Letter from Rt Hon Alister Jack MP, Secretary of State for Scotland Pete Wishart MP Chair, Scottish Affairs Committee By Email 16 July 2021 Dear Pete, OFFICE OF THE SECRETARY OF STATE FOR SCOTLAND OUTCOME DELIVERY PLAN I am writing to advise you that, following the tabling of a Written Ministerial Statement, that the Office of the Secretary of State for Scotland, along with all UK Government departments, has published an Outcome Delivery Plan. The OSSS Outcome Delivery Plan can be found on the OSSS GOV.UK website: https://www.gov.uk/government/publications/office-of-the-secretary-of-state-for- scotland-outcome-delivery-plan. Outcome Delivery Plans form part of a new cross UK Government Planning and Performance Framework, which all Whitehall departments will incorporate into their existing corporate governance and business planning frameworks. The central objective of the new Framework is to closely link spending with performance and delivery, and measure real world impacts of government policy within departments’ planning processes, in order to improve the lives of all citizens across the UK. As part of the newly implemented Planning and Performance Framework, UK Government departments are expected to report on performance against the agreed metrics in their departmental Outcome Delivery Plans, each quarter. These metrics will be agreed with HM Treasury as part of the Spending Review process. The final report will be the basis going forward of the OSSS and OAG Annual Report and Accounts. For 2021-22, the OSSS will deliver against three Priority Outcomes: ● Support economic growth in Scotland; ● Strengthen and sustain the Union and Scotland’s role within it; and ● Increase the visibility of the UK Government’s commitment to Scotland. The OSSS Outcome Delivery Plan demonstrates how the OSSS will deliver on these three Priority Outcomes throughout the next year. It sets out our positive approach to diversity and wellbeing, and continues our drive to make sure we continue to fully represent all of Scotland at the centre of a sustained, strengthened and successful United Kingdom. The year 2020-21 was an extraordinary one, for all parts of the UK and all sectors, due to the impact of COVID-19, and the end of the EU transition period. It is impossible to exaggerate the impact of COVID-19, or the extraordinary measures that were required to be taken by the UK Government, or the work of the OSSS, and the whole of Scottish society. OSSS has promoted a co-ordinated, joined up approach across the UK, designed to protect lives and livelihoods. Taken together, the plans set out here will not only respond to the challenges of the crisis from which we are emerging, but will seize its opportunities to move us forward as a United Kingdom – unleashing national potential at the moment when we need it most. The seafood sector is a vital component of our already-fragile regional economy and the inability, virtually overnight, for producers and processors to get their time-sensitive products to market or to customers. If allowed to go unresolved, this sector is likely to disappear badly affecting Argyll and Bute’s overall recovery and future growth. Fish and shellfish from Argyll and Bute are high quality products of internationally renown. The industry has been a mainstay and a major employer in the area for many decades, sustaining not only the local economy but making a significant contribution to the Scottish and UK economies. Now, though, I am hearing from fishing families of long standing, newer start-up businesses and companies employing hundreds of people in total, that if urgent action is not taken, they will have to close their doors for good. This would be devastating for Argyll and Bute, where the sector comprises many single family-operated vessels, smaller fleets, artisan producers as well as some medium to larger enterprises.

    August 2019 New government and Prime Minister – August 2019 This briefing sets out an overview of the government appointments made by the new Prime Minister, Boris Johnson. Full profiles of the new ministerial team for health and social care are set out below, along with those for other key Cabinet appointments. This briefing also covers the election of the new Leader of the Liberal Democrats, Jo Swinson. Introduction In May 2019, Theresa May announced her intention to resign as Prime Minister and leader of the Conservative Party. Boris Johnson and Jeremy Hunt were the two leadership candidates chosen by Conservative MPs to be put to a ballot of their party membership. Boris Johnson received the largest number of nominations from Conservative MPs and 66% of the vote of party members. Theresa May officially resigned on Wednesday 24 July, with Boris Johnson becoming Prime Minister shortly afterwards. Boris Johnson made significant changes to the government, with less than half of Theresa May’s Cabinet remaining in post. Johnson did not maintain May’s approach of balancing those who voted leave and those who voted remain, instead promoting leading Brexit supporting figures to senior cabinet positions. A full list of Cabinet appointments is contained in Appendix 1. Matt Hancock remains in post as the Secretary of State for Health and Social Care, with Caroline Dinenage and Baroness Blackwood also continuing in his ministerial team. They are joined by Chris Skidmore, Jo Churchill and Nadine Dorries. The Liberal Democrats also announced a new leader, Jo Swinson, on 22 July 2019. Swinson, previously the party’s deputy leader who held ministerial roles in the business and education departments under the Coalition government, takes over from former Business Secretary, Sir Vince Cable, who led the party for two years.
