Community Profile COMMUNITYPROFILE he Town of Carnduff is nestled into the southeastern corner T of Saskatchewan close to the borders of Manitoba and North Dakota. It is one of the larger communities in the area and acts as a cornerstone of the region. The first settlers arrived in the Carnduff district, primarily from Ontario, in the early 1880s. The community experienced rapid growth during the 20th century with the primary economic drivers of agriculture and oil and gas. The sandy loam land around Carnduff is used mainly for mixed farming, and many of the family farms in the district date back to the homestead era. Hundreds of producing oil wells are located in the region. The community is an accessible two hour drive to Brandon Manitoba and one hour to Minot North Dakota, both centres providing daily flights to major cities in Canada and the United States. Carnduff boasts a full range of businesses, services, and community amenities with new residential and industrial subdivisions now available for development. A newly built Kindergarten to Grade 12 Education Complex provides a variety of programming and activities for youth. The Town works cooperatively with the Rural Municipality of Mount Pleasant in a District Planning Commission to achieve a vision, goals, and policies that benefit the District as a whole. The progressive community of Carnduff is proud to be on the move! TRADING AREA Located at the junction of Highways 18 and 318, the town is highly accessible and experiences a daily traffic count of over 4,000 vehicles. The trading area extends to a radius of 50 km in all directions with an estimated population base of 3500. Distance from Carnduff to Major Centres (km) Minot, ND 143 Brandon, MB 200 Regina, SK 282 Winnipeg, MB 401 Bismarck, ND 317 Saskatoon, SK 539 TRANSPORTATION Airports Carnduff is accessible to the international airports in Regina, Saskatchewan and Minot North Dakota. It is also a short two hours away from the Brandon Manitoba Municipal Airport. A municipal airport located in Estevan SK is a one hour drive. Regina International Airport (YQR) is the second busiest airport in Saskatchewan, having served over 1.2 million passengers in 2014. Air Canada, WestJet, Delta, Sun Wing, Air Transat, and Express Air service YQR. The Minot International Airport is serviced by Allegiant Air with weekly service to Las Vegas and Phoenix Arizona, Delta Air Lines with numerous daily flights to Minneapolis Minnesota, and United Airlines with daily flights to Denver. Brandon Municipal Airport has daily flights to Calgary Alberta as well as Winnipeg and Dauphin Manitoba. Trucking and Freight Transportation A wide variety of trucking and hauling companies operate out of Carnduff. Some offer oil and gas specific services, while others offer more general trucking services. Bus and Courier Saskatchewan Transportation Company provides daily bus service and Purolator also serves the community on a daily basis. Rail A concrete grain terminal is built on the rail line only a few kilometers from Carnduff. Expanded significantly by Viterra in 2010, the terminal is one of the agricultural transportation hubs of the region. GOVERNMENT Mayor: Ross Apperley Member of Legislative Assembly: Dan D’Autremont, Saskatchewan Party Member of Parliament: Robert Kitchen, Conservative Party SERVICES AND TAXES Electricity - SaskPower Natural Gas - Sask Energy Sasktel and Shaw Cable provide telephone and internet services Regens Disposal collects household garbage weekly and curbside recycling bi-weekly basis. Municipally operated waste disposal transfer site is located just south of the community. The Town provides consistence road maintenance, including regular snow removal in the winter and street sweeping in the spring and summer. Residential base tax rate is $800.00 and the residential mill rate is 0.67%. DEVELOPMENT The Council of the Town of Carnduff works closely with the Rural Municipality of Mount Pleasant to foster economic development within the region. Town Council participates in the volunteer led Economic Development Committee to encourage retention and expansion of local businesses. A Community Development Officer is retained by the community. The Town has an Official Community Plan in place and is well prepared for growth. A new lagoon is currently under development. The Complex has over 350 students enrolled, in either the high school, elementary, or kindergarten programs. A pre kindergarten program is also available. The Little People Playschool offers programming for children aged 3 or 4 once a week. The Southeast Regional College offers a variety of postsecondary courses through remote education from Carnduff. Carnduff Integrated Library is the first fully integrated school/public library in Saskatchewan. The Library has a variety of materials to borrow including books, ebooks, audiobooks, magazines, online journals, digital movies, and music. Given that the library is linked to the provincial system, materials can be ordered for patrons from all over the province. The library also has six computers for public use. The Carnduff Community Daycare is located in the Dean Fraser Community Centre and open Monday to Friday. The Daycare is licensed to provide care for up to 40 children from 6 weeks to 12 years of age. The Daycare is committed to helping foster the healthy development of the children of Carnduff. HEALTH SERVICES The Tony Day Family Health Medical Clinic provides a variety of health services to the Town and surrounding rural area provided by a family practitioner, optometrist, chiropractor, public health nurse and mental health services. The Sunset Haven is a retirement home affiliated with the Sun Country Health Region. The facility offers many long-term care, short-term care, and assisted living services and employs over 65 full and part-time staff from the area. EMERGENCY SERVICES RCMP Carnduff Detachment of the Royal Canadian Mounted Police is staffed with six full time officers and two victim services workers. Ambulance Carnduff Ambulance Service is a one unit service that provides basic life support for the towns of Gainsborough, Carievale, Carnduff and surrounding municipalities. The current ambulance is operated by the Sun Country Regional Health Authority and is a full time service employing three full time EMT's who participate in ongoing education. Fire Protection Fire and hazardous materials protection and relief is provided by R.M. No 2 and Carnduff volunteers. RECREATION Facilities available in Carnduff include tennis courts, an artificial-ice skating rink, a curling rink, a swimming pool, a five-pin bowling alley, a rodeo ring and many parks and open spaces. A nine-hole grass green golf course is situated north of the town. The baseball facilities have significantly upgraded and the town has hosted provincial and national-level tournaments in fastpitch softball. Carnduff has a variety of individual and team pursuits for its residents including archery, boxing, gymnastics, hockey, baseball and curling. Programs are offered via a joint Recreation Board that reports to the RM of Mount Pleasant and Town of Carnduff Councils. In collaboration with members of the community, the Town has posted plaques on a number of buildings that outline the history of the building or facility from past to present. A map of the walking route can be found on the Town of Carnduff website. Community Events Many events, which build community, are hosted in Carnduff each year. These events are great for residents and tourists alike and offer a fun family environment: Country Classic Craft Canada Day Celebration True Grit Team Roping Show (April) (July) and Ranch Rodeo (August) Country Christmas Minor Hockey Day Minor Ball Day (May) (November) (November) Regional Parks Moose Creek Regional Park is located at the Alameda Dam on the eastern shore of the reservoir. The park has largely been left in it's natural state which includes range land with southern trees. This is the first regional park travelers from Manitoba or North Dakota have the opportunity to visit in southeastern Saskatchewan. Although the park is not open in the winter; it is a popular spot for ice fishing and snowmobiling. Moose Mountain Provincial Park is located one hour’s drive from Carnduff.

    SASKATCHEWAN HIGH SCHOOLS ATHLETIC ASSOCIATION 1948 – 2018 70 YEARS OF SCHOOL SPORT “MERIT AWARD” to honour people who have given outstanding leadership and service to the SHSAA and to the promotion of high school athletics in the Province of Saskatchewan. A person who has made outstanding contributions to the TOTAL PROGRAM of the SHSAA over a period of time. THE SIXTIES Stanley Gutheridge (1960) Hub, as he was called, had been recognized over the years by many accolades, the naming of Gutheridge Field on the Riverview Collegiate school grounds, his National Basketball Builder Award, and being in the first group to receive SHSAA’s Merit Award in 1960. Hub died in Moose Jaw in 1990. E.W. (Wally) Stinson (1960) Executive Director of the Association from 1948 to 1959. Credited with designing the original districts, using a Wheat Pool map and a ruler dividing the province into districts with equal numbers of high school students. Joe Griffiths (1960) Joe took a position in 1919 with the University of Saskatchewan as its first Physical Education Director. He remained there until his retirement in 1951. In 1960, he received the SHSAA Merit Award for his influence in high school athletics. The most obvious honour bestowed upon this legendary man was the dedication to him of Griffiths Stadium on the university campus. Clarence Garvie (1960) Garvie filled several roles during the years he was involved with SHSAA. He was its first Secretary, and later was President and editor of the first SHSAA yearbook. A member of both the Saskatchewan and Saskatoon Sports Hall of Fame, Garvie retired in 1972.
