THURSDAY, 24 MAY A NEW VISION OF TRANSPORT FOR 17:00-19:00 DEVELOPMENT AND COHESION Auditorium Scope The Trans-European Transport (TEN-T) core network contributes to providing sustainable and clean mobility solutions. Transport needs are rapidly evolving; digital transformation, environmental and social challenges require to upgrade projects and policies. TEN-T ought to extend the network to include South-East Europe, and embrace Eastern and Mediterranean partnerships. A new vision of an intermodal, interconnected, safe, secure and efficient transport system driven could be a first step towards the identification of needs and mobility solutions to foster development and cohesion, under respect of the EU principles of sustainability. Prospects, opportunities, intermediate results and expected outcomes will be discussed with a view to a time horizon up to the year 2030 and even beyond that date.

THURSDAY, 24 ENERGY NETWORKS FOR DEVELOPMENT AND MAY 17:00-19:00 MARKET INTEGRATION Santo Mazzarino Scope Well-interconnected and well-functioning energy markets are necessary preconditions for improving competitiveness, supply security and environmental sustainability. Instead, energy markets in the Macro-Region remain fragmented; integrating them into the wider European energy market will improve the resilience of the energy system and enhance economic and social development. Interconnecting the electricity grids, developing natural gas transmission-and-storage infrastructure, enabling for cross-border energy exchange, and establishing trading and auctioning platforms will improve the reliability and quality of energy services. Policy measures and projects will be presented for new energy infrastructure and facilities as needed by the Macro-Region. Prospects,

FRIDAY, 25 MAY FINANCING OPPORTUNITIES FOR SUSTAINABLE 09:00-10:30 Santo Mazzarino TOURISM Scope In the light of the two major 2018 EU Initiatives: the EU-China Tourism Year, and the EU-Year of Cultural Heritage, EUSAIR/pillar IV – "sustainable tourism" is of a particular significance. The workshop will highlight available financing opportunities to fund Sustainable Tourism projects and process in the Adriatic and Ionian Region. The session aims to promote the financial dialogue among EUSAIR actors; EU funds managers; the Council of Europe; and operational programmes Managing Authorities (in particular Interreg programmes). The workshop will results in possible solutions for enhanced and 12

continuous financial dialogue between EUSAIR and available funding for successful investments in sustainable and responsible tourism, cultural heritage and creative industries.

MONDAY, 21 MAY , MALTA, TUNISIA: EXPERIENCE AND 15:00 - 18:00 PROSPECTS OF MARITIME COOPERATION IN THE Palazzo Platamone MEDITERRANEAN

Scope Organised by the the Department of Programming of the Sicilian Region, as Managing Authority of the Interreg-VA Italy-Malta and ENI CBC Italy Tunisia 2014/2020 programs, this event brings a discussion among relevant regional partners on the future of European Territorial Cooperation in Central Mediterranean in post-2020. The aim is to focus on the experiences of the Italy-Malta and Italy- Tunisia programs in the key sectors that have best embodied the values of cross-border maritime cooperation, in order to enhance the results obtained so far and take concrete ideas for the definition of future planning. The three selected macro-themes are as follows: (i) Environment, biodiversity, management of natural resources; (ii) Market integration; and (iii) Security and risk management. The results of this reflection will be useful elements for the consultations provided for in the reorganization of the Interreg and ENI post 2020 territorial cooperation instruments.

TUESDAY, 22 MAY DEVELOPMENTAL TRAJECTORIES FOR THE 09:30 – 17:30 Palazzo Platamone MEDITERRANEAN Scope Organised by the Italian Agency for Territorial Cohesion, this event starts from the consideration that Cooperation Programmes among Countries bordering the Mediterranean demonstrate that the strategies implemented by each Country (national, regional and local public institutions) can be effectively implemented through partnerships able to develop synergy and complementarities to increase the ETC added value. Italy’s Agency for Territorial Cohesion, the Department for Cohesion Policies, Emilia Romagna Region, and ERVET, proceed along the path launched on the European Cooperation Day and promote a day of European level debate on the issue of basin and maritime cooperation. Representatives from the European Commission, EU Member States, pre-accession Countries, and international organisations will be invited to intervene. The aim is to collect suggestions and reflections on the topic, with particular attention to the obstacles and possible solutions to improve maritime cooperation in Europe.

WEDNESDAY, 23 MAY INTERREG V-B ADRIATIC-IONIAN PROGRAMME 09:30 – 17:00 – ADRION FIRST ANNUAL FORUM Palazzo Platamone “A VIEW AHEAD TOGETHER” 14

Scope Organised by ADRION managing authority, this event starts from the consideration that, although recently approved (October 20, 2015), the ADRION transnational programme has already become the more direct supporter of the European Union Strategy for Adriatic and Ionian Region (EUSAIR). The event aims at deepening the dialogue among relevant stakeholders on key topics relevant to the macroregion and is structured on three sessions: (i) ADRION contribution to strengthening trust across borders and fostering European integration; (ii) European Territorial Cooperation transnational programmes in post 2020 programming period; and (iii) ADRION as implementer of EUSAIR macro regional strategy. ADRION event will be a crucial moment to discuss and establish a mainstream point of view on the future of the European Union in South-Eastern Europe.

Scope The Adriatic-Ionian area faces substantial inflows of migrants and refugees coming from non- EU Countries. The Side Event is aimed at: (i) providing relevant territorial evidence to raise knowledge on the territorial impact of different migration and refugee flows in the Adriatic-Ionian and Danube macro-regions, whether national or regional, and in transit; (ii) presenting an overview of the recent migration and refugee flows in the Adriatic-Ionian and Danube macro-regions. Capitalising on the dedicated ESPON 2020 Targeted Analysis, the Workshop will discuss the main driving forces affecting the geographical distribution of migrants, seeking to explain how migration affects the current socio-economic challenges while also offering opportunities; and (iii) discussing experiences of migrants’ reception and integration policies with a specific focus on the activities undertaken by Interreg Programmes. In view of the post-2020 programming period, the Event will host a debate on how different territories can overcome the challenges of unpredictable and large- scale inflows, promote social inclusion, and enhance their capacity to cope with migration and refugee challenges and opportunities within their strategic policy and development objectives.

Scope Catastrophic events such as earthquakes, floods and volcanic eruptions limit the stable development of the Macro-Region. In this Side Event, economic consequences of catastrophes are analysed to determine whether and how cohesion policies act to increase the resilience of these territories. Experiences, case-studies and best practices from the territories will be presented focusing on the policies and practices undertaken by Interreg Programmes. In view of the post-2020 programming period, the Side Event will host a debate on how different territories can overcome the challenges deriving from natural disasters within their respective strategic policy and development objectives.

Scope The Session draws on the importance of EUSAIR Environmental Quality priorities on which the implemented activities are based, such as the presented AdrIonPAN Initiative in which efforts should be made to emphasise the importance of "eco-connectivity" and its implementation in future planning (ICZM and MSP) at national and regional level within the Adriatic-Ionian Region/EUSAIR. Green and Blue Corridors are key to more efficient cooperation in "eco-connectivity" implementation among protected areas in AIR, Alps and Dinaric eco-regions.

Within the framework of the EU China Tourism Year 2018 and in collaboration with these regional authorities, this year B2B will facilitate collaboration among Chinese businesses and stakeholders, and EU counterparts, primarily in the connectivity and tourism sectors.
