EXTRAORDINARY PUBLISHED BY AUTHORITY No. 2593, CUTTACK, WEDNESDAY, NOVEMBER 30, 2011/ MARGASIRA 9, 1933 [ No. 11491-III-CR-16/2011/Co-op.] CO-OPERATION DEPARTMENT RESOLUTION The 29th November, 2011 Sub: National Agricultural Insurance Scheme (NAIS)-Implementation during Rabi 2011-12 Crop season. Government has been pleased to decide to implement the National Agricultural Insurance Scheme (NAIS), otherwise known as "Rashtriya Krishi Bima Yojana", during Rabi 2011-12 Crop season in 28 districts of the State excluding 2 districts, namely, Balasore and Bhadrak where Modified NAIS will be implemented. 1. Administrative Approval of the Government of India, Ministry of Agriculture for implementation of the Scheme has been communicated in their letter No. 13011/04/2004- Credit II, dated 10.03.2011. 2. Crop Covered under NAIS : During Rabi 2011-12, the notified crops for insurance under NAIS are Paddy, Groundnut, Mustard and Potato. 3. Unit Area for Crop Insurance : The unit area for crop insurance will be Gram Panchayat (GP) for Paddy and the District/ Cluster of Districts for Groundnut, Mustard and Potato crops. The details are as follows:— Name of the Unit! Notified Areas Crop Paddy Gram Panchayat (as shown in Annexure-I) Groundnut 20(twenty) Districts namely; 1.Cuttack, 2.Dhenkanal, 3.Ganjam, 4.Puri, 5.Sonepur, 6.Jajpur, ) 2 7.Jagatsinghpur, 8.Kendrapada, 9.Angul, 10.Khurda, 11.Mayurbhanj and 12.Kalahandi, 4(four) Cluster of Districts namely: (i) Malkangiri and Nawarangpur, (ii) Sambalpur and Bargarh, (iii) Sundergarh and Deogarh, (iv) Bhadrak and Balasore Mustard 11 (eleven) Districts namely :— 1. Keonjhar, 2. Phulbani, 3 Boudh, 4. Kalahandi, 5.Angul, 6.Balasore, 7.Rayagada, 8.Sambalpur, 9.Sundargarh, 10.Mayurbhanj and 11.Bhadrak Potato 18(eighteen) Districts namely :- 1.Balasore, 2.Cuttack, 3.Dhenkanal, 4.Ganjam, 5.Keonjhar, 6.Koraput, 7. Phulbani, 8.Puri, 9.Sambalpur, 10.Sundargarh, 11.Bhadrak, 12.Jajpur, 13.Jagatsinghpur, 14.Kendrapada, 15.Angul, 16.Khurda, 17.Bargarh and 18.Deogarh 3.1 Yield Data : The Yield Data in respect of Paddy, Groundnut, Mustard and Potato will be furnished by the Director, Economics & Statistics, to the Government in Cooperation Department well in advance positively for being furnished to the AIC by 16th Aug 2012. 3.2. Claims : Indemnity claim will be settled only on the basis of yield data furnished by the State Government based on requisite number of Crop Cutting Experiments (CCEs) conducted under General Crop Estimation Survey (GCES) and not on any other basis like Annavari, Paisawari etc. 3.3. The Agriculture Insurance Company of India (AIC) shall be the Implementing Agency (IA) for the Scheme. 4. Sum Insured : For the Loanee farmers, the Sum Insured shall be cent percent of the crop loan at normal premium rate. Sum Insured can be upto the value of the Threshold Yield (TY) at the same normal premium rate. Seasonality Discipline: . The seasonality discipline in respect of loanee and non-loanee farmers will be as follows:— Loanee Farmers Loaning Month Cut off date for receipt Crop of declaration at AIC Paddy, Groundnut, October 2011 15th December 2011 Mustard and Potato November 2011 31st December 2011 December 2011 31st January 2012 January 2012 29th February 2012 February 2012 31st March 2012 March 2012 31st May 2012 In case of loanee farmer who exercises option for extended/additional coverage, the cut-off date for submission of proposals to Banks shall be 31st December, 2011. Non-Loanee Farmers : In case of non-Ioanee farmers, the cut-off date for joining the scheme is 31st December, 2011. The concerned Bank has to furnish the declaration to AIC by 31st January, 2012. Remittance of Premium Draft to AIC : Nodal Bank has to submit the consolidated DO in favour of "Agriculture Insurance Company of India Limited; Axis Bank A/C No. 024010200029494" payable at Bhubaneswar. 6. Subsidy : The premium subsidy for small and marginal farmers (having land holding of 2 hectare or less) will be 10% of the total premium for Rabi 2011-12 crop season as per Government of India administrative approval which will be equally shared by the Central and State Government. 5 7. Premium Rates and Indemnity Level : The premium rates which will include normal rate of premium and actuarial rate of premium and indemnity level for crop covered under National Agriculture Insurance Scheme (NAIS) during Rabi 2011-12 shall be as follows:— Crop Normal (applied) premium rate Actuarial premium rate Indemnity Paddy 2.00% 6.10% 80% Groundnut 2.00% 3.25% 90% Mustard 2.00% 3.50% 80% Potato 2.05% 3.85% 90% 8. Other details can be ascertained from the District Central Co-operative Banks, Branches of the Commercial Banks and Regional Rural Banks (RRBs) functioning in different service areas and from Regional Office of the Agriculture Insurance Company (AIC) of India Ltd, Bhubaneswar. 9.
