SUMMARY The following report aims to update members on the work and activities of Public Health in the Bradford South area. Under the Health and Social Care Act 2012 (18 6C) the Council, through the Director, assumed duties formerly held by various NHS bodies, primarily those of Health improvement and Health protection. Page | 1 Appendix 1 outlines the local and district wide performance data and outcomes. This shows that there are a range of health and wellbeing issues and needs for people living in Bradford South. Supporting partnership working between voluntary and community sector organisations (VCS); the public sector (the Council and National Health Service -NHS organisations) and communities themselves can open up opportunities to make significant changes to improve wgellbeing amongst Bradford South residents. 2. BACKGROUND Public Health last reported to Bradford South Area committee on 28th March 2019. -

Our ref: 2387/21 Figures for incidents of drink spiking in your region over the last 5 years (year by year) I would appreciate it if the figures can be broken down to the nearest city/town. Can you also tell me the number of prosecutions there have been for the above offences and how many of those resulted in a conviction? Please see the attached document. West Yorkshire Police receive reports of crimes that have occurred following a victim having their drink spiked, crimes such as rape, sexual assault, violence with or without injury and theft. West Yorkshire Police take all offences seriously and will ensure that all reports are investigated. Specifically for victims of rape and serious sexual offences, depending on when the offence occurred, they would be offered an examination at our Sexual Assault Referral Centre, where forensic samples, including a blood sample for toxicology can be taken, with the victim’s consent, if within the timeframes and guidance from the Faculty for Forensic and Legal Medicine. West Yorkshire Police work with support agencies to ensure that all victims of crime are offered support through the criminal justice process, including specialist support such as from Independent Sexual Violence Advisors. Although the urban sprawl has largely swallowed it up, Wibsey retains a character all its own. MIKE PRIESTLEY left his country walk boots at home to stride the streets - and revisit his roots Can a place be in your genes? I've never lived in Wibsey but strolling around it felt like going home. The Priestley tribe first established itself in this area many centuries ago, at Priestley Green near Norwood Green. It spread southwards into Halifax but also to the north, fetching up in the then cut-off hilltop village of Wibsey. And there it thrived for many generations, producing among many other sons and daughters Enoch Priestley, the local politician and worthy who ended Wibsey's isolation by championing the building of a massive sloping embankment and, on top of it, St Enoch's Road (from then on people could get between Wibsey and the centre of town without going the winding way). It also produced my grandfather, Harold, who was born and grew up in White Lane off Wibsey Bank. It was off to Wibsey that I took myself on a bright November morning, armed with a copy of the local history group's excellent 2004 publication Four Walks In & Around Wibsey, to find out something about the place and why it's so special to the people who live there. My aim was to cover as much of the four walks in the book as possible in a couple of hours, aware that would only give me a flavour of the place. The writers suggest that each walk should take up to one-and-a-quarter hours. -

APPLICATIONS RECOMMENDED FOR APPROVAL OR REFUSAL (a) 38 Manningham Lane Bradford BD1 3EA - City 19/00934/FUL A retrospective change of use from restaurant/café (A3) to banqueting facilities (sui generis) at 38 Manningham Lane, Bradford, BD1 3EA - 19/00934/FUL Resolved – That the application be refused for the following reasons: (i) The proposed development fails to provide sufficient and suitable provision within the site for the accommodation of motor vehicles. As such the proposed development would result in greater on-street car parking to the detriment of the safe and free flow of traffic on the highway. For this reason the proposed development is unacceptable when measured against Policies TR2 and DS4 of the Core Strategy Development Plan Document and the National Planning Policy Framework. (ii) It is not considered the proposed development would be able to provide adequate parking for events within the car park as such this would lead to additional vehicles parking on nearby residential streets including Brearton Street and Hallfield Place which are the closest streets on which vehicles associated with the proposed use could park.
