you will be able to get some sense of the project from the crucial chapters I’ve attached here. These chapters come from Part 2 of the book. Part 1 focuses on Roger Baldwin, the founder of the ACLU and the principal energy behind the Fund. Part 2 (including the chapters here) focuses on James Weldon Johnson, who ran the NAACP during the 1920s and was a board member of the Fund. Parts 3 and 4 turn respectively to Elizabeth Gurley Flynn (a labor radical on the board) and Felix Frankfurter, who in the 1920s served as a key outside consultant and counsel to the Fund.
