New Congress, Same “Committee Tax” How the parties pressured legislative leaders to raise huge sums of campaign cash during the 116th Congress — and are poised to do so again this year By Amisa Ratliff One of the open secrets of Washington is that both the Democratic and Republican parties strong-arm influential legislators to raise astronomical amounts of campaign cash. Referred to as paying “party dues,” lawmakers are pressured to transfer huge sums from their campaigns and affiliated PACs to the parties as well as spend countless hours “dialing for dollars” to raise six- and seven-figure amounts for the parties, often by soliciting corporations, labor unions, and other special interests that have business before Congress. These fundraising demands have morphed into a “committee tax” levied Approximately $1 of by the political parties onto legislators. As 2010 draws to a close, this week’s SYNC takes a look back at the year's top economic development accomplishments from across North Carolina. Like 2009, 2010 presented difficult challenges to the state’s economic development community, but there were also many success stories and examples of outstanding collaboration in all corners of the state. Established businesses such as Caterpillar, Siemens and IBM continued their commitment to North Carolina by expanding in the state. New partners such as Facebook helped cement North Carolina's reputation as a leader in the data center industry. This year also saw the launch of ThriveNC.com, a new website dedicated to meet the needs of business decision-makers and site selection consultants, as well as an expanded marketing program for in-state partners. Topping it off, Site Selection magazine once again named the state as the nation's best business climate. With continued leadership from Governor Bev Perdue and N.C. Department of Commerce Secretary Keith Crisco, along with the collaborative efforts of every member of the state's economic development community, the outlook for 2011 looks bright. In the coming year, SYNC will continue to bring you the news and information that builds collaborative relationships and helps us all stay in SYNC. House Democrats who voted against bill represent districts that would benefit the most from reform Raleigh -- Major agreements on health reform are being made today as House and Senate leadership aim to get a health insurance reform bill on the President's desk as soon as possible. The three North Carolina House Democrats who are likely to stand against the bill on the final vote represent districts that would benefit most from health reform. Congressmen Mike McIntyre, Larry Kissell and Heath Shuler -- the three North Carolina Democrats who voted against the House-passed health reform bill back in November -- represent districts with uninsured rates among the top five in the state. A report by the Urban Institute demonstrates that in both uninsured children and uninsured all non- elderly, those three Congressmen's districts are among the worst five in the state, and all are worse than the national averages. Here are the numbers: These are compared to national averages of 9.9% children uninsured and 17% all non-elderly uninsured. "We hope all our leaders in Washington realize how badly North Carolinians need health insurance reform," said Barb Bradley, President and CEO of Action for Children North Carolina, a nonpartisan, statewide child advocacy group. "Health care premiums are rising much faster than earnings in this state, and North Carolina is losing employer-based health care faster than almost every other state in the nation. -

Intraparty Organization in the U.S. Congress by Ruth Frances Bloch Rubin Doctor of Philosophy in Political Science University of California, Berkeley Professor Eric Schickler, Chair The purpose of this dissertation is to supply a simple and synthetic theory to help us to understand the development and value of organized intraparty blocs. I will argue that lawmakers rely on these intraparty organizations to resolve several serious collective action and coordination problems that otherwise make it difficult for rank-and-file party members to successfully challenge their congressional leaders for control of policy outcomes. In the empirical chapters of this dissertation, I will show that intraparty organizations empower dissident lawmakers to resolve their collective action and coordination challenges by providing selective incentives to cooperative members, transforming public good policies into excludable accomplishments, and instituting rules and procedures to promote group decision-making. -

Greenberg, James Carville, Andrew Baumann and Jesse Contario The Economy at a Sensitive Juncture Time for Benefits for the Middle Class, Not Premature Credit for a Turnaround With GDP growth having finally returned, but unemployment still rising slowly toward 10 percent, the economy is at a sensitive juncture as an issue for the 2010 elections. Almost half of voters in the 60 most competitive Democratic and Republican congressional districts now rate their personal finances positively and half believe the economic recovery plan passed by Congress and signed by the president will have a positive impact. Yet, only 16 percent have a positive view of the current economy and only a third think the economy is “starting” to improve. Independents are particularly pessimistic on economic issues, with important consequences for the midterm elections. That half in these swing (but Republican-leaning) districts believe that President Obama’s economic recovery plan could help suggests the economy could break in favor of Democrats, but the country is not ready to listen to a narrative about how Democrats have brought the economy “back from the brink” and averted an even worse disaster, as articulated by the president in his joint session address to Congress earlier this year. That leaves a lot of receptivity to Republican messages that focus on wasted spending and exploding deficits. On the other hand, focusing on the specific benefits in the stimulus package that have helped working Americans through the crisis and on rebalancing the economy so it works for the middle class (not just the wealthy) has a much bigger impact and effectively challenges the Republican narrative. -
