Performance Measures 98 Appendices 99 2 SECTION ONE: INTRODUCTION This update of the Comprehensive Economic Development Strategy (CEDS) for Northwest Indiana was prepared by the Northwestern Indiana Regional Planning Commission with the assistance of the Northwest Indiana Forum and is supported by the U.S. Department of Commerce, Economic Development Administration. Public Law 105-393, the Economic Development Administration Reform Act of 1998 (42 U.S.C. § 3121, et seq.), a comprehensive amendment of the Public Works and Economic Development Act of 1965, as amended (PWEDA), requires a strategy to qualify for assistance under most EDA programs. The 2016 CEDS for Northwest Indiana provides updated information from the 2013 CEDS and focuses on a continued effort to organize for the most effective economic development strategy and implementation. While the Northwest Indiana’s economic development strategy should not focus solely on the availability of federal assistance, the presence of that funding is a factor in determining priorities. As a region highly sensitive to economic cycles, Northwest Indiana has experienced severe economic distress since the beginning of the recession in 2008 into 2013. The distress further compounds the prolonged structural economic problems that have impacted the Region since the 1960’s. The deliberation and forethought incorporated in this CEDS will help create jobs, foster a more stable and diversified economy, and improve quality of life. It provides a mechanism to coordinate the efforts of individuals, organizations, local governments, and private industry concerned with economic development. For the purposes of this CEDS, the Region covers Northwest Indiana, specifically, from west to east: Lake County (bordered by Illinois to the west and Lake Michigan to the north), Porter County, and LaPorte County. Any reference to “Northwest Indiana” contained within this document is a direct and collective reference to these three counties. Throughout this document, the counties will be discussed in the following order: Lake, Porter, and then LaPorte. This coincides with the descending rank in population as well as geographic position from west to east. This CEDS represents broad based community involvement and updates the following information required by EDA: • Background: current economic situation of Northwest Indiana, including demographic information, workforce, transportation access, resources, 3 environment, and other pertinent information. • Analysis of Economic Development Problems and Opportunities, including strengths, weaknesses, opportunities, and threats (SWOT Analysis); past, present, and projected economic development investments, and cluster analysis. • CEDS Goals and Objective–Defining Regional Expectations: goals and objectives necessary to solve the economic problems or capitalize on the resource • Community and Private Sector Participation: relationships between the community in general and the private sector in the development and implementation of the CEDS. • Strategic Projects, Programs, and Activities: identification of Regional projects, programs, and activities designed to implement the CEDS’ Goals and Objectives. • CEDS Plan of Action: Implementation of the goals and objectives of the CEDS. • Performance Measures: measures used to evaluate the successful development and implementation of the CEDS. The first section of the CEDS is an update of the non-capital projects and programs and capital projects completed since 2013. The many accomplishments have been efforts of the public and private sectors, which has fostered the economic development of Northwest Indiana. 4 NON-CAPITAL PROJECTS AND PROGRAMS 1. Northwest Indiana Economic Development District Application History The Northwest Indiana Economic Development District, Inc. (NWIEDD) spearheaded the production of the original CEDS up until 2016. The NWIEDD was established as a Not-For-Profit Corporation in 2009 after many years of Regional groups discussing the need for a formation of an Economic Development District (EDD). The Northwestern Indiana Regional Planning Commission (NIRPC) and Northwest Indiana Forum (Forum) came together to create the NWIEDD with the singular goal of making Northwest Indiana recognized as an Economic Development District, a status which would make the Region eligible to receive certain types of federal funding. This goal led to the formation of the not- for-profit Northwest Indiana Economic Development District for the development of the first CEDS, which was submitted to EDA on February 28, 2010. The NWIEDD received funding from EDA in 2011 to bring the EDD grant application up-to-date, which was subsequently presented to the EDA April 1, 2013. EDA again granted funding for an update to CEDS which was undertaken in 2015. The updated CEDS was adopted in February, 2016. Discussions with EDA regarding newer requirements of the EDD subsequent to the creation of the non-profit NWIEDD led to the need for locating the EDD within the Northwestern Indiana Regional Planning Commission (NIRPC). As the Regional Council of Governments for Northwestern Indiana, NIRPC is created by Indiana Code 36-7-7.6, which charges NIRPC with creating a comprehensive planning and programming process for transportation, environment, and economic development. As the recipient of Federal transportation funds as northwest Indiana’s designated Metropolitan Planning Organization (MPO) as well as other Federal funding, NIRPC is equipped and experienced with the distribution of Federal investment dollars. NIRPC is responsible for the implementation of this CEDS in partnership with other economic development groups in Lake, Porter, and LaPorte Counties, Indiana. 5 Organizational Structure The Northwest Indiana CEDS was originally guided and overseen by an 11- member Board of Directors. This independent body reflects the demographic makeup of the Region as a whole, and includes representation from public, private, and educational sectors. Nine public representatives were appointed by NIRPC, and eight private sector representatives by the Northwest Indiana Forum. All members of the NIRPC Commission are elected representatives that reflect in varying degrees the additional backgrounds, experiences, occupations, and service areas reflective of local units of government, economic development officials, workforce development officials, higher education, business, and citizens. 6 7 NIRPC is now responsible for the preparation of the CEDS document and for establishing a sustainable and productive process to manage the implementation of the CEDS. The implementation includes the identification and prioritization of EDA investments in the Region and identifies other potential federal funding sources for investment in the Region. Potential sources include the Federal Highway Administration, Housing and Urban Development CDBG program, Environmental Protection Agency State Revolving Loan Fund and Brownfield’s programs, Department of Energy efficiency programs, and other federal and state programs. After an error and a walk extended the inning, Walraven hit an RBI single. Olund followed with a two-run triple, while Raymond Jones’ RBI single and Jackson Smith’s two-run double capped the inning. Jones hit a two-out, RBI double in the bottom of the fourth, and the RailCats extended the lead to 12-1 three batters later when Brandon Zaragoza was hit by a pitch with the bases loaded. The RailCats’ final run came in the bottom of the sixth on a two-out, RBI single from Woodworth.

    To Whom It May Concern: We are writing to express our concern and disappointment over the settlement entered into between the City of East Chicago and the Office of the Utility Consumer Counselor in Cause No. 44826. Under the terms of the settlement, an item providing for the use of Drinking Water State Revolving Fund (DWSRF) money to replace lead service lines was eliminated. As a result, we will be saddled with a 55% increase in our water bills, but may never be able to drink the water for which we are paying. The problem of lead contamination in East Chicago’s drinking water, recently brought to light by EPA’s independent testing,1 compounds the lead contamination in our yards, gardens and homes. The USS Lead Superfund site in East Chicago, which covers three East Chicago neighborhoods (West Calumet, Calumet, and East Calumet) is especially heavily affected by lead contamination. The neighborhoods in the USS Lead Superfund site, where many of us reside, are home to several thousand people. In addition to the ongoing evacuation of the West Calumet Housing Complex (formerly home to more than 1000 people), hundreds of homes in our neighborhoods exceed residential screening levels for lead in the soil and are awaiting EPA cleanup; dozens more have already been subject to emergency cleanup actions. Because lead exposure is cumulative, the public health impact of lead- contaminated drinking water is even greater in the Superfund site, where residents—especially children —are exposed to high levels of lead from other sources, than it would be elsewhere. Thus, the denial of funding for lead service line replacement is of particularly great concern for our communities.
