Pete Wishart MP Chair, Scottish Affairs Committee By Email 16 July 2021 Dear Pete, OFFICE OF THE SECRETARY OF STATE FOR SCOTLAND OUTCOME DELIVERY PLAN I am writing to advise you that, following the tabling of a Written Ministerial Statement, that the Office of the Secretary of State for Scotland, along with all UK Government departments, has published an Outcome Delivery Plan. The OSSS Outcome Delivery Plan can be found on the OSSS GOV.UK website: https://www.gov.uk/government/publications/office-of-the-secretary-of-state-for- scotland-outcome-delivery-plan. Outcome Delivery Plans form part of a new cross UK Government Planning and Performance Framework, which all Whitehall departments will incorporate into their existing corporate governance and business planning frameworks. The central objective of the new Framework is to closely link spending with performance and delivery, and measure real world impacts of government policy within departments’ planning processes, in order to improve the lives of all citizens across the UK. As part of the newly implemented Planning and Performance Framework, UK Government departments are expected to report on performance against the agreed metrics in their departmental Outcome Delivery Plans, each quarter. These metrics will be agreed with HM Treasury as part of the Spending Review process. The final report will be the basis going forward of the OSSS and OAG Annual Report and Accounts. For 2021-22, the OSSS will deliver against three Priority Outcomes: ● Support economic growth in Scotland; ● Strengthen and sustain the Union and Scotland’s role within it; and ● Increase the visibility of the UK Government’s commitment to Scotland. The OSSS Outcome Delivery Plan demonstrates how the OSSS will deliver on these three Priority Outcomes throughout the next year. Dover House, Whitehall, London SW1A 2AU www.gov.uk/scotland In addition to these three Priority Outcomes, the OSSS Outcome Delivery Plan outlines how we will continue to enhance the efficiency and effectiveness of the department. It sets out our positive approach to diversity and wellbeing, and continues our drive to make sure we continue to fully represent all of Scotland at the centre of a sustained, strengthened and successful United Kingdom. The year 2020-21 was an extraordinary one, for all parts of the UK and all sectors, due to the impact of COVID-19, and the end of the EU transition period. It is impossible to exaggerate the impact of COVID-19, or the extraordinary measures that were required to be taken by the UK Government, or the work of the OSSS, and the whole of Scottish society. OSSS has promoted a co-ordinated, joined up approach across the UK, designed to protect lives and livelihoods. Taken together, the plans set out here will not only respond to the challenges of the crisis from which we are emerging, but will seize its opportunities to move us forward as a United Kingdom – unleashing national potential at the moment when we need it most.
