The BOH inclusion of an exemption for medical reasons provides an illogical loophole big enough for the Queen Mary. Nobody with an actual respiratory health issue is going to be maskless out in public and run the risk of encountering some asymptomatic anti‐masker. Responsible businesses include an option for curbside service for those who don’t want to comply with the mask requirement. The choice to enter a business includes the responsibility to adhere to the safety policies of that business. Smoking or going naked are not tolerated by businesses, going maskless shouldn’t be either. Employees maybe exposed to scores or hundreds of customers each day. Gallatin County’s positivity rate all but insures that the typical service industry employee will encounter people who are infected. The anti‐mask crowd present a particular risk. It is reasonable to expect that someone who chooses to ignore the science and won’t mask up probably associates with those with similar views and behaviors, encouraging group spread. Every business has the right to refuse service to anyone not complying with their safety policies. Anyone refusing to comply and who is asked to leave the premises but refuses to can be ticketed for criminal trespass. The Bozeman Chief of Police has made clear this enforcement option. Following the departure of the last somewhat activist sheriff, I hope county law enforcement will now follow suit. The self‐reporting medical mask exemption serves no purpose other than to undermine the efforts and health of the majority of responsible citizens in our community. A reasonable accommodation is curbside service. Such models come out of research in the business world for operations management. They employ linear algebra, calculus, queueing theory and other mathematical and modeling concepts to solve very complex business problems. The manufacture, distribution and applicaton of the various Covid‐19 vaccines is one such problem, even though in terms of public health it is should not be considered strictly a business problem with private profit as the bottom line. It is obvious, just from my experience with our local vaccination websites, phone calls to shot providers, governors’ proclamations, manufacturers estimates, frustrated seniors in our neighborhood, barely relevant or even misleading national news and other sources of information and misinformation, that the whole country is spinning its wheels or “thrashing”. Where is our vaunted business acumen? What good are politicians from the business world if they are unable to tap their supply of knowledge or formulate a plan that is built on proven business techniques? In terms of supply chain problems, operations management is one of the most effective and efficient business tools in providing goods and services. It occurs to me that operations researchers, as individual scientists, or as a public service contribution of the business world, could come up with an optimizing model for Montana that is easy to download for local application. According to this article, one business software company has done this and says it will make it available fairly soon. If that is the case - then why was Missoula County vaccinating 70 years olds last Sunday, January 31st , while Bozeman Health is only starting on vaccinating 80 years olds and American Indians this week (February 3-5)?
