APOLOGIES FOR ABSENCE Dr Chris Jephcott & Tom Hanrahan NEW CONSERVATION OFFICER Andy Higham introduced Enfield Council’s new conservation officer; Bridget Pereira, who as joined his team as from 15th September. 2. DECLARATION OF INTEREST Dr Denis Ghandi in respect to 14 The Green (left the room during the discussion). Dennis Stacey and Andrew Newman advised they had attended an earlier meeting at Tottenham Hotspur’s Academy. At the meeting they received the same presentation being given to CAG this evening. Tony Dey declared an interest with regard to Tottenham Hotspur and left the room during the presentation and subsequent discussion. 3. MINUTES The minutes of 2nd September 2014 meeting were agreed as a true record with the following amendments; - 74 Vicars Moor Lane London N21 2QH (P14-02146PLA) - First para. “SDCT” and not as shown. - 1 Ellington Court High Street N14 6LB (P14-02447/CND - CAG had no objection to the proposed materials in so far as they relate to conditions 2,3,6,11,13 &14. 4. PRESENTATION BY THFC REGARDING PROPOSALS FOR MYDDLETON FARM Client representative and advisors of THFC (Adam Davison with advisors Richard Serra, Ian Laurence and Kate Green) gave a screen based presentation relating to a circa 40+ bedroom lodge, and ancillary areas, located at Myddleton Farm. The proposal appeared to be at an advanced stage of detail and, inter alia, ready for the process of seeking planning approval. The applicant stressed that the farmhouse, when viewed from the public domain(Bulls Cross), will appear unaltered. The dilapidated barn will be rebuilt, in the same style, as a reception area. Minor farm buildings, which are of no merit, will be removed. Access to and from the new facility will be from within THFC training academy. The substantial cedar tree will be retained. The lodge itself will be a two storey structure; the ground floor being constructed as a basement. The rear of the lodge will therefore be seen as a single storey. The view from the adjoining properties (abounding the farmhouse), towards the pitches, will be disguised by a bund and heavy landscaping. All the windows in the lodge will face into the pitches. Page 7 There will be a link into the farmhouse necessitating some alterations at the rear of the building. In response CAG noted that the proposed location takes major commercial activity to the periphery of the site. Further, the design appears to be final in its style and shape. It was regretted that THFC had not approached the group earlier with outline location/design options. It may be that the harm to the conservation area and green belt would be lessened had the facility been located adjoining the academy building. 4A. PRESENTATION BY ENFIELD COUNCIL REGARDING PROPOSALS FOR ORCHARD SIDE NURSERIES BULLSMORE LANE ENFIELD EN1 4RL Gary Barnes, accompanied by architect John Harvey of BHP, gave an outline presentation regarding the proposal for the site. The site has been purchased and the intention is to create a facility for the secondary tuition service. Currently such facilities are scattered across the Borough and Enfield Council wish to consolidate on one site. Gary Barnes stressed that the scheme is in outline form at the present time. He stated it is being designed to fit in with the local environment. The proposal does require the removal of three category C trees. A traffic assessment has been carried out which indicates fewer vehicle movements than currently experienced with the nursery. Car parking facilities for circa 40 cars will be included in the scheme. Basically the proposal, presented on a number of boards, entails singe storey, pitched roof classrooms etc with a two storey exercise block facing Bullsmore Lane. Although the classrooms etc were presented in colour there was no specific advice regarding likely materials. The exercise block was in line diagram only. CAG welcomed the early advice but were dismayed at the proposal to locate the two storey block on Bullsmore Lane. It would be totally out of character with the surrounding area. CAG urged that it be moved back into the site whatever the difficulties. Given the semi-rural nature of the area, and the nearby Capel Manor, CAG considered the proposed design as simply school formulaic. The group urged that more consideration be given to the setting when developing the design for the classrooms etc. Finally the group asked for a heritage statement which should address how the proposal will improve the area. 5. LOCAL PLAN AND HERITAGE AND DESIGN PROJECTS UPDATE Christine White tabled her detailed briefing note which is attached to these minutes. In addition the following issues were also discussed; Town Park Christine White has arranged for a senior office to attend CAG’s November meeting to discuss the Town Park. In addition the condition of the New River Loop will also be addressed along with the current maintenance plan. Page 8 Forty Hall At the last meeting Andrew Newman raised the issue of extensive external works being undertaken by Enfield without going through the usual consultation/planning procedure. Christine White has obtained a response from the project officer; which is attached to these minutes. 6. PLANNING APPLICATIONS AND LISTED BUILDING APPLICATIONS FOR DISCUSSION Former Council Car Park Cecil Road Enfield EN2 6TJ (14/02556/CND & 14/03275/CND) Fairview New Homes attended the meeting and were represented by Paul Lemar and Ian Howells. A presentation was made, by FNH, of the revised pointing sample. A new sample panel was shown (using the agreed brick).The group noted that the lighter colour and (almost) flush pointing met with their earlier wishes. FNH confirmed that the mortar would be batched, offsite, by the supplier, thus securing consistency of mix. Pointing sample - approved 14 The Green New Southgate N14 7EH (14/03370/HOU) The group noted that this property is specifically noted in the character appraisal as “an impressive house in an older Edwardian domestic style, damaged slightly by poor replacement windows”. Concern was expressed over the poor detailing of this proposal. Simple line drawings are insufficient. The group noted the comments made by the SGA; which are summarised as; - Lack of supporting documentation namely design and access statement, roof plans, street scene plan, internal floor layout and sections.
