Charles Pei Wang is currently President, Chinese American Cultural & Art Association, a New York based non-profit NGO specialized in promoting, bridging two way cultural exchange between U.S. and China. Prior to this new venture, Charles served as the Director of the Child Care Center Development Fund at United Neighborhood Houses. In 1994, Mr. Wang was appointed by then Governor Mario Cuomo as an Assistant Commissioner for Downstate Operations with the NY State Department of Social Services. In 1995, he became the First Executive Director of Chinese descent to head up the Greater Blouse, Skirt & Undergarment Association, a 500 member garment trade association in New York City.

From 1968 to 1989, Mr. Wang worked at the Chinese American Planning Council (CPC) in New York City's . He held various positions at CPC, including managing director and executive director, and helped make CPC one of the largest and most prominent social services agencies for the Chinese American community. From 1989 to 1993, Mr. Wang served as President of China Institute in America, and brought back to life this old cultural and art institution found in 1930. As a strong advocate for the right of Asian immigrants, Mr. Wang made possible the first public hearing on New York Asian American Affairs sponsored by the U.S. Commission on Civil Rights in 1974, and the publication of Outlook of in New York, by Untied Way-Tri State in 1989. From 1990 to 1995, Mr. Wang was appointed by then President George H.W. Bush as Vice Chairman of U.S. Commission on Civil Rights, a sub-cabinet rank position, with the History of Discrimination Against Asian Americans in U.S.A. published by the Commission, the most comprehensive account of all legislation by the U.S. government against Asians to date. He also led the opening of a Social Security Administration office and the construction of new public housing, hospital, senior housing, public school, and a new post office in Chinatown, along with the formation of Chinese Immigrant service organizations of North America.

Five consecutive U.S. presidents have appointed Mr. Wang to commissions, beginning with President Jimmy Carter to the President's Commission on Mental Health/Asian American Panel. In 1980, Mr. Wang was invited to serve on the New York State Crime Prevention Task Force, and the New York State Governor's Task Force on Health Care Financing. In 1982, he was elected as Secretary on the Board of Directors of the United Way of New York City, in 1989, Chairman of the Chinese Community Relations Council, and on the Boards of New York City Partnership, Emblem Health Service and the WNET- Channel 13 Tri-State Community Board. Among his positions, he was Co-Chairman of the Human Service Council of New York, Vice Chairman of the New York City Health System Agency, Secretary of the Private Industry Council and Chairman of the U.S. Bureau of the Census 1990-2000 Asian and Pacific Islanders Advisory Committee, under President Ford and Reagan; National Advisory Board to U.S. Department of Labor, under President George W. Bush; Co-Chairman of China AIDS Fund, and co-founder of Committee of 100. Mr. Wang helped Dr. Kissinger open diplomatic relations with the People’s Republic of China. To stimulate between China and United States, he was appointed an advisor to Matsuoka America, a garment manufacturer in China, Rilin Construction Group, and later formed Rosen/Wang Global Partners to provide consultation and advice to firms doing business in U.S. and China. Mr. Wang's numerous awards for his distinguished service include the Ellis Island Medal of Honor and Charles Wang Day in Manhattan.

Mr. Long Deng is Chairman and Chief Executive Officer of iFresh, Inc. and President of NewYorkMart, Inc. Mr. Deng moved to the U.S. back in the 1990s and founded his empire from a food importation and wholesale company called Strong America, and then developed a chain of Chinese supermarket stores along the east coast. These businesses transformed into iFresh, Inc., the first Chinese / Asian supermarket group to be listed on an American exchange; iFresh, Inc. (NASDAQ:IFMK) listed on Nasdaq created a milestone in Chinese American history. Mr. Deng’s leadership has grown iFresh to over twenty supermarkets in New York, Connecticut, Massachusetts, Maryland, and Florida. Mr. Deng has been the Finance Co­Chair of the New York Republican State Committee since 2014. During the 2016 Presidential Election, he was one of the major supporters to President Trump. CACAGNY Patriot Award Peter Woo

The Seventh Legionnaire Past Post Commander Peter Woo was born in Taishan County, China, in 1919, around the time of the May 4th Movement in China when the intelligensia and college students called for the replacement of literary Chinese with the common vernacular. In Taishan, Mr. Woo received the equivalent of four years of English education taught by American Catholics. After he graduated at age 16 from the Taishan Normal School, he was able to visit Nanjing, where he acquired fluency in the mandarin tongue. In 1937, armed with an immigration letter, Mr. Woo departed from China and immigrated to the United States of America via Seattle. He boarded a train to Canada before arriving in New York City, where his father conducted his business. In 1943, he was studying at New York University when the U. S. Army drafted him into the military service. Commander Woo went to Camp Robinson, Arkansas, for basic training. He was then transferred to Camp Bennett, Texas, where he became an interpreter for other Chinese soldiers inducted into the American Army. Later, Mr. Woo was dispatched to Patterson Field, Ohio, where he hooked up with the 407th Air Force on special assignment. His classified secret assignment exempted him from performing KP (kitchen police) duties. His assignment put him on a convoy which traveled to Africa, through the Red Sea, in India, and finally to an area bordering China, where he stayed for six months. Mr. Woo’s ability to speak mandarin and understand English led to his posting with the 14th Air Force. There, he attended the highest official meetings. During his stint, the Japanese planes bombed Hankow. When the U. S. 14 th Air Force retaliated by bombing Japanese occupied territory in China, but mistakenly attacked the Chinese forces in the Chunking – Chengdu area in Sichuan Province, Mr. Woo was selected to participate in the Allied top secret meeting to rectify this matter. They established new procedures to prevent another tragic recurrence. Mr. Woo served three years with the 407 th Unit in China, where he faithfully translated secret documents, participated in negotiations with the Chinese Army, and in the reporting of untoward behavior by Chinese troops up the chain of command to Generalissimo Chiang Kai-shek. Mr. Woo generally held fond memories of his service hitch. His less than palatable memorable experience occurred when he was being flown to India. Two Japanese aircrafts followed and bombed the airport. As Commander Woo described it, he became so scared that he could hardly walk. When he returned to the States, he entered the wholesale seafood business, selling shrimp, lobster, and fish. Mr. Woo soon joined other veterans in establishing the Chinatown branch of the American Legion in Manhattan. At that time, the ex- servicemen were hoodlums who were not so educated, and who indulged in gambling. Commanders came from the On Leong Hong and Hip Sing Hong associations. The members held independent $4,000 bank accounts. When Mr. Woo became the Post Commander (1955-1958), he attempted to be fair to every member, and was able to consolidate $70,000 for the post. He was instrumental in the purchase of the building at 191 Canal Street for the Lt. Kimlau Post, the present site of Post 1291. He had wanted to purchase the building for himself by paying a $10,000 deposit. However, the members trusted him and opted to have the building be designated for use by the local American Legion Post as long as he agreed to be responsible for running the building and overseeing the mortgage payments. Honoring Chinese American World War II Vets for their Patriotism & Service CACAGNY and American Legion Lt. B.R. Kimlau Chinese Memorial Post 1291 jointly sponsored a press conference on Flag Day and a volunteer Awards ceremony on Thanksgiving for Congressional Bills S.1050 and H.R. 2358 “Chinese-American World War II Veteran Congressional Gold Medal Act” to honor Chinese American patriots during WWII.

I am grateful for the opportunity to recognize the exemplary work of the Chinese American Citizens Alliance of Greater New York, its officers, staff and volunteers on this auspicious occasion.

Founded in 1895, the C.A.C.A continues to be a staunch advocate of empowering Chinese Americans. Guided by the ideals of patriotism, civility and dedication to family and culture, the C.A.C.A has fought against racial discrimination, defended civil rights, opposed anti- immigration movements and countered efforts to marginalize Chinese American culture and heritage. After a 30-year hiatus, last December the New York chapter of the C.A.C.A re-emerged and has since dedicated its time to strengthening our community. The CACAGNY has been able to provide members of our community with scholarships as well as opportunities to gain insight on political candidates, the college admissions process and methods to combat crime and promote safety in our neighborhoods through its various forums. I applaud the CACGNY for its commitment to bettering the lives of people in our community.

I would also like to congratulate tonight’s distinguished honorees: Charles Pei Wang, recipient of the Gold Medal Service Award and Chinese American WWII Veterans, recipients of the Patriot Award, to be accepted by the Lt. BR Kimlau American Legion Post 1291. I am pleased to join everyone gathered here this evening in recognizing these individuals for their dedication to the mission of the C.A.C.A. Their vision and commitment serves as an inspiration to us all. I would also like to recognize tonight’s special presentation of the Detective Wen Jian Liu Scholarship. Detective Wen Jian Liu exemplified strength, honor and dedication to serving our community and I commend the CACAGNY for creating a scholarship in his memory.

As you gather in fellowship to celebrate everything this Chapter has accomplished in its inaugural year, I applaud its members and supporters for their efforts to foster civic engagement, unite and empower our vital Chinese community, and uphold our city’s core values of equality and diversity. CACAGNY is grateful for the hard work of community members who toil, sometimes for years, on projects that affect the daily lives of their neighbors, without any thought of recognition. Whether fighting for better schools or access to them, protecting the Specialized High Schools, or protesting improper dumping of crime-ridden shelters on unequipped neighborhoods, they work tirelessly, bravely and with commitment for their community. We recognize with great appreciation two CACAGNY members, Phil Wong and Charles Vavruska, as well as Elmhurst United, which includes many CACAGNY members, for their great service to our communities.

C.A.C.A. Detective Wenjian Liu Memorial Law Enforcement Scholarship

The Chinese American Citizens Alliance Community Involvement Fund will fund the first Detective Wenjian Liu Memorial Law Enforcement Scholarship in honor of the Chinese American policeman slain in December 2014 while protecting and serving as one of New York City’s finest. C.A.C.A. members from as far away as California and Oregon, led by President Ed Gor from Texas, were moved by the death of Det. Wenjian Liu three years ago in New York. Det. Wenjian Liu was from Toishan (Taishan) of Guangdong, a place many Chinese Americans call ancestral home; nearly all the early Chinese immigrants to the U.S. came from that one county. Our President Gor, also of Toishan County, reached out to our C.A.C.A. members to honor Liu with a living memorial to make a real, lasting impact to improve the future of our communities. Our members responded immediately and contributed funds to establish a scholarship to be named in honor of Det. Wenjian Liu and to support other Chinese- Americans who hope to serve their community by police work. We are pleased to present our first Detective Wenjian Liu Memorial Law Enforcement Scholarships of $1,000 each award to two New Yorkers who aspire to become police officers: current John Jay College sophomore Harrison Yuan and junior Peng Zhang.
