THE PONTIFICAL ACADEMY OF SOCIAL SCIENCES LIBRERIA EDITRICE VATICANA VATICAN CITY 4 Human Trafficking: Issues Beyond Criminalization In recent years, the Pontifical Academy of Social Sciences, thanks to the efforts of its President, its Chancellor and a num- ber of prestigious external collaborators – to whom I offer my heartfelt thanks – has engaged in important activities in defence of human dignity and freedom in our day. This has been par- ticularly the case with efforts to eliminate human trafficking and smuggling, as well as new forms of slavery such as forced labour, prostitution, organ trafficking, the drug trade and or- ganized crime. As my predecessor Pope Benedict XVI stated, and I myself have repeated on several occasions, these are true crimes against humanity; they need to be recognized as such by all religious, political and social leaders, and by national and international legislation.     Pope names South Korea bishop prefect for clergy VATICAN CITY (CNS) — Pope Francis has appointed South Korean Bishop Lazarus You Heung-sik of Daejeon as the new prefect of the Vatican Congregation for Clergy. The Vatican made the announcement June 11, adding that the outgoing prefect, Italian Cardinal Beniamino Stella, 79, would remain at the congregation until the new prefect could assume his role. The new prefect has also been made an archbishop, the Vatican added. Born Nov. 17, 1951, in Nonsan, Archbishop You studied in Seoul and in Rome, where he received his doctorate in dogmatic theology at the Pontifical Lateran University. He was ordained to the priesthood in 1979 and served in a variety of positions in the Diocese of Daejeon, including spiritual director, professor and finally president of the Catholic University of Daejeon. St. John Paul II named him coadjutor bishop of Daejeon in 2003 and he became head of the diocese in 2005. Within the Catholic Bishops’ Conference of Korea, he has been a member of many commissions, including those for mission and pastoral care, social affairs, and the pastoral care of migrants and foreign residents. He was president of the bishops’ committee for Caritas Korea from 2004 to 2008. He has been a member of the conference’s Commission for Clergy and Religious since 2005 and had been a member of the Pontifical Council for “Cor Unum” until it was absorbed by the Dicastery for Promoting Integral Human Development in 2017. Archbishop You hosted events held in Daejeon as part of the Sixth Asian Youth Day, sponsored by the Federation of Asian Bishops’ Conferences, and attended by Pope Francis in 2014.

The Church’s mission is to serve mankind, and we want to fulfil Jesus’s call: “I did not come to be served but to serve.” The beautiful and unique pastoral constitution of Vatican Coun- cil II, the document “Joy and Hope” begins with the words: “The joys and the hopes, the grief and the anxieties of the men of this age, especially those who are poor or in any way afflicted, these are the joys and hopes, the grief and anxieties of the followers of Christ.” This is the task that hundreds of thousands of men and women in this country strive to carry out. According to expert statistical estimates, approximately three million Roman Catholics live in our country along with almost twenty thousand of our Eastern broth- ers and sisters in the Greek Catholic Church, with whom we are in full communion. There are an additional million Christians who belong to a variety of other Churches. Ecumenical cooperation, which was strengthened by decades of persecution and bullying of the Church, is flourishing remarkably in this country.

The Council of Cardinals met, as scheduled, for three days: Monday 10, Tuesday 11 and Wednesday 12 September. All members were present, apart from His Eminence Cardinal George Pell, His Eminence Cardinal Francisco Javier Errázuriz, and His Eminence Cardinal Laurent Monsengwo Pasinya. The Holy Father, as usual, participated in the work of the Council, although he was absent on three occasions: late Monday morning, for the audience with His Eminence Cardinal Beniamino Stella; on Tuesday morning, due to the ad Limina Apostolorum visit of the Episcopal Conference of Venezuela; and this morning, for the General Audience. The meetings on Monday and Tuesday took place in the morning from 9.00 to 12.00, and in the afternoon from 16.30 to 19.00. The session concluded this morning at 10.30. The majority of the Council’s work was dedicated to the final adjustments to the draft of the new Apostolic Constitution of the Roman Curia, provisionally entitled Praedicate evangelium. The Council of Cardinals has already submitted to the Holy Father the provisional text which will however undergo stylistic revision and a canonistic review. As already communicated on Monday, during the first session of this 26th meeting, the Council of Cardinals asked the Pope to reflect on the work, structure and composition of the Council itself, also taking into consideration the advanced age of some members.

    FutureChurch Charting the roles of women in the Catholic Church C urrent breakdown of male/female leadership in Vatican d icasteries Pope Francis has called for “a more incisive presence for women” in the Catholic Church. At the most recent Consistory of cardinals on February 12 and 13, 2015, Fr. Federico Lombardi reported that the cardinals expressed the hope of “an increasingly active role” for women. Although Pope Francis stated the door is closed on the question of ordination for women to the priesthood, he has been emphatic in his call for a stronger presence of women elsewhere. He recently appointed Sr. Mary Melone, the first women to date, to head a Pontifical University; Sr. Luzia Premoli, the first women to be appointed as a member of the Congregation on Evangelizat ion of Peoples, and has stated that women should take up positions of greater leadership within the Vatican. So how many women are in positions of leadership within the Curia? How many assert real influence? While it is difficult to accurately measure the level of influence women exercise, the chart below has been generated to further that discussion by showing the current roles women play now in Vatican congregations, pontifical councils, and other commissions, committees and offices. Secretariats, Congregations, and Pontifical Councils There are two secretariats, nine congregations and twelve pontifical councils. Below is a chart indicating the number of Vatican officials broken out in terms of male/female roles from undersecretary and above. While women have slowly gained certain leadership roles in the Vatican, you still need just one hand to count those who hold top- level positions in the secretariats, congregations and pontifical councils.

    ROBERT MICKENS. Pope Francis begins the most important year of his pontificate. When the history of Pope Francis’ time as Bishop of Rome is finally written, there is a good chance that the Year of Our Lord 2020 will be recorded as the most important of his entire pontificate. Some are wondering whether it may actually be his last. The pope’s recent decisions to “retire” the powerful Italian churchman Angelo Sodano as dean of the College of Cardinals and to make Cardinal Luis Antonio Tagle of the Philippines head one of the most powerful Vatican offices – Propaganda Fide – are being read as signs that Francis is beginning to prepare for the election of his successor on the Chair of Peter. The 83-year-old Jesuit pope will also be issuing two major documents in 2020, and probably a few others. He’ll continue to travel the globe, possibly going to places where his predecessors had hoped to visit but were denied entry. And there’s no doubt he will add more men to the illustrious red-hatted group from which will emerge the next Bishop of Rome. So any way one looks at this new calendar year, it will almost certainly prove to be pivotal. The Synod paves the way to reform Pope Francis is to publish at least two extremely important documents already in the initial weeks of 2020. The first of these texts is an apostolic exhortation on last October’s special assembly of the Synod of Bishops for the Pan-Amazon Region. Francis has already hinted that he will endorse a number of changes in pastoral practice that the Synod participants proposed to him.

    The Catholic Church in the Czech Republic Dear Readers, For many people, the Catholic Church is an overly complex organ- ism. We hope that this slim publication will help readers to form an image of the Church’s organizational structure and the diversi- ty of the community which in two thousand years has grown out of the cluster of Jesus’s disciples. For more than eleven centuries, the Church has been a part of our society. Today, it is a great tree with deep roots, bearing highly diverse fruits in many areas. Pictures, numbers and names, however, fail to capture its life or in- ner mystery. The Church calls itself the mysterious body of Christ, whose soul is the Holy Spirit. It believes that Jesus himself is mys- teriously present amongst those who have an attitude of love, that he himself shapes the lives of people who, in their attitudes and deeds, accept his word and that the Kingdom of God itself grows in the world through people who put Christ in the primary position in their lives. At the same time, all its members are aware of their weakness, wretchedness and sinfulness, but their hope is in the mercy of God. Joy from God is then the main source of testi- mony and service to society and to individuals. My wish for all readers is that in this publication they find the infor- mation they are looking for, and that they themselves experience something of the mystery of the Divine presence in living contact with people of faith or with entire communities in families, par- ishes, religious orders and movements, church schools or chari- ties.
