Romanov News Новости Романовых By Ludmila & Paul Kulikovsky №132 March 2019 The monument to the Royal Martyrs at the St. Seraphim Cathedral in Vyatka "For the first time in 100 years, a descendant of the Romanovs appeared in Vyatka" From 17 to 20 of March the great-great-grandson of Alexander III, the great-grandson of Grand Duchess Olga Alexandrovna - the sister of Emperor Nicholas II - Paul E. Kulikovsky and his wife Ludmila visited Vyatka. They were invited by the regional public organization "Revival of Vyatka". Paul E. Kulikovsky - "Kirov, or Vyatka as we prefer to call the city, was one of the places on our "to-visit-list", as we want to visit all the places in Russia directly related to the Romanovs, and especially those in which the Romanovs were in exile after the revolution. That is why first of all were visited Romanov related locations and city landmarks. But for the local citizens the main event was a presentation of the book of memoirs of Grand Duchess Olga Alexandrovna “25 Chapters of my life”, followed by a press- conference. City history The city is actually called Kirov - in honour of one of the Stalin co- workers – Sergei Kirov killed in 1934 – but many citizens still use the historical name Vyatka. It was established in 1174. From 1457 to 1780 it was called Khlynov, from 1780 to 1934 Vyatka, and now Kirov. It is the administrative centre of the Kirov region and located on the Vyatka River, 896 km northeast of Moscow. Population is about 507,155 (2018). -

Review of Institute of the Grand Duchy of Lithuania ISSN online 2719-9770 2021, Vol. 1, pp. 45–54 DOI 10.24426/rigdl.v1i0.215 Oskar Kanecki Pomeranian Academy in Słupsk, Poland [email protected] ORCID 0000-0001-9025-2970 The Third Statute of Lithuania in the Russian Empire until 1840 Abstract The partitions of the Polish-Lithuanian Commonwealth was not equal with the abolition of the previous legal order in its former territories. The Third Lithuanian Statute maintained its binding force for the longest time. It was not until 1831 that its provisions were repealed in the Belarusian governorates (Mogilev and Vitebsk). In the rest of western provinces it remained in force until 1840. It superseded the Second Lithuanian Statute on the territory of the left-bank Ukraine (Little Russia). However, even the introduction of Russian law in these areas in 1843 did not mean the end of the impact of the 1588 codification regulations. They were influencing the practice even in the first half of the 20th century. Such a long period of validity of the Third Lithuanian Statute was the result of the strong attachment of the Lithuanian nobility to their native law and the lack of Russian codification which would be capable to replace it. The partitions of the Polish-Lithuanian Commonwealth (1772–1795) initiated the process of abolishing the legal system existing in its former areas. The countries which had annexed Polish territories were taking actions aimed at removing Polish and Lithuanian laws and replacing them with their own regulations at different speed. -

The outstanding representatives of the Azerbaijani entrepreneurs, their ideologists and intelligentsia, who emerged on the background of radical socio-political and economic changes taken place in the Czarist Russia after the reforms, headed the struggle for awakening the national self- consciousness of the people, for its enlightenment, for raising its political culture, for enabling it to enjoy all its civil rights by making use of all the opportunities. The Azerbaijani representatives elected in conditions of great difficulties and restrictions to the State Duma, the supreme legislative organ of Russia, were conveying to the whole Empire the voice of the Azerbaijani people for justice from the rostrum of this body. This Book studies the period leading to the establishment of the People‟s Republic of Azerbaijan, the first democratic republic in the orient. The full panorama of the events and of the socio-political processes currenting in the beginning of the 20th century in Azerbaijan has found its reflection in the Book, and it has been analyzed in detail. -
