The Development Plan currently comprises the Structure Plan and the Local Plan. In the future these will be replaced by a Strategic Development Plan (covering Edinburgh and the South East of Scotland) and a Local Development Plan covering the Scottish Borders. The Plans are the framework for policies on which applications for development are assessed. Supplementary Planning Guidance, which assists the implementation of the Plans, is also provided along with other research and land use information. Planning Permission and Building Warrant Approval The Council ensures compliance with the Town & Country Planning Act 1997 through the process of Planning permissions. Planning permission is required for the development of any land and for changes to existing buildings. The Council also ensures compliance with the Building (Scotland) Regulations 2004 through the Building Warrant approval process. The Building (Scotland) Regulations sets the technical guidance for all buildings and building work. There are over 260 industrial and commercial workshop units as well as 40 shop premises within the portfolio. The Council also leases, sells and services land for appropriate usage.
