Of the eight Sisters, we have peered into the lives of Sister Mary of Lourdes (Bernadette) Vetter, Sister Honora McAndrew, Sister Claire (Mary Pius) Young, Sister Ann (Mary Patrick) McManamon, and Sister Rose (Mary Aquinas) Schaffer. Our discussion today features Sister Carol Anne Smith. In the coming months, we will look at the lives of Sister Carolyn Marshall and Sister Mary Pat Cook. Sister Carol Anne was called to lead Magnificat as principal from 1981-1988 and again as president from 2007-2013. As we consider her life and service to Magnificat in this article, we will see that, under her leadership, Magnificat flourished. Sister Carol Anne requested specifically that whatever is described as accomplishments during her terms in leadership at Magnificat be credited was well to those who made the accomplishments possible. Minutes The minutes were approved with two corrections: Mike isn’t a member and should be listed as the staff representative. Also Tiley Kelley’s name was misspelled. It should be Tillie. 2. Updates: •Letterhead (Catherine) Catherine was going to have a mock up available; will need to wait until August to see what she’s able to offer. •Banners/new portable banner (Catherine/Carol Anne) Carol Ann has arranged to display the banner at the Wet Paint Auction on Sunday, July 13. We will get it from Catherine’s house to her in a timely way. (NOTE: Done!) •Portland Symphony, Ft. Williams Foundation and 250 Committee Partnership News (Barbara and Catherine) This subcommittee met again. The goal is to take a proposal to the Fort Williams Advisory Board and the Town Council in September. Corporate sponsors are currently being approached. Mike suggested that it would be best if all sponsor and host contributions were able to go through the FWFoundation. He also suggested that Barbara get in touch with Bob Malley in order to get on the agenda for the FWAdvisory Commission in September. Mike gave Barbara a copy of the Fort Williams Park Group Use Policy. A 5000 maximum number of guests was noted. He suggested that there should be a dialogue on the needs and expectations of the event with joint decisions of the parties involved the goal.

Region 1 Board of Education www.region1schools.org June 2020 Message from the Superintendent \Now is the Time We are living in a historic time and our world will change permanently because of this global shared experience. This may not provide much comfort to the graduating classes, when students consider all they are missing during this pandemic, but we have all been learning many important lessons. One thing we have known is that the past teaches us that most successful persons have had to face and overcome some form of adversity. Tom Hanks, the actor, shared with the 2020 graduates that they are “the chosen ones, because of a fate unimagined before they began this school year” and that all of us will talk of the earlier years in our lives just that way. “That was before the COVID-19…' the same way other generations tell time like, 'that was before the war' or 'that was before the internet.” None of us could have anticipated that our schools would close mid-year. The actions our schools had to make to prevent the COVID-19 spread caused a significant disruption in education, as well as to cause everyone anxiety and concern. We feel that we were as prepared as possible, but we still learned a great deal during this time. We learned that many students do well with virtual learning, while others did not find it to be helpful. We learned that virtual instruction could be conducted in real time (synchronous) and some could be conducted at a different time to suit the student and family (asynchronous).

United States: Validity and Construction of the Federal Chemical Weapons Statute Summary The Chemical Weapons Convention obligates the United States to outlaw the use, production, and retention of weapons consisting of toxic chemicals. The Chemical Weapons Convention Implementation Act outlaws the possession or use of toxic chemicals, except for peaceful purposes. In Bond v. United States, the Supreme Court concluded that Congress had not intended the Act to reach a “run of the mill” assault case using a skin irritating chemical. Carol Anne Bond, upon discovering that her husband had impregnated another woman, repeatedly dusted the woman’s mail box, front door knob, and car door handles with a toxic chemical. Mrs. Bond was indicted in federal court and pled guilty to possessing a chemical weapon in violation of Section 229 of the Act, but reserved the right to appeal. The United States Court of Appeals for the Third Circuit rejected her constitutional challenge. A concurring member of the panel, however, urged the Supreme Court to clarify the nearly century-old pronouncement in Missouri v. Holland, “if the treaty is valid there can be no dispute about the validity of the statute ... as a necessary and proper means to execute the powers of the Government.” The concurring judge observed that, “since Holland, Congress has largely resisted testing the outer bounds of its treaty-implementing authority.
