SHEFFIELD CITY TRUST Management Report relating to, and deemed to be part of, the annual financial report of Sheffield City Trust (the “charity”) for the year ended 31 March 2017 REPORT The trustees, who act as directors for the purpose of company law, present their management report for the period ended 31 March 2017. Purpose of the charity The objects of the charity are as detailed in the charity’s governing document, its Memorandum of Association. 1 An object of the charity is to promote the benefit of the inhabitants of South Yorkshire and surrounding counties by the provision of facilities for recreation and leisure time occupation in the interest of social welfare. The charity has continued in its policies of providing recreational and other leisure facilities of a high standard and as economically as possible. The charity seeks to encourage high levels of use by the community with policies that encourage wide public access. There has been no material change in these policies over the relevant period. 2 A further object of the charity is to promote and preserve good physical and mental health. The objective is pursued by encouraging high levels of use of recreational and leisure facilities by the community. In addition, the charity has a policy of carrying out ad hoc initiatives and giving financial support to appropriate projects which has been continued during the period. 3 Further objects of the charity include the encouragement of the arts and the acquisition, preservation, restoration and maintenance of buildings of historic -

Agenda Item 11 SHEFFIELD CITY COUNCIL Report of: Executive Director Place ______________________________________________________________ Date: 10 th April 2013 ______________________________________________________________ Subject: Don Valley Stadium and Woodbourn Athletics Stadium ______________________________________________________________ Author of Report: Paul Billington ______________________________________________________________ Summary: In response to the significant budget cuts facing Sheffield City Council (SCC), and following an assessment of facility options by the Council and Sheffield City Trust (SCT), SCT has decided to close Don Valley Stadium with effect from 30 th September 2013. Subsequently, on March 1 st 2013, Sheffield City Council set its budget for 2013/14 and this included a consequent reduction in the annual funding to SCT. This report seeks a Cabinet decision on accepting the closure of DVS and to declare the site surplus to service requirements. It also seeks approval to re- open a refurbished Woodbourn Athletics Stadium as the new home for city athletics. ______________________________________________________________ Reasons for Recommendations: The City Council has to make savings of £50M in 2013/14, largely as a result of significant reductions in Government funding. The city’s sports facilities have to take a share of the cuts and the closure of Don Valley Stadium was recommended and agreed by SCT because of its high cost; its relatively low usage and the availability of an alternative low cost/ high quality athletics facility at Woodbourn Road. The city’s athletics clubs have indicated a willingness to relocate outdoor athletics to Woodbourn and the city is already working with Sport England and England Athletics (athletics’ national governing body) on a joint approach to its refurbishment. Work is also underway regarding the relocation of other activities from Don Valley to alternative suitable venues. -

The Trust has recently experienced cash flow problems and required a loan of £1m from the City Council in July 2019 to ensure it was able to continue to trade. Work is ongoing to both stabilise the financial position of the Trust and to develop a longer term strategy for sport and entertainment in the City. South East Urban Area Allocated Sites 227 1 INTRODUCTION The Context 1.1 This report provides evidence to support the published policies for the City Policies and Sites document of the Sheffield Local Plan. 1.2 The Sheffield Local Plan is the new name, as used by the Government, for what was known as the Sheffield Development Framework. It is Sheffield’s statutory development plan, which the local planning authority is required by law to produce. 1.3 The Local Plan includes the Core Strategy, which has already been adopted, having been subject to formal public examination. It sets out the vision and objectives for the Local Plan and establishes its broad spatial strategy. 1.4 The City Policies and Sites document now supplements this, containing: - Criteria-based policies to inform development management and design guidance - Policy on land uses appropriate to a range of area types across the city - Allocations of particular sites for specific uses 1.5 The document was originally proposed to be two, City Policies and City Sites.
