The housing problem motivates people to relocate. 32-year-old Asiya Sharipova has been moving with her family in Shymkent from one rented apartment to another. In recent months, they have lived in a temporary construction with five children. «We wanted to stay and work in the south. But we don’t have a permanent job, you know. We did not need to earn millions. The main thing is to feed our kids and to have food in the fridge. My life there was difficult,» she said hardly holding back tears. One year ago, she with her family moved to Ekibastuz in Pavlodar region under the state voluntary relocation programme. At the new place they with the husband got a job and the house – the akimat offered the vacancies of mechanic and seamstress. However, they have a language barrier. «I speak only Kazakh, but local residents prefer speaking Russian. At first, it was hard, but we could get used to the cold climate. Also, we all have different mentality, though we live in the same country.

The Company adheres to the transparency reporting principles of the global Extractive Industries Transparency Initiative (EITI), of which Kazakhstan is a member, and practices of the International Council on Mining and Metals (ICMM). In 2018, KATCO continued to deliver on its key performance indicators (KPIs ) measuring CSR commitments to its stakeholders, not least ensuring stable production for its customers and providing tax and budget revenues to the local and national governments. Today there is no single universally accepted method for assessing the competitiveness of the country's regions. For this reason, the research created a methodology for assessing competitiveness at the regional level for Kazakhstan. The three-factor model of Huggins for ranking the regions of Great Britain by the level of competitiveness was used as the basis, and then the model was expanded on the example of a study assessing the competitiveness of the regions of the European Union countries. All data for assessing the competitiveness of the regions of Kazakhstan were collected from the official website of the Committee on Statistics of the Ministry of National Economy of the Republic of Kazakhstan. In the article, 14 regions and 2 cities of republican significance were ranked in terms of competitiveness. As a result, the most competitive regions of Kazakhstan were Almaty city, Atyrau region and Nur-Sultan city, the worst indicator was found for the North Kazakhstan and Zhambyl regions. 1 Introduction Today, one of the highest priorities facing each state is increasing national competitiveness. National competitiveness reflects the country's ability to achieve high rates of economic growth and maintain it in the long run, control the efficient use of resources and compete in the international arena. The issues of assessing the reliability of the information on the annual amounts of precipitation in the meteorological monitoring system of the KazHydroMet State Hydrometeorological Service of Kazakhstan are considered. An assessment is made of the homogeneity of the spatial correlation function, as the basis of the cartographic modeling of the statistical parameters of annual precipitation amounts. A special study aimed at studying the processes of cyclical fluctuations in the temporal variability of annual and summer precipitation amounts for stations representing all regions of the country. The data of daily precipitation of Kazakhstan in the period 1936-2017 were processed. When processing data, an open-source computer program R was used. The results will be useful for designers and researchers. A statistically significant increase in the maximum daily precipitation of 2–4 mm per 10 years was recorded at the Arkalyk, Aksay, Atyrau, Ushtobe, Bektauat and Karabalyk meteorological stations. At some stations in the Akmola and Pavlodar regions, as well as in the south and southeast of the republic, a statistically significant reduction of 2-6 days per 10 years was observed for the maximum duration of the period without precipitation.

It also contributes to the further understanding of the role of human development and innovation in economic development. This study result implies to strengthen capacity and improve the competitiveness of human capital, draft human capital development policy. We used statistical data analysis, index calculation method, method of UNDP, and method of correlation and regression analysis. The sample mean method is used in the calculation of average national test results. The analysis of the existing researches and debates is made. Uyghur (also spelled Uighur, Uygur) means "unity" or "alliance”, it is pronounced [ÖY-ghur or Uigu:R]. They are a Turkic ethnic people. Pre-history Uyghurs: the name Uyghur (Uighur) appeared for the first time 17,000 years ago in the pre-historic period with The Great Uighur Empire in the Continent of Mu during the Tertiary Era Belonged to the Continent of Mu1. James Churchward describes in his book “the great Uighur Empire” as the largest and most important colonial empire belonging to Mu, the Empire of the Sun. "Next to Mu herself, the Uighur Empire was the largest empire the world has ever known." . Uyghur history can be divided into four distinct phases: Pre-Imperial (300 BC – AD 630), Imperial (AD 630–840), Idiqut (AD 840–1200), and Mongol (AD 1209–1600), with perhaps a fifth modern phase running from the death of the Silk Road in AD 1600 until the present. Most people know that Tibet was occupied by China in 1950s but how many know that the Uyghurs' country East Turkistan (Xinjiang 'new frontier' in Chinese) was occupied by China in 1949? 1 These theories are explained in Hans Stefan Santesson’s published book in 1970 entitled “Understanding Mu: The Uighurs” Chapter 10 pages 96-100. Hans Stefan Santesson has proved these theories according to James Churchward’s book “Lost Continent of Mu Motherland of Man” (1926) Chapter 5 pages 105-110.
