    MEDIA INFORMATION Putrajaya, November 7, 2015 2015/2016 FIA FORMULA E CHAMPIONSHIP Putrajaya ePrix (Round 2) The MICHELIN Pilot Sport EV rises successfully to Malaysian humidity The MICHELIN Pilot Sport EV overcame difficult weather conditions to deliver consistent, competitive performance and grip throughout the day in Putrajaya, Malaysia, despite temperatures in excess of 30°C, a track temperature of almost 50°C and humidity levels of between 60 and 90 percent. Round 2 of the 2015/2016 Formula E ePrix featured the same format as 2014, with a 12-turn, 2.5km track and the start brought forward by two hours to 2:04pm local time in order to minimise the threat of wet weather. Indeed, torrential rain swept over the city an hour after the chequered flag was shown. The hot, damp conditions made the day hard not only for the drivers, but also for the battery of their all-electric single-seater racing cars. However, the teams knew they could count on their Michelin tyres which effectively proved a match for the challenge Excellence and versatility While all the teams are using the same chassis as least season, the latest technical regulations of the FIA (Fédération Internationale de l’Automobile) now allow them to run their own motor, transmission and electronic management system. The rear suspension may also be modified, but the rest of the specification – including the battery – is identical to last season. Meanwhile, the FIA has authorised a power increase from 150kW to 170kW for the races, and from 170kW to 200kW in qualifying, and that has resulted in an improvement of around two seconds per lap at circuits like Putrajaya.

    The Kunming-Vientiane Railway: The Economic, Procurement, Labor, and Safeguards Dimensions of a Chinese Belt and Road Project Scott Morris Abstract The Kunming-Vientiane (K-V) railway, part of the Kunming-Singapore multi-country rail network (or “Pan-Asia Railway”), is an anchor investment of the Chinese government’s Belt and Road initiative (BRI). This case study will assess the rail project along four dimensions: economic implications; procurement arrangements; labor; and environmental and social safeguards. In each of these areas, evidence from the railway project suggests that Chinese policy and practice could be better aligned with the practices of other sources of multilateral and bilateral development finance. Where the project’s standards are broadly aligned, at least in principle, there is nonetheless reason to believe that China’s approach carries heightened risks given the overall scale of financing. These risks hold for China’s global program of official finance, which has made the country the largest source of official credit in the world. In this regard, BRI policymakers should consider a more rigorous set of “best practices” that align Chinese official finance with leading multilateral standards, even if these practices don’t currently characterize many other Center for Global Development bilateral lenders. Such an approach would be consistent with the multilateral vision for BRI 2055 L Street NW espoused by Chinese officials and reflected in the framework of the annual Belt and Road Fifth Floor Forum for International Cooperation. Source: The Centre for Liveable Cities Written by Connecting the retail and hotel district to the financial district, and onwards to See Boon Ping the civic district, Norzin Lam is the main thoroughfare of Bhutan’s capital city, and Michael Koh Thimphu. It is also one of its most congested roads. Dasho Thrompon (Mayor) Kinlay Dorjee and Executive Secretary Pasang Dorji selected this situation as their urban challenge case study when they participated in the Temasek Foundation International Leaders in Urban Governance Programme (TFILUGP) in 2014 and 2016. After this five-day practitioner-oriented mayoral workshop run by the CLC and funded by the Temasek Foundation International, the Thimphu Thromde (city government) officials invited the CLC to give further advice and to review the progress of their plans to pedestrianise Norzin Lam, a proposal in the Thimphu Structural Plan 2002-2027 to rejuvenate the city’s urban core. At a three-day workshop in Thimphu, attended by CLC Fellow Michael Koh and Professors Heng Chye Kiang and Fung John Chye from the National University of Singapore (NUS), the city’s urban planners presented the challenges they faced in pedestrianising Norzin Lam, including the absence of a pedestrian-friendly footpath, steep slope gradient, under-utilised public spaces, depletion of traditional heritage buildings and the need for urban regeneration.
