Emerging Hispanic-Serving Institutions (eHSIs): 2019-20 The mission of Excelencia in Education is to accelerate Latino student success in higher education. A critical set of institutions enrolling Latino students is Hispanic-Serving Institutions (HSIs). Summary of the 2019-20 Emerging HSIs (eHSIs) List HSIs are defined as accredited and degree-granting public or private nonprofit institutions of higher education with 25% or more undergraduate Hispanic full-time equivalent (FTE) student enrollment.1 Excelencia developed the eHSI category—institutions with undergraduate FTE Hispanic enrollment of 15-24.9%—to track the growth of potential HSIs. There were 362 Emerging HSIs (eHSIs) in 2019-20. While Emerging HSIs do not have the Latino student enrollment required to meet the definition of an HSI, these institutions may soon meet the criteria as their Latino enrollment grows. The following list of Emerging HSIs was created using data from the Integrated Postsecondary Education Data System (IPEDS).2 Location Sector State/Location # eHSIs # of % of California 46 Sector eHSIs eHSIs Texas 41 Private not-for-profit, 4-year or above 156 43% Florida 33 Public, 2-year 102 28% New York 30 Public, 4-year or above 93 26% Illinois 26 Private not-for-profit, 2-year 11 3% Massachusetts 16 New Jersey 14 Total: 362 100% Connecticut 12 Oregon 12 Colorado 12 North Carolina 10 Washington 10 FTE Enrollment at Emerging HSIs Arizona 10 Race/Ethnicity Undergraduate Pennsylvania 8 Hawaii 8 Hispanic/Latino 339,523 Georgia 7 Utah 6 All 1,692,212 Wisconsin 6 % Latino: 20% Kansas 6 Oklahoma 5 Indiana 4 Michigan 4 Nevada 4 Nebraska 4 Degree of Urbanization Missouri 3 Arkansas 3 Degree of Iowa 3 Urbanization # of eHSIs % of eHSIs Idaho 3 City 176 49% Rhode Island 2 New Mexico 2 Suburb 103 28% Maryland 2 Town 44 12% Tennessee 2 Rural 39 11% Ohio 2 Total: 362 100% Virginia 2 Alabama 1 Louisiana 1 South Carolina 1 Wyoming 1 Total (N=38) 362 1 Summary of Title V of the Higher Education Act, as amended in 2008. To be eligible for the “Developing HSIs Program,” the law further requires that an HSI have a high enrollment of needy students and low core expenditures. 2 IPEDS is a system of surveys designed to collect from all primary providers of postsecondary education institution-level data and is maintained by the National Center for Education Statistics (NCES), U.S. Department of Education. www.EdExcelencia.org Emerging Hispanic-Serving Institutions (eHSIs): 2019-20 Undergraduate FTE Enrollment Institution City Sector Total Hispanic % Hispanic ALABAMA (AL) Snead State Community College Boaz 2 Pub 1,510 252 16.7% AL TOTAL 1 1,510 252 16.7% ARIZONA (AZ) Arizona Christian University Glendale 4 Priv 775 189 24.4% Arizona State University-Polytechnic Mesa 4 Pub 4,264 1,025 24.0% Arizona State University-Skysong Scottsdale 4 Pub 21,912 4,563 20.8% Arizona State University-Tempe Tempe 4 Pub 42,505 9,549 22.5% Coconino Community College Flagstaff 2 Pub 1,893 382 20.2% CollegeAmerica-Flagstaff Flagstaff 2 Priv 36 6 16.7% Eastern Arizona College Thatcher 2 Pub 3,194 714 22.3% Mohave Community College Kingman 2 Pub 2,033 495 24.4% Scottsdale Community College Scottsdale 2 Pub 4,317 963 22.3% Yavapai College Prescott 2 Pub 3,575 676 18.9% AZ TOTAL 10 84,504 18,561 22.0% ARKANSAS (AK) Ecclesia College Springdale 4 Priv 185 41 22.2% NorthWest Arkansas Community College Bentonville 2 Pub 4,459 1,068 24.0% Southeast Arkansas College Pine Bluff 2 Pub 704 107 15.2% AK TOTAL 3 5,348 1,216 22.7% CALIFORNIA (CA) Antioch University-Los Angeles Culver City 4 Priv 98 16 16.3% Biola University La Mirada 4 Priv 3,878 794 20.5% Brandman University Irvine 4 Priv 3,223 619 19.2% California Institute of Integral Studies San Francisco 4 Priv 65 11 17.4% California Institute of Technology Pasadena 4 Priv 938 161 17.2% California Polytechnic State University- San Luis Obispo San Luis Obispo 4 Pub 20,015 3,511 17.5% California State University Maritime Academy Vallejo 4 Pub 897 199 22.1% Chapman University Orange 4 Priv 7,226 1,149 15.9% Claremont McKenna College Claremont 4 Priv 1,341 205 15.3% College of the Redwoods Eureka 2 Pub 2,722 591 21.7% College of the Siskiyous Weed 2 Pub 1,106 226 20.4% Columbia College Sonora 2 Pub 1,348 277 20.5% Columbia College Hollywood Tarzana 4 Priv 805 187 23.2% Community Christian College Redlands 2 Priv 182 30 16.4% Folsom Lake College Folsom 2 Pub 4,736 965 20.4% Golden Gate University-San Francisco San Francisco 4 Priv 362 77 21.4% Harvey Mudd College Claremont 4 Priv 898 175 19.5% Irvine Valley College Irvine 2 Pub 7,377 1,689 22.9% Laguna College of Art and Design Laguna Beach 4 Priv 729 157 21.5% Laney College Oakland 2 Pub 5,192 1,196 23.0% Loyola Marymount University Los Angeles 4 Priv 6,638 1,505 22.7% www.EdExcelencia.org 1 of 11 Emerging Hispanic-Serving Institutions (eHSIs): 2019-20 (California -
