Citizens’ Budget 2017-18 A Partnership for a Better Bengaluru “It is imperative that citizens engage in initiatives like MyCityMyBudget, towards addressing civic issues in Bengaluru. Only teamwork between BBMP and the active involvement of Bengalureans can make the city better. The BBMP is committed to encouraging any initiative that promotes active participation in civic issues and builds trust in BBMP. MyCityMyBudget is one such initiative and the BBMP is happy to support it. We have a limited budget even after considering state government grants, given the population and number of households, area and road length we service. It is therefore even more important for the BBMP to ensure that every rupee we spend is targeted sharply at citizen outcomes and better service delivery. MyCityMyBudget through its annual campaign and Ward Sabhas ensures large number of Bengalureans closely work with councillors, BBMP officials and even other civic agency officials on budgets and civic works in their neighbourhood. This is a unique, positive partnership between citizens and the government. We believe that a three-way partnership between active citizens, proactive councillors and civic agency officials with neighbourhood level data on budgets and civic works can bring real change to Bengaluru”. Sapna Karim Head - Civic Participation, Janaagraha A Note to Readers We have compiled 67,114 inputs from 39,558 citizens for Budget 2017-18 through MyCityMyBudget’s annual campaign. We have made available a full list of these inputs on www.ichangemycity.com/mycitymybudget. All inputs will be submitted to the BBMP and other civic agencies (BWSSB, BMTC etc.) in December 2016 and emailed to office bearers of all resident welfare associations who participated in the campaign. Please go to page 6 to see who all participated in the annual campaign. We will track these inputs against BBMP Budget 2017-18 when it comes out in Feb-Mar 2017 and communicate back to each citizen who provided an input. But the good news is that even if an input is not directly included in BBMP Budget 2017-18, a citizen could still work with the ward councillor and BBMP officers through Ward Sabhas to get budgets allocated for a specific work in his/her neighbourhood. One of those necessary fixes is to ensure that every rupee spent in every neighbourhood of Bengaluru actually improves infrastructure and quality of life of citizens. As BBMP and other civic agencies of Bengaluru have limited budgets and funds, this becomes even more important. In order to ensure that every rupee spent in Bengaluru city improves quality of life of citizens, we will need a partnership between citizens in a neighbourhood, the ward councillor and the civic agency officials in that ward. Citizens, the ward councillor and civic agency officials need to get together and discuss what are priorities for the neighbourhood, how much money is available for the neighbourhood, how the money is being spent and what works are getting done in the neighbourhood.
