In June 2010, the Toronto Transit Commission (TTC) informed area residents near Donlands and Greenwood stations of its intention to construct two second exits on Strathmore Blvd (Strathmore). The TTC indicated in an unaddressed flyer, delivered to most properties, that four residential houses on the street, two from each neighbourhood, would be torn down to build a second TTC exit (Project). The flyer also notified residents of a public meeting, scheduled less than two weeks later, to discuss the design and construction implications of the Project. 2. The Ombudsman received complaints from a group of residents questioning the TTC's policies and procedures relating to notice of the Project, lack of public consultation and differential treatment between the two communities affected. 3. The Ombudsman initiated an investigation to inquire into these complaints, issuing a notice of investigation on December 21, 2011. 4. The investigation revealed that although the TTC began evaluating options for the second exit location in early 2004, residents impacted by the Project were only notified in mid 2010 - a few months before the TTC planned to begin construction. As a result, neither Donlands nor Greenwood communities were afforded the opportunity to adequately review the TTC's plans and participate in a public consultation process. The Ombudsman concluded that the TTC failed to meaningfully engage in a public consultation. 5. In addition to providing minimal notice, the TTC's communication with affected residents was very poor. The investigation found that the TTC failed to notify two of the four property owners, whose homes it planned to acquire, in advance of delivering the general flyer to the community. It did not initiate face-to-face contact with any of the four property owners prior to the first public meeting. Subsequently, the TTC failed to notify a fifth property owner that it planned to acquire his home in advance of the second public meeting at which it revealed these plans. 6. The TTC was reluctant to provide information about the Project with residents. It shared its newly selected exit location for Greenwood station at the second public meeting without first consulting the affected property owner. The Ombudsman found it particularly egregious that the TTC only contacted the property owner on the day of the Commission meeting where it would be requesting the Commission's approval for the acquisition of the property. The property owner received an hour's notice to prepare a deputation before the TTC Commission. 4 7. Two days after the second public meeting, the TTC Commission meeting was held in which the TTC requested that the Project for both stations be approved for construction. Residents deputed at the meeting and asked that the matter be deferred. The Commission did not defer the Project, but ordered the TTC, in moving forward, to engage in a public consultation process with the two communities. 8. The Ombudsman noted that the TTC treated the two communities differently. This was evident when the TTC agreed to return to the Commission with recommendations for Greenwood, but not for Donlands. It also provided a package of information to one community and not the other. In making its decisions, it appeared as though the TTC used its discretion at Greenwood, but not at Donlands. 9. S7 Meeting Date June 4, 1968 From: General Manager Subway Construction Date: June 3, 1968 QUEEN STREET SUBWAY FOR STREETCAR OPERATION The Commission, at its meeting of February 8, 1966, approved advising the City of Toronto that it was prepared to co-operate in the study of a "transit facility in the downtown section of Queen Street" and approved advising the Metropolitan Council that the Commission proposes to undertake this study at a cost of $30,000.00, it being understood that the cost involved would form part of the capital cost of the project when approved. The General Secretary transmitted the above approval of the Commission to the City Clerk in a letter dated February 22, 1966, a copy of which is attached. In a letter dated November 2, 1966, a copy of which is attached, the Commission was advised by the Metropolitan Clerk that Metropolitan Council had adopted Clause No. 2 of Report No. 16 of the Transportation Committee, headed "Proposed Queen Street Subway", as amended. The recommendation of Clause No. 2 reads as follows, "It is recommended that the Metropolitan Council formally request the Toronto Transit Commission to complete their study of the physical aspects of the Queen Street tunnel as outlined in the Commission's letter of February 22, 1966, on the understanding that the required expenditure of $30,000.00 will form part of the capital cost of the project." The amendment to Clause No. 2 reads as follows, "The matter of the Queen Street tunnel being considered in relation to the question of the Queen-Greenwood Subway." In accordance with all the foregoing, plans were developed for a "transit facility in the downtown section on Queen Street", and in addition to this a preliminary examination was made of the downtown section in relation to it becoming part of the Queen-Greenwood Subway.

    2045.8 For Action Making Donlands Station Accessible and Second Exit/Entrance Date: July 14, 2020 To: TTC Board From: Chief Capital Officer Summary The purpose of this report is to obtain authorization for the award of Contract D6-3, Donlands Station Second Exit/Entrance and Easier Access to Maystar General Contractors Inc. in the amount of $45,663,300.00, inclusive of all taxes, on the basis of lowest priced acceptable bid. The work for Contract D6-3 Donlands Station - Second Exit/Entrance and Easier Access includes construction of stairs from each of the eastbound and westbound platforms and an underground corridor leading to a second exit and entrance building, construction and installation of elevators, and all other associated works. The construction phase of the Contract is scheduled to commence in Q3 2020 and is expected to be completed by Q4 2023. Elevators are scheduled to be put in service by Q4 2022. Recommendations It is recommended that the Board authorize: 1. Award of Contract D6-3, Donlands Station - Second Exit/Entrance and Easier Access to Maystar General Contractors Inc. in the amount of $45,663,300.00, inclusive of all taxes, on the basis of lowest priced acceptable bid. Financial Summary Sufficient funds for this expenditure are included in the TTC's 2020-2029 approved Capital Budget and Plan under Program 3.9 Building and Structures – Fire Ventilation Upgrade project, State of Good Repair/Safety category and Easier Access III project, Legislative category. The Fire Ventilation Upgrade total project cost is approximately $504 million, of which approximately $303 million has been committed to date.

    ~TORONTO REPORT FOR ACTION Inclusion on the City of Toronto's Heritage Register - 1627 Danforth Avenue Date: April 4, 2019 To: Toronto Preservation Board Toronto and East York Community Council From: Senior Manager, Heritage Preservation Services, Urban Design, City Planning Wards: Ward 19 – Beaches-East York SUMMARY This report recommends that City Council include the property at 1627 Danforth Avenue on the City of Toronto's Heritage Register. The site contains a complex known historically as the Danforth Carhouse, which is currently owned by the Toronto Transit Commission (TTC). It was developed beginning in 1914 by the Toronto Civic Railways (TCR), expanded by the Toronto Transportation Commission (forerunner to today's TTC) and the TTC and currently used as offices and staff facilities for TTC personnel. In 2015, City Council requested that the property at 1627 Danforth Avenue be researched and evaluated for inclusion on the City of Toronto's Heritage Register. It has been identified for its potential cultural heritage value in the Danforth Avenue Planning Study (2018). It is the selected site for a police station consolidating 54 and 55 Divisions. The property at 1627 Danforth Avenue is part of a Master Plan study being undertaken by CreateTO to guide the redevelopment of the site as a multi-use civic hub for the Toronto Transit Commission, the Toronto Police Service and the Toronto Public Library as the key anchor tenants, which will incorporate and adaptively reuse the Danforth Carhouse. RECOMMENDATIONS The Senior Manager, Heritage Preservation Services, Urban Design City Planning recommends that: 1. City Council include the property at 1627 Danforth Avenue on the City of Toronto's Heritage Register in accordance with the Statement of Significance (Reasons for Inclusion), attached as Attachment 3 to the report (April 4, 2019) from the Senior Manager, Heritage Preservation Services, Urban Design, City Planning.

Recommendations It is recommended that the Board: 1. Authorize the execution of the lease amendment agreement to extend the lease between Madekat Holdings Corporation and the Toronto Transit Commission for the lease of the premises located at 1 East Mall Crescent, Suite 200, Toronto, for a term of five years, and amend the lease to provide for an additional option to extend for five years in accordance with the terms and conditions set out in the agreement and as summarized in this report, in accordance with the Toronto Transit Commission’s policies, and any other documents or agreements arising as a result of entry into the lease, acceptable to the TTC’s Head - Legal and General Counsel. 2. Approve the expenditure of $396,980 plus HST for rent payments for the premises (including utilities) for a five year term, subject to change from current projections due to the escalation of additional rent, in accordance with the terms and conditions of the lease. Implementation Points The recommendations are for TTC staff to proceed with negotiations of the extension and amendment of the lease in accordance with the terms and conditions set out in this report.

    STAFF REPORT ACTION REQUIRED Approval of Art Concepts for Coxwell, Wellesley, Royal York, Ossington and St. Clair West Stations Date: December 16, 2015 To: TTC Board From: Chief Executive Officer Summary In accordance with the TTC’s “Art in Public Transit Facilities” policy, public art is being provided at five stations as part of the Easier Access Phase III and Second Exit projects and is being administered in groups in co-ordination with the project construction schedules. Five stations are included in this initial group: Coxwell, Wellesley, Royal York, Ossington and St. Clair West. An open call for artist prequalification was held and a jury selected three artists per station to provide art concepts. Artists and art concepts for the five stations were selected by juries consisting of artists, art educators and art administrators including a local representative, and the TTC’s chief architect and were facilitated by the TTC’s art consultant. The concepts have been shown to the community as part of a series of public open houses.
