    APPENDIX 1 Achievements in delivery of the Corporate Plan 2013-17 Northumberland County Council’s Corporate Plan sets out the council’s priorities for 2013 -17. During this time the council has been faced with significant cuts but has still managed to deliver a range of investments and excellent services. Some of these are detailed in this report. Corporate Plan Economic Growth a great place to work. We are leading the regeneration of the county through our review of market towns initiative, and our £352 million capital programme for 2015-16 and 2016-2017. We are re-investing money being spent on buildings the council no longer needs and creating one stop shops, making it easier for residents to still access council services locally and under one roof. Together with Arch, our development company, we launched our new Economic Strategy earlier this year. We are also in the final stages of producing our Core Strategy which will see 10,000 extra jobs and xx extra homes (including xx affordable homes) in the county and by 2031. Places and environment a beautiful place. We are preserving and improving the county; embracing our diversity from the rural areas, the coastline, national park, market towns and many more urban areas which make our county special. Our parks continue to receive, the Tour of Britain in September 2015 saw Northumberland broadcast to 166 countries worldwide whilst the Tall Ships in August 2016 will showcase to county internationally and attracts Ships and visitors from across the world. In his email Cllr Sanderson also highlighted that in order to help fund these raft of improvements and address other budget pressures the Cabinet were considering proposals to reintroduce charges at a number of the busier tourism and railway station car parks at their meeting on Tuesday 13th November 2018. I can now confirm that Cabinet gave their approval to undertake consultation on the introduction of charges at the most heavily used tourist/visitor and railway car parks. Details of the car parks affected by the proposals and the proposed tariffs at these car parks are listed in Tables 1 to 3 appended to this letter. A full copy of the Cabinet report that sets out the wider investment plans and details of the charges can be found on the NCC website at http://committee.northumberland.gov.uk/Meeting.aspx?MeetID=9119 It is considered that the introduction of charges at these busy car parks will help manage demand, make the maintenance and management of parking services more financially sustainable and generate income that will assist in financing future investment in parking services, whilst at the same time help safeguard key front-line services that ensure the county remains an attractive place to live, work in or visit.

The route will remain the same as it is now between Blyth and Widdrington Council Estate, and will serve Cresswell. The route north of Widdrington will be replaced by the 20/X20. The current 1A route in Newbiggin will no longer run. Service 2 Blyth - Morpeth The route will be simplified, with all buses running as service 2 between Blyth and Morpeth (there will no longer be a 2A service number). The route will remain as it is now, but with all buses running via Stead Lane in Bedlington. Service 4 Callerton - Metrocentre Nexus contract service withdrawn and will be replaced by the new 84/84A service Service 10/11 Newcastle - Blyth Service will now be replaced in parts by the X10 and X11 which will now operate evening services. The 43 will replace the 10/11 in the evenings between Cramlington and Newcastle. This will provide a faster, half hourly service to Seaton Burn, with reduced services after 1800. Service 144 Morpeth - Thropton This will be replaced by the Service 14 between Morpeth and Thropton. There will be no changes to this route. It will continue to Newcastle as the X14. Service 18 Ashington - Morpeth The service will be replaced by the new service 36 which will provide a more frequent hourly service.

To detail the proposed means by which the Council will fund its investment in car parks, including through a combination of increasing existing charges and ​ introducing new charges at a number of tourism and railway station car parks. The report seeks approval to the list of car parks, proposed tariffs, consultation arrangements and outlines the process and timetable for implementation should the proposal be approved by Full Council when setting the MTFP in February 2019. Recommendations It is recommended that Cabinet: 1.
