Is responsible for coordination of the County’s disaster mitigation, preparedness, response and recovery activities. Provides technical and professional advice to staff members, to other departments and agencies as appropriate. NATURE AND SCOPE The Emergency Services/Search and Rescue Coordinator is a supervisor. Position requires a wide diversity of work situations which involve a high level of complexity. Complexity is due to the number of activities which must be coordinated with various State, Federal and County agencies. The position reports to the Undersheriff, and may receive instructions involving administrative matters from the Sheriff. ESSENTIAL DUTIES AND RESPONSIBILITIES Under the general supervision of the Undersheriff the position: A. Organize, administer and maintain the County Emergency Services and Sheriff’s Office Search and Rescue Programs to meet emergencies arising form man-made or natural disasters. B. Makes public appearances to promote the County Emergency Services Program, recruit volunteer personnel and offers liaison services to other State, County and City agencies. C. Promotes the Emergency Services and Search and Rescue Program through news media via news releases, publicity material and personal appearances. D. Ensures compliance with State and Federal regulations necessary to obtain federal funding for personnel and administrative expense program, and surplus/excess property program. E. Cooperates with State Emergency Management and Emergency Service personnel of other counties and/or cities to coordinate the work of local volunteer groups during mutual aid. F. Establishes and staffs the Emergency Operations Center (EOC) during emergencies. G. Schedules training classes for volunteers and arranges for necessary demonstrations, classroom aids and lectures on specialized topics such as medical care, search and rescue and rescue and radio communications. H. Coordinates search and rescue activities of the State certified volunteers of the Josephine County Sheriff’s Office Search and Rescue Team. I. Oversees the activities of the Amateur Radio Emergency Service (ARES). J. Develops disaster simulations for hospitals, public safety agencies and private businesses. K. Makes necessary arrangements for storage of emergency supplies and other equipment deemed necessary at various sites for the shelter of persons. L. Provides supervision to subordinate staff which includes providing work assignments, approving absences, conducting performance evaluations, administering discipline, and making recommendations regarding hiring, termination, pay changes or job changes. M. Analyzes effectiveness of programs and recommends improvements to existing services of assigned areas; researches, analyzes and evaluates new developments in assigned areas and works to expand existing programs and services; develops and recommends new programs and program modifications. N. Prepares and justifies annual emergency services budget to the Sheriff. Reviews and monitors expenditures to remain within established budgetary constraints. O. Develops and revises work plans and grants for State, Federal and local agencies. Prepares quarterly reports on work completed and reimbursement reports for grants. P. Is on call 24 hours a day, seven days a week for response if need arises. Q. Performs other related duties as assigned. SUPERVISORY RESPONSIBILITIES Provides supervision to subordinate staff. QUALIFICATIONS Knowledge of the principles of management, knowledge of local, state and federal laws and regulations as they pertain to Emergency Services and Search and Rescue. Bachelor’s degree or four years experience in a related field to emergency services; and any satisfactory equivalent of experience and training which demonstrates the ability to perform the above described duties. Experience and training of Incident Command System. Possession of or ability to obtain certification for: Emergency Manager from a recognized agency; Basic Applies Practices Certificate (BAPS) which consists of Disaster Recovery and Mitigation, Introduction to the National Management System (NIMS), Incident Command Series and Hazmat Awareness or Weapons of Mass Destruction (WMD) Awareness; or any satisfactory combination of experience and training that demonstrates possession of the required knowledge and skills.
