    Research and Information Service Briefing Paper Paper 130/14 28 November 2014 NIAR 716-14 Michael Potter and Anne Campbell Community Relations Funding through Local Councils in Northern Ireland 1 Introduction This paper briefly outlines community relations1 funding for groups through local councils in Northern Ireland in the context of the inquiry by the Committee for the Office of the First Minister and deputy First Minister into the Together: Building a United Community strategy2. The paper is a supplement to a previous paper, Community Relations Funding in Northern Ireland3. It is not intended to detail all community relations activities of local councils, but a summary is given of how funding originating in the Office of the First Minister and deputy First Minster (OFMdFM) is used for grants to local organisations. 1 It is not within the scope of this paper to discuss terminology in relation to this area. The achievement of shared government in 2007 symbolized a new departure in political co-operation and the culmination of years of difficult negotiation. In spite of many setbacks, there has been clear and measurable progress away from hostility and towards partnership and a new basis for living and working together. It is clear, however, that political agreement has not magically resolved all of our remaining problems. The legacy of conflict and violence is a long one. This is especially true in those areas where conflict was most acute. Whereas people living in districts where conflict was an unusual, sporadic or distant experience have often embraced the benefits of peace with relief, trust is not easily won in the face of recent memory of bereavement, anger and fear. One of the legacies of conflict is that many of the areas most traumatized and shaped by conflict are also among the poorest.

    21 Security and Segregation: Interface Barriers in Belfast Neil Jarman In May 2007 the NIO announced that an eight metre high fence was to be built in the playground of Hazelwood Integrated Primary School on Whitewell Road in nort1h Belfast to protect the houses and residents of Old Throne Park from attack. The announcement was notable and disturbing from a number of perspectives. First, the fence or ‘peaceline’ was being built in the grounds of an integrated school, which for many symbolises the future direction of education and the attempt to build a shared and integrated society in Northern Ireland. Second, the announcement was made just a few weeks after the formation of the new devolved government, the first since the signing of the Agreement in 1998 that had the willing and active participation of each of the main political parties. And third, the incident that had precipitated the decision, a petrol bomb attack on a house, had occurred some nine months previously in the summer of 2006, and no evidence was given of a sustained or ongoing series of such attacks. The decision suggested that while some changes had undoubtedly occurred in Northern Ireland, some things unfortunately remained the same: building a barrier was still regarded as an appropriate response to a sectarian incident resulting in criminal damage. And while the barrier might well provide some sense of security and safety to the residents of Old Throne Park it also served to reinforce in a very visible way the ongoing divisions and territoriality that persists in parts of Belfast.

    Greater Clarendon (Sailortown) Masterplan – Equality Impact Assessment (EqIA) Report 1. Executive Summary 1.1 The Greater Clarendon Masterplan was commissioned by the Department for Communities (Belfast Regeneration Directorate) and the Strategic Investment Board (SIB) for the area of Greater Clarendon, known locally as ‘Sailortown’, and was prepared jointly by Bilfinger GVA and AECOM. It was created to provide an overarching framework for the future development of Sailortown - an exciting future destination adjacent to City Quays north of Belfast City Centre. 1.2 A Section 75 screening exercise concluded that the Masterplan presented the possibility of a minor adverse impact on good relations between those of differing political opinion and religious belief, and that further consultation should take place through an Equality Impact Assessment (EqIA) to obtain the views of the general public and interested parties as to whether there would indeed be an impact, and if so, to mitigate the adverse impact as appropriate. The outcome of this Equality Impact Assessment (EqIA) is the subject of this report. 1.3 This report concludes, following the evidence gathered through the public consultation, that the proposals contained within the Greater Clarendon (Sailortown) Masterplan present no adverse impact on good relations. The Greater Clarendon Masterplan aims to complement the existing suite of statutory plans and policies such as the Belfast Metropolitan Area Plan 2015 (BMAP) as the City Centre Regeneration and Investment Strategy. If any concerns arise in the future in relation to good relations from specific proposed developments in the Greater Clarendon Masterplan area these will be considered during the planning process.

    THE TROUBLES WITH A LOWER CASE T: UNDERGRADUATES AND BELFAST’S DIFFICULT HISTORY By Sean O’Connell READ 16 SEPTEMBER 2017 AT QUEEN’S UNIVERSITY BELFAST ABSTRACT. This article explores the risks and rewards involved in directing undergraduate students engaged on an oral history project in Belfast. It advocates the role of oral history as a tool through which to encourage students’ engagement with research-led teaching to produce reflective assignments on the nature of historical evidence, particularly autobiographical memory. The particular challenges of conducting oral history in a city beset by ethno- sectarian divisions are discussed. This factor has ensured that the historiography of Belfast has focused extensively on conflict and violence. The city’s social history is poorly understood, but employing oral history enables the exploration of issues that take undergraduate historians beyond the Troubles as a starting point. This project probed what is called the troubles with a lower case t, via an analysis of deindustrialisation and urban redevelopment in Sailortown (Belfast’s dockland district). It provided evidence with which to offer a new assessment on existing historiographical discussions about working-class nostalgic memory and urban social change, one that supports those scholars that problematize attempts to categorise such memory. The testimony also differed in significant ways from previous oral history research on post-war Northern Ireland. The RHS symposium on teaching difficult histories, held at Queen’s University Belfast in September 2017 was the forum for which this paper was prepared. It is not, therefore, a conventional article that dissects a historical research question over the course of 8,000 words.

Degree PhD The Irish, Israeli and Palestinian novels have, individually, been the subject of considerable evaluation over the years. Nevertheless, very little work of a comparative nature has been carried out on the three literatures. A comparative study would provide a useful insight into the artistic articulation of the respective conflicts and the role of nationalism within those conflicts. The place of nationalism in the respective societies is an extremely important one. The thesis looks at the phenomenon of reactive nationalism - as opposed to top- down elite nationalism - in a selection of Irish, Israeli and Palestinian novels. Conclusions are reached as to the representation of reactive nationalism in the novels. The method followed is a comparative one, framed by an overview of nationalist theory, literary and cultural studies and involving close reading. Nationalism is considered under various tropes: land, the image of the enemy, love and war, religion and language. Land is seen as fundamental to both conflicts. The image of the enemy is seen to mutate, over time. Love and war are considered as existing in a symbiotic, if asymmetric, relationship. The contrasting weighting of religion, in both conflicts, is reflected in the selected novels. Finally, the nationalist trope of language is considered, particularly in the light of the phenomenon of the revival of Hebrew, before the foundation of the State of Israel. Reactive nationalism is shown, by virtue of its pragmatic nature, to be a less than useful tool for long - term projects such as state - building and language revival.
