A brief description of the filter equations its aesthetics, beauty, truth, fascinating perspectives and competence are described. For a Kalman filter design to provide optimal estimates tuning of its statistics namely initial state and covariance, unknown parameters, and state and measurement noise covariances is important. The earlier tuning approaches are reviewed. The present approach is a reference recursive recipe based on multiple filter passes through the data without any optimization to reach a ‘statistical equilibrium’ solution. It utilizes the a priori, a pos- teriori, and smoothed states, their corresponding predicted measurements and the actual measurements help to balance the measurement equation and similarly the state equation to help form a generalized likelihood cost function.

It provides the framework of the Science Program, the Field Trips and the Geohost Program, besides the timelines of important sub-events. The Science Program has been designed with the concerted efforts of the Science Program Committee and the theme coordinators. Subsequent to the publication of the First Circular, on request from various quarters, two new themes have been added to the Science Program, thereby taking the total to 44. The 36th IGC has invited symposium and business meeting proposals from all scientific and IUGS-affiliated organizations. New proposals of regional and specialized symposia are still welcome. We have kept the registration fee reasonably low for the various categories to encourage better participation of geoscientists. The Govt. of India (now, MHRD) on 29th March 1972 on the recommendation of a Working Group set up by the Govt. of Indian in December 1971 comprising Professor R.S. Sharma, Patna University (Chairman); Professor Satish Chandra, Jawaharlal Nehru University; Professor Tapan Raychaudhuri, Delhi University; Dr. S.N. Prasad, Director National Archives; Shri J. Veeraraghvan, Director (Internal Finance), Ministry of Education and Social Welfare; and Smt. S. Doraiswami, Deputy Education Adviser, Ministry of Education and Social Welfare. In 1817, a group of enlightened Indians and Englishmen set up the Hindoo US College.This was taken over the British Government in 1855 as the College of the Bengal Presidency, and placed in 1857 under the newly founded Calcutta University. The formal establishment of Presidency University in July 2010 allows it to refashion its venerable traditions and continuing strengths into a leading institution of the future. The Department of Statistics of the erstwhile Presidency College, now University, is one of the oldest departments in the country and perhaps also in Asia. The undergraduate course of the department started way back in 1944, under the command of the great P.C.Mahalanobis, also hailed as one of the greatest statisticians in the world. This was at a time when Statistics as a distinct course was quite unknown in many American universities. Since then the department has produced illustrious scholars, academicians and statisticians who have achieved enormous fame in India and abroad. Among them mention should be made of the illustrious trio of statistical education in India – Prof. A.M.Gun, Prof. M.Gupta and Prof. B.Dasgupta Before Presidency College achieved the status of University in 2010, the department catered to only undergraduate teaching in Statistics under the auspices of the University of Calcutta and soon the department was successful enough to have a special entity in the University with its outstanding performance over the years.
