COMMITTEE MEETING MINUTES October 22, 2019

A meeting of the Senate Committee on Environmental Quality was scheduled for Tuesday, October 22, 2019, at 1:00 p.m., in the 1200 Room of the Binsfeld Office Building.

The agenda summary is as follows:

1. Testimony regarding HB 4389 (Rep. Allor). 2. Testimony regarding HB 4390 (Rep. Yaroch). 3. Testimony regarding HB 4391 (Rep. Yaroch). 4. Reported SB 402 (S-1) (Sen. MacGregor) with recommendation and immediate effect. 5. Reported SB 403 (S-1) (Sen. Outman) with recommendation and immediate effect.

The Chair called the meeting to order at 1:02 p.m. He instructed the clerk to call the roll. At that time, the following members were present: Chair Outman, Sen.(s) Daley, Johnson, VanderWall, McBroom, Bayer, and Brinks, a quorum was present.

The Chair entertained a motion by Sen. McBroom to adopt the meeting minutes from October 15, 2019. Without objection, the minutes were adopted.

The Chair announced that voting on HB 4389, HB 4390, and HB 4391 was going to be postponed.

McBroom to adopt the (S-1) version of SB 402. The vote was as follows: Yeas: Chair Outman, Sen.(s) Daley, Johnson, VanderWall, McBroom, and Brinks Nays: Sen. Bayer The motion prevailed and the (S-1) was adopted.

The Chair entertained a motion by Sen. VanderWall to report the (S-1) version of SB 402 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Outman, Sen.(s) Daley, Johnson, VanderWall, McBroom, and Brinks Nays: Sen. Bayer The motion prevailed and the bill was reported.

The Chair made a motion to recommend immediate effect for SB 402 (S-1). Without objection, immediate effect was recommended.

The Chair offered, and summarized, an (S-1) version to SB 403.

The Chair entertained a motion by Sen. Daley to report the (S-1) version of SB 403 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Outman, Sen.(s) Daley, Johnson, VanderWall, and McBroom Nays: Sen. Bayer Pass: Sen. Brinks The motion prevailed and the bill was reported.
