The clean energy sector was projected to add 175,000 jobs in 2020 but the COVID-19 pandemic upended the industry and roughly 300,000 clean energy workers were still out of work in the beginning of 2021.1 Clean energy, energy efficiency, and clean transportation tax incentives are an important part of bringing these workers back. It is critical that these policies support strong labor standards and domestic manufacturing. The importance of clean energy tax policy is made even more apparent and urgent with record- high temperatures in the Pacific Northwest, unprecedented drought across the West, and the impacts of tropical storms felt up and down the East Coast. We ask that the infrastructure package prioritize inclusion of a stable, predictable, and long-term tax platform that: Provides long-term extensions and expansions to the Production Tax Credit and Investment Tax Credit to meet President Biden’s goal of a carbon pollution-free power sector by 2035; Extends and modernizes tax incentives for commercial and residential energy efficiency improvements and residential electrification; Extends and modifies incentives for clean transportation options and alternative fuel infrastructure; and Supports domestic clean energy, energy efficiency, and clean transportation manufacturing.

However, we are concerned that the COVID-19 relief packages considered thus far have not provided direct funding to stabilize smaller counties, cities, and towns—specifically, those with populations under 500,000. As such, we urge you to include direct stabilization funding to such localities in the next COVID-19 response bill, or to lower the threshold for direct funding through the Coronavirus Relief Fund to localities with smaller populations. Many of us represent districts containing no or few localities with populations above 500,000. Like their larger neighbors, though, these smaller counties, cities, and towns have faced enormous costs while responding to the COVID-19 pandemic. These costs include deploying timely public service announcements to keep Americans informed, rapidly activating emergency operations, readying employees for telework to keep services running, and more. While COVID-19 related-research is now in overdrive, most other research has been slowed down or stopped due to pandemic-induced closures of campuses and laboratories. We are deeply concerned that the people who comprise the research workforce – graduate students, postdocs, principal investigators, and technical support staff – are at risk. While Federal rules have allowed researchers to continue to receive their salaries from federal grant funding, their work has been stopped due to shuttered laboratories and facilities and many researchers are currently unable to make progress on their grants. Additionally, researchers will need supplemental funding to support an additional four months’ salary, as many campuses will remain shuttered until the fall, at the earliest. Many core research facilities – typically funded by user fees – sit idle. Still, others have incurred significant costs for shutting down their labs, donating the personal protective equipment (PPE) to frontline health care workers, and cancelling planned experiments. As our country continues to confront an addiction crisis, it is clear that too little has been done to build sustainable addiction treatment capacity in our communities and states. Congress’ recent opioid package was an important first step in addressing this issue; however, the package’s grant funding will only provide time- limited support for services. Now is the time to make the long-term investment in the full continuum of care for addiction needed to address both the root causes and the results of the opioid epidemic—just as we have done for the AIDS epidemic. Congress established Certified Community Behavioral Health Clinics in the 2014 bipartisan Excellence in Mental Health Act. Since launching in 2017, CCBHCs have dramatically improved access to community-based addiction and mental health care in the eight states where they operate, particularly opioid addiction services. CCBHCs have hired hundreds of new addiction-focused clinicians, expanded medication-assisted treatment (MAT) and other addiction services, and reduced patient wait times. However, with the CCBHC demonstration set to end in mid-2019, access to these lifesaving treatments could be lost.

Of interest were five “ACEP-endorsed” bills including: H.R. 2281, the “Easy Medication Access and Treatment for Opioid Addiction Act,” sponsored by Rep. Raul Ruiz, MD (D-CA), which would allow practitioners to dispense up to a three-day supply of narcotic drugs at one time to an individual for the purpose of maintenance or detoxification treatment. This would eliminate the requirement that patients suffering from acute withdrawal symptoms would need to return to the ED each day during the 72-hour window while they await arrangements for long-term narcotic treatment. H.R. 2519, the “Improving Mental Health Access from the Emergency Department Act,” sponsored by Rep. Raul Ruiz, MD (D-CA), which would establish grants to EDs to support follow-up services for individuals who present for care of acute mental health episodes.

    Congressman Earl Blumenauer Third District of Oregon MEMORANDUM To: House Democratic Leadership From: Earl Blumenauer Re: Blueprint to Legalize Marijuana in the 116th Congress National support for federal marijuana legalization is at an all-time high, and trends show that support will continue to grow. Polling shows that 69% of registered voters “support the legalization of marijuana,” and 73% support expunging the records of those previously convicted of marijuana-related offenses. Additionally, more than 20% of Americans live in states that permit the adult use of marijuana, and more than 97% of Americans live in a state that has legalized some form of cannabis. These numbers are expected to increase with legalization initiatives on the ballot in several states. Congress is out of step with the American people and the states on cannabis. We have an opportunity to correct course if Democrats win big in November. There’s no question: cannabis prohibition will end. Democrats should lead the way. If we fail to act swiftly, I fear as the 2020 election approaches, Donald Trump will claim credit for our work in an effort to shore up support—especially from young voters. Democrats must seize the moment. This memo outlines actions that a newly-elected Democratic Majority should take immediately in the 116th Congress to achieve these desperately-needed reforms by the end of 2019. OUR TIMELINE FOR SUCCESS January 2019-March 2019: For too long, under Republican leadership, these issues have not been allowed to be fully debated. We must change that approach. Almost every standing House committee has jurisdiction over some aspect of marijuana policy.
