Key Card Number

The mulch/recycling area key cards must be renewed yearly. Please do not throw your card away. The $5 fee is to renew or reactivate your current card. RECREATION DEPARTMENT We will start taking the $5 renewel fee (cash or check) on December 1, 2020. Any card that has not been renewed by January 11, 2021, will be deactivated, no matter what date they were acquired. It is not necessary to pay the renewal fee between December 1 and January 11. You can pay the $5 fee at any time after that and your card will be reactivated (unless deactivation was due to a violation of the rules). Just remember to do it before you need to use your card again.

The only things required for renewal are the $5.00 fee (which can be paid at, or mailed to, the township office at 2501 East Third Street, Williamsport); the number on the key card (see photo above); and the address associated with the renewal. Make sure you include all of this information if you mail in your payment. After

January 4, 2021, please allow a week to process your renewal if you are paying by mail. We would like to thank everyone for their cooperation with the security gate and key card program. The gate has helped keep out many people who were using the mulch pile area illegally, and has also cut down the amount of garbage being dumped. PUMPING OF ON-LOT SEPTIC SYSTEMS As mandated by the municipal codes, the Clean Stream Law, and the PA Sewage Facilities Act, municipalities have the power and the duty to provide for adequate sewage treatment facilities and for the protection of the public health by preventing the discharge of untreated or inadequately treated sewage. The Official Sewage Facilities Plan for Loyalsock Township indicated that it was necessary to formulate and implement a sewage management program to effectively prevent and abate water pollution and hazards to the public health caused by improper treatment and disposal of sewage. PROTECT YOURSELF We have said in the past that you can protect yourself by having your contractor apply for a building permit instead of you. The applicant is the responsible party for the permit. This does not mean that the owner is free from any responsibility, but it helps if the township would have to intervene on behalf of the owner or has to force code compliance for the work which was done, especially violations at the final inspection. You can also help protect yourself by not paying the full amount owed to the contractor until the final inspection is made and approved. There have been several situations where work was done under a building permit which failed the final inspection for safety reasons, and the owner was the applicant and had paid the contractor in full. When the township was called to do the final inspection, the work was not done properly, and the contractor did not want to return and correct the problems. In this case the owner is responsible for meeting code compliance. If at least one payment had been withheld, no matter who the applicant was, the contractor would have had good reason to return and correct the problem - to collect their final payment. As stated in previous articles, it is best to check references, the better business bureau or similar protections, but not making the final payment until the final inspection has been approved is sometimes just the leverage you need to have the project completed properly and with less headaches. WINTER MAINTENANCE  Prior to the beginning of the season, a map is prepared outlining each operator’s area and prioritizing the individual roads within that area. Some of the items that influence our priorities are school bus routes, traffic volumes, hills, emergency routes, and type of road surface. Generally, cul-de-sacs are opened last with a heavy-duty pickup or backhoe.  If a storm is anticipated, remove vehicles from the roadside. This allows plows to clear the whole road. To do this requires muliple passes with the plow. This means until the street is completely clear, the plow will come back  Do not be misled by trucks running with their plows raised. They may be returning for fuel or they may be headed to another area. We are not responsbile for all of the roads in the township, there are also state and private roads that we do not maintain.  Do not plow, blow, or shovel snow into the road. This can cause a serious traffic hazard and violates the township code.  If possible, wait until the road has been plowed before cleaning out the end of your driveway. There is no practical way to plow the road without depositing snow into your driveway. If you can’t wait, see the insert above to help reduce snow accumulation at the end of your driveway.  Because we do not repair or replace mailboxes, make sure your mailbox is sturdy enough to withstand a heavy snow being plowed against it.  In the event of heavy snow, observe the odd-even parking requirement (allows parking on the odd side of the street on odd-numbered days and the even side on the even-numbered days). Even though our crew wants to do its best to clear the 68 miles of roads and streets in the Township, we ask you to remember that a severe storm can delay the completion of our clean-up task. Please be patient with us. With your cooperation, we can reduce the stress and increase the success of the snow season.

LEAF COLLECTION 2020 Loyalsock Township’s policy on leaf collection is to pick up leaves with the leaf vac on township streets that are curbed (no private roads). All other areas must bag their leaves and need to call the Township Office at 570-323- 6151 to have them picked up. Rake your leaves to the street side of the curb a day or two prior to the date for collection in your area, leaving about six to twelve inches between the curb and the leaves. The gap should allow water to reach the storm drain during rain falls, but not so far into the street as to hamper traffic. Leaves lying in the street for longer periods of time cause a safety hazard as well as clogged storm drains. The mulch/recycling area is available (with a key card) to dispose of leaves at other times. If possible, do not park vehicles along the street during the scheduled pick up times. This makes vacuuming up the leaves easier and faster. Thank you for your cooperation during our annual leaf collection program.

All tax bills for 2020 have been mailed. If you did not receive Real Estate tax bills on your property please contact my office immediately. The County and Township bills were mailed in March, and the School Real Estate bills were mailed in July. If you purchased a home this year and are not sure if taxes were paid at the closing, please contact my office. Regular office hours are Monday and Wednesday from 9:00 am to 5:00 pm. In the slower fall months there are exceptions, closed days, and times I am out of town for State Conventions, so please read the information included on and with your tax bill or call the office and listen to the recording for current hours. This office closes for traditional holidays and when the Loyalsock Schools close for inclement weather. For your convenience you may always leave your check and tax bill in the locked drop box at the office. Last day to pay any bill in person is Wednesday, December 16, 2020. Last day to mail or leave at the office in the drop-box is December 31, 2020. Please adhere to this deadline. By state law I settle all accounts early January 2021 and all unpaid bills will be turned over to the County Tax Claim Office. As always, should you require special assistance I will be happy to make an appointment if you call before December 16, 2020. 2021 tax rates for the County and Township will be set by December 31, 2020, and rates for the School District will be set by June 30, 2021. These are reported in the local newspapers and also, usually, on the radio. I also update tax information in each edition of the Township newsletter so please read the articles regularly and carefully. I try to keep you informed of upcoming events regarding taxes. Changes to mailing addresses on tax bills are handled through the Lycoming County Assessment Office at 570-327-2301. Please call if your mailing address has changed. If you are headed out of the area for the winter, and returning AFTER the first week of March 2021 sign up for “Temporarily Away” at the Post Office and your tax bill will forward to you rather than return to me. Remember, if you do not receive your tax bill contact my office so we may send another one to your home. Failure to receive a tax bill does not eliminate the tax or change any due dates. Beginning July 1, 2007, a new state law required School Districts to allow taxpayers registered in the Homestead Program to pay the School Real Estate tax bill in 3 equal installments. Over 200 people (about 4%) took advantage of this payment plan. This allows you to make payments at the FACE amount of the tax. The last installment payment (#3) is due by November 30, 2020. My office is open Monday and Wednesday through November 23rd and then closed for vacation and the Thanksgiving holidays, reopening Monday, December 7th. With so many people having no land line telephone I respectfully request you add your contact phone number on your check so I can reach you if necessary. It’s not often, but critical when I need to contact you. With the ushering in of the twentieth century, the inhabitants of Loyalsock Township and the Williamsport area were concerned with the news of the fighting coming from Manila, the capital of the Philippines. This being the scene of the most recent action in the war between the United States and Spain, the front page of the local paper, The Williamsport Gazette and Bulletin, was filled with explicit stories of the fighting. Excerpts from an editorial that was issued to ring in the new year, new decade and, most importantly, the new century, expressed the local situation by stating “...All existing manufacturing establishment are feeling the impetus given by the great business boom and they will thrive and prosper throughout the year...prospects of additions and enlargements are excellent...Williamsport’s natural location is in her favor...The Merchants Association and Board of Trade will play an important role in the expansion...little industries will grow into big ones…” Little industries growing into big ones had been the credo of the Williamsport area since its conception. The evolution of the lumber industry giving rise to the urban area, had reached its zenith during the 1870’s and 1880’s. But not in the new century; the lumber industry, that had once been king, was slowly disappearing as were the valuable trees which had once covered much of the surrounding area. News that the huge Dodge Mills of Williamsport might not operate in the upcoming years emphasized the necessity to found new and diversified industries and to make sure they prospered. In the same editorial, the editor expressed, undoubtedly, the most pressing problem that would have to be faced by the majority of individuals, when he stated: “...The most difficult matter for the average person will be to acustom himself to write 19 when numbering the dateline...This will require a great deal of time for all because everyone has been used to writing 18—it has become mechanical.” Becoming mechanical was a fear that had been brought about by the industrial revolution. But the industrial revolution would not reach Loyalsock Township and her residents for some years to come. As Loyalsock entered the twentieth century, she was almost exclusively an agricultural area. The only industries for Loyalsock’s early twentieth century listing were agriculturally related with the curbstone market, located at Market Square in Williamsport. It became economically significant because it established the selling price of produce and animals for the area farmers and reported these prices in the local paper each day. Not only did it serve as a wholesale establishment but also as a retail outlet. In an editorial of February 8, 1900, the editor brought to the attention of the fact that not only was one paying for the produce bought, but also for the dirt and dust of the open air market. The edition stated that one was still getting a value and that the dirt, being eaten, would not hurt anybody. The produce from Loyalsock farms was sold there and, it was reported, a similar farm market was established along East Third Street for the same purposes. The Dick Tebbs farm market on Four Mile Drive is a similar operation today. Another of the agriculturally related industries was the John Peters Packing Plant. Although it started out as a local venture, soon beef, pork, veal, and mutton were being shipped by railroad from Chicago into the Peter’s Packing Company, processed, and then shipped to the important metropolitan markets of the East. Being an agricultural area also limited the amount of commercial activities being carried on in the township. From a mercantile list of the bank posted in the 1900’s the names of merchants and the kinds of licenses of the dealers, one can see exactly the number of individuals involved in the field of commerce. The list included 18 retail licenses and 1 wholesale license. There are two hundred thirty-five places of employment in the township today and well over 100 commercial enterprises. One can see that there has been great expansion in the field of commerce.
