18th MODEL UNITED NATIONS SECURITY COUNCIL TOPIC PREPARATION GUIDE TOPIC #1: INTERNMENT IN CHINA THE PROBLEM Over the past few years, China has constructed a number of large prison style internment camps in the western part of the country, specifically the Xinjiang province. The international community began to accuse the Chinese government of committing its own citizens to internment camps. Specifically, the international community has accused the government of targeting the country’s Muslim minority and the Uyghurs ethnic minority. Both of these populations are most concentrated in the Xinjiang province. Concerns have begun to arise in the international community that those imprisoned in the camp are being made to engage in forced labor. China has denied these accusations and has regularly harassed journalist from the international community who attempt to report on the issue. The United Nations The United Nations passed a Forced Labor Convention of 1930 which outlines a number of relevant terms: « Each Member of the International Labour Organisation which ratifies this Convention undertakes to suppress the use of forced or compulsory labor in all its forms within the shortest possible period. « For the purposes of this Convention the term forced or compulsory labour shall mean all work or service which is exacted from any person under the menace of any penalty and for which the said person has not offered himself voluntarily The UN Human Rights Council is a membership-based portion of the United Nations that guides the United Nations on a number of issues present in this case including the rights of religious and ethnic minorities, forced labor, and internment.
