WHY MEMBERSHIP (AND POLITICS) MATTER(S). LAUREL HALLOCK KOPPELMAN, DNP, FNP- C, APRN OREGON STATE REPRESENTATIVE TO AANP OBJECTIVES 1) Recognize the benefits of membership to regional, state and national organizations. 2) Describe the current state of National NP practice 3) Identify strategies for contacting Oregon representatives to promote passage of legislation allowing NPs to prescribe diabetic shoes and sign for home health orders. DISCLOSURES •Both of the following positions are volunteer: –NPO Marketing Chair –AANP State Representative AANP POWERPOINT HERE… WHAT TO DO ABOUT DIABETIC SHOES AND HOME HEALTH AKA: ARE WE REALLY A FULL PRACTICE STATE IF WE CAN’T SIGN FOR THESE? A COMMON SCENARIO • You are the PCP working with a patient with diabetes in need of diabetic shoes or a patient who needs home health/hospice. – You cannot sign the paperwork. – Federal legislation requires MD signature. – Solo practice • Do you pay an MD to sign your paperwork? – Practice partner • Do you burden your practice partner to sign your paperwork? – Pitfalls: • Fraud? • Time lost waiting for signature. • Money. • More? SHORT ANSWER (FROM AANP) •We need more congressional awareness and support for the Home Health and diabetic shoe bills. LONG ANSWER (ALSO FROM AANP) • Too many issues • Not yet scored by CBO • Legislation rarely moves alone • Diabetic Shoes is a new bill • Members of Congress are not health care providers or experts WHY YOU MUST BE POLITICAL IF YOU ARE A NP.* • You may be your patient’s only advocate • If you don’t fight for your patients, who will? • Most of the change comes at the local and state level. • Federal reps must vote with their constituents (how will they know what their constituents want if we stay silent?) • Others? • *This does not mean you have to be affiliated with any particular party. FIRST STEP… •Who represents you? •Find your representatives –https://www.govtrack.us/congress/members OREGON REPRESENTATIVES •1st District: Suzanne Bonamici •2nd District: Greg Walden •3rd District: Earl Blumenauer •4th District: Peter DeFazio •5th District: Kurt Schrader OREGON SENATORS •Ron Wyden •Jeff Merkley SUMMARY: H.R.808 — 116TH CONGRESS (2019-2020) • Promoting Access to Diabetic Shoes Act • This bill allows a nurse practitioner or physician assistant to fulfill documentation requirements for coverage, under Medicare, of special shoes for diabetic individuals. Under current law, such requirements may be satisfied only by a physician. • Authored by: EARL BLUMENAUER OREGON COSPONSORS FOR THE DIABETIC SHOE BILLS: (S. 237/H.R. 808) • Only Rep. DeFazio has cosponsored the Diabetic Shoe bill • Please note that this is the first year diabetic shoes has been introduced in the Senate so it will take some time to cultivate awareness and support of the bill. OREGON COSPONSORS FOR THE HOME HEALTH BILLS: (S. 296/H.R. 2150) • Sen. Jeff Merkley (D) • Rep. Earl Blumenauer (D-3) • Rep. Peter DeFazio (D-4) • Rep. Kurt Schrader (D-5) • Sen. Wyden (D) and Reps. Bonamici (D-1) and Walden (R-2) have not yet cosponsored. It is less likely that Sen. Wyden and Rep. Walden would join as cosponsors due to their leadership positions on the Senate Finance and House Energy & Commerce Committees. Historically, leadership committee positions don’t often cosponsor bills. If they’re supportive (which they have both been in the past) they’ll help to move the legislation through the committees. It’s still important to reach out to them but don’t be discouraged if they do not immediately sign on. LEGISLATIVE POWER: • Contact your legislator, tell him or her how important these issues are to your patients. –Visit in Person –Email, snail mail, postcard (better to Oregon addresses): tell a story –Facebook, Instagram and Twitter: promote your thought to all the followers of that account. • @AANP_news • @NPsOregon • @ANANursingWorld LEGISLATIVE POWER (CONT.) • Lobby through AANP advocacy center –https://www.aanp.org/advocacy/advocacy -center •Sign thank you card to Earl Blumenauer.
