    The fate of the mentally ill during the Second World War (1940–1945) in Troms and Finnmark, Norway Åshild Fause Introduction Norway was occupied by Germany in 1940–1945 and from February 1942 the Government was led by Nazi German dictatorship. As a part of their withdrawal from the eastern front, th|e Germans effectuated the scorched earth strategy in October 1944, and more than 50,000 inhabitants from the county of Finnmark and from the northern part of the county of Troms were deported southwards. Among them were some mentally ill. From the early 20th century, and until 1930, the publicly supported private care system had become the most common form of mental health care in Norway (Fause 2007, 146). Private care meant to be taken care of by private people, preferably farming families. The family received public compensation for having the mentally ill living in their home. This arrangement was administered by the medical practitioners and by the municipal poor relief, under close inspection and monitoring. Alta, Hammerfest and the western part of Finnmark were the municipalities hosting most mentally ill in private family care. In Germany, more than 300,000 mentally ill were killed during the Nazi regime’s programme of killing institutionalised patients in 1939–1945 (Meyer 1988, Burleigh 1994, Browning 2005, Gittelman 2006). The reason why this could happen in Germany is found in both the eugenic movement and economic causes (Meyer 1988, Mueller and Beddies, 2006). Hospital beds were needed for wounded soldiers. With the greatest number of German soldiers deployed in the country per head of population, it became necessary to reduce the costs in both health arrangements in general and in the mental health care arrangements in Norway (Gogstad 2005, 213).

Vedlagt til denne saken følger ”Forprosjekt for interkommunalt brann- og redningsvesen i Salten”. Forprosjektet har følgende konklusjon: ”Rådmannsgruppens krav var at tiltak innenfor dette området skulle gi besparelser for kommunene. Denne rapporten dokumenterer at noen kommuner neglisjerer sitt arbeid innenfor brannforebyggende arbeid. Det sier seg selv at når man ikke har stillinger verken innenfor ledelse eller utførende innenfor et fagfelt vil det ikke bli billigere når man går i gang med jobben. En neglisjering av brannforebyggende arbeid er en meget risikofylt vurdering, ikke noe minst storbrannen i Trondheim sist vinter viste. Man skal ha et meget gjennomtenkt forhold til risiko dersom man aktivt velger å ikke drive brannforebyg- gende arbeid. Denne rapporten viser at det er besparelser i å etablere en enhet for brannforebyggen- de arbeid i Salten. Arbeidsgruppen er av den oppfatning at et felles brannvesen raskt vil gi økt kompetanse i alle ledd. Økt kompetanse vil gi en bedre organisering av tjenesten og en bedre tjeneste i krisesituasjoner. En felles ledelse vil bedre ha oversikt over tilgjengelig utstyr og vil kunne vurdere nye anskaffelser i et helhetlig perspektiv for regionen. Ikke minst for deltidsmannskapet vil et felles brannvesen bety bedre opplæring, bedre øvelser og trening, og bedre oppfølging. Kommunen i Salten har et stort forbedringspotensial innenfor forebyggende brannvern. Samfunnet har årlig store økonomiske tap i branner.

    Vedtekter for stiftelsen Nordland Nasjonalparksenter § 1. STIFTELSEN Stiftelsen Nordland Nasjonalparksenter (heretter benevnt som stiftelsen) er dannet i medhold av lov om stiftelser. Stiftelsen er en alminnelig, selveiende, allmennyttig institusjon i Saltdal kommune oppretta av kommunene Hattfjelldal, Grane, Beiarn, Skjerstad, Saltdal, Fauske, Sørfold, Hadsel, Sortland, Lødingen, og Rana. Fylkesmannen i Nordland, Norges Naturvernforbund, Nordland, Saltdal bondelag, Salten regionråd, Statskog SF, Den Norske Turistforening, Arran, Nordland reindriftssamers fylkeslag, Helgeland museum, Høgskolen i Bodø, Saltdal bonde og småbrukerlag og Salten museum. § 2. FORMÅL Nordland Nasjonalparksenter skal være et informasjons- og besøkssenter som skal dokumentere og formidle kunnskap om nasjonalparker, andre verneområder, natur, samt norsk og samisk kultur i Nordland. Den samlede virksomheten skal fremstå som et utstillingsvindu for Nordlands naturverdier og stimulere til aktivt friluftsliv. § 3. GRUNNKAPITAL Stiftelsen har en grunnkapital på 3 millioner som skal benyttes til utstillinger, bilder og samlinger på bibliotek. Styret kan vedta å øke grunnkapitalen med tilskudd gitt i form av penger, fast eiendom eller gjenstander. Grunnkapitalen skal holdes skilt fra annen eiendom som tilhører stiftelsen. § 4. STYRINGSORGAN Stiftelsens har som styringsorgan et styre og et råd. Styret er stiftelsen øverste ansvarlige og besluttende organ. § 5. STYRE § 5.1 Styrets sammensetning Stiftelsen har et styre på 5 medlemmer med numeriske varamedlemmer, unntak vararepresentant for Fylkesmannen i Nordland og Saltdal kommune der det foreligger personlig vara. 3 valgt av stifterne 1 representant oppnevnt av Saltdal kommune. 1 representant oppnevnt av Fylkesmannen i Nordland. Styremedlemmer velges for fire år. Ved oppretting av stiftelsen velges dog tre medlemmer for 2 år for å ivareta kontinuitet i styret. Daglig leder har møteplikt og talerett i styret, men ikke stemmerett.

NORGES GEOLOGISKE UNDERSØKELSE ABSTRACT The Råna synorogenicCaledonide intrusion in north Norway contains pentlandite+pyrrhotite+chalcopyrite+pyritedisseminationsgrading up tO 0.8% sulfide nickel in peridotite in the northwesternpart of the body. Peridotite and pyroxenite occur as bands and lenses within a peripheral zone mainly of norite, around a core mainly of quartz-norite.Crystal settling appears to have been an important process at Råna but over much of the intrusion primary structureshave been severely disturbed by the later Caledonian fold phases which also involved local overthrusting: these movements resulted in iniolding and thrustingof units of semipel- itic and calesilicate gneiss and black schist into the intrusion.The body has the form of an inverted, possibly truncated cone with its axiS plunging northwestwardsat a moderate angle. The peridotites show no obvioUs systematicvariation of sulfide or silicate mineralogy across strike. Locally, ass&iated with certain deformation zones, disseminationpasses into ma3sive mobilized sulfide ti with up to 5% nickel. The proximity of sulfide-bearingblack schists to mineralized rocks, the occurrence of graphite djsseminated in peridotite and other factors, suggest assimilationof sulfur from the Country rocks. Sulfur isotope studies do not, however, offer confirmationof the hypo- thesis that an external source ot sulfur nas had more than very local significanceat Råna. 1 NORGES GEOLOGISKE UNDERSØKELSE • INTRODUCTION The Råna mafic intrusion lies at approximately68°30'N, in steep mountainous terrain 20 km soutnwest of the iron-ore port of Narvik in north Norway (Fig.1).The present paper will give a brief description of the general geology of the complex, with a more detailed consider- ation of the sulfide-bearingareas - especially the main one at Bruvann (Fig.2) - and of the cenetic implicationsinvolved.

Riksarkivet har originalane frå teljingane i 1769, 1801, 1815-1865, 1870, 1891, 1910, 1930, 1950, 1970 og 1980, mens statsarkiva har originalane til teljingane i 1875, 1885, 1900, 1920, 1946 og 1960 for sine distrikt. Folketeljinga 1. desember 1910 Ved kgl. Res. 23. september 1910 vart det kunngjort at det skulle haldast ”almindelig Folketælling” for å få ei detaljert oversikt over Noregs befolkning natta mellom 1. og 2. desember 1910. På kvar bustad skulle alle personar til stades førast inn i teljingslista, med særskilt merknad om dei som var mellombels til stades (på besøk osv) på teljingstidspunktet.

Welcome to the Tre Lag Stevne in South Saint Paul, Minnesota. We were last in the Twin Cities area in 2009 in this same location. In a metropolitan area of this size it is not as easy to see the results of the Norwegian immigration as in smaller towns and rural communities. But the evidence is there if you look for it. This year’s speakers will tell the story of the Norwegians who contributed to the richness of American culture through literature, art, architecture, politics, medicine and science. You may recognize a few of their names, but many are unsung heroes who quietly added strands to the fabric of America and the world. We hope to astonish you with the diversity of their talents. Our tour will take us to the first Norwegian church in America, which was moved from Muskego, Wisconsin to the grounds of Luther Seminary,. We’ll stop at Mindekirken, established in 1922 with the mission of retaining Norwegian heritage. It continues that mission today. We will also visit Norway House, the newest organization to promote Norwegian connectedness. I juni 2016 skjedde imidlertid flere ting som utfordret denne taushetskulturen: 1. Reportasje i VG Helg lørdag den 11.juni 2016, der en rekke personer i Tysfjord fortalte om seksuelle overgrep, samt etterfølgende artikler i flere medier. 2. The town is located on the northern shore of Skjerstad Fjord. The Coat of arms was chosen to represent Fauske’s legacy as a center for trade and transportation along the fjord. There are several Marble quarries located in the municipality, which alongside Salten Kraftsamband and Fauske Lysverk make up the largest employers in the area. Since then, senior members of ISOCARP have happily – and at times perhaps a little enviously – observed the competition for admission to the workshop, the creative spirit of the workshop itself, and the enthusiastic response of the participants. It has become tradition to organise the workshops in the week preceding the annual world congress in order to provide unique opportunities to Young Planning Professionals (YPPs) to share their experiences in an attempt to resolve complex and multi-dimensional planning problems. The YPP Programme, together with workshops and intensive training programmes, has become a source of meaningful debate, and new ideas and rejuvenation for the Society; and has made a huge impact on participants’ professional lives. It has contributed towards making life-long friendships beyond borders, languages, cultures and professional backgrounds. According to this tradition, two YPP workshop will be offered this year during the 54th ISOCARP World Planning Congress, one of which will take place in Bodø, Norway. The workshop itself will take place between 27 September and 1 October, and the final presentation will be scheduled during one of the congress sessions.
