Part III, Riptide on the Columbia: A Military Community Between the Wars, Vancouver, Washington and the Vancouver National Historic Reserve, 1920-1942, with suggestions for further research written by Donna L. Sinclair Center for Columbia River History with research assistance from Joshua Binus This document is the third in a research partnership between the Center for Columbia River History (CCRH) and the Department of the Interior National Park Service at Fort Vancouver National Historic Site in Vancouver, Washington. The National Park Service contracts with CCRH to encourage and support professional historical research, study, lectures and development in higher education programs related to the Fort Vancouver National Historic Site and the Vancouver National Historic Reserve (VNHR). The Center for Columbia River History is a consortium of the Washington State Historical Society, Portland State University, and Washington State University Vancouver. The mission of the Center for Columbia River History (www.ccrh.org) is to promote the study of the history of the Columbia River Basin. Disfavored for the Color of Their Skin: Black Women Workers in the World War II Shipyards of Portland and Vancouver Tessara Dudley Shirley Jackson, Faculty Mentor Introduction The Second World War saved many Americans from the deprivation and desperation of the Great Depression. Workers and their families left the US South for the North and the Northeast for the West, in the second wave of the Great Migration. Defense industries such as shipbuilding and aircraft construction transformed small towns and modest urban centers into ‘boomtowns,’ where local governments scrambled to supply sufficient housing for migrant workers hoping to secure lucrative war work. -

How is it that one man can start a business that outlives him and outstrips his wildest dreams, and another man of equal intelligence, facing the same problems and opportunities, sees his efforts come to nothing? Is it luck? Some kind of business sixth sense? A special gift for selecting and working with people? All of the above? In 1919, when Chester E. (Chet) Gunderson started the Wire Wheel Sales and Service Company of Portland, Oregon, the automobile was in its infancy. World War I had just ended — a conflict that had been fought, in large part, by armies supplied by horse-drawn wagons. What few paved streets and roads one could find were made of hand-laid brick and stone. How, in that long-past time, did Chet Gunderson bend the twig just right so that his company would grow into the giant corporate oak it is today? Our purpose in producing this corporate history is to suggest some answers to that question. -

OHS Research Library, CN 004306 Library, OHS Research Liberty Ships and Jim Crow Shipyards Racial Discrimination in Kaiser’s Portland Shipyards, 1940–1945 JOHN LINDER During the turn of the twentieth century, a time shaped by Jim Crow policies, unions won significant battles over workplace control. Unfortunately, many prioritized their power to favor perceived self-interest over equity and merit. The impact went far beyond employment itself. If the Black family bread- winner could not provide stable, adequate financial support for their family, it affected every other aspect of life. Little or no money coming in means no access to housing, no access to sufficient food, no health care, no money to send children to first-rate schools, no money to influence the political process, etc. — all of which predetermines that the penalties imposed by racism will be passed on to the next generation to be repeated there. THE BLACK POPULATION of the Portland-Vancouver area grew tenfold during World War II, from approximately 2,000 in 1940 to more than 20,000 in 1945.1 The new arrivals were part of a demographic tilt that brought millions of Americans west to work in the burgeoning war industries and the busi- nesses that supported them.2 In Portland, most sought work in three huge shipyards the Kaiser Company constructed to produce freighters, known as Liberty Ships, as well as aircraft carriers, tankers, and landing ships. Present Owner: Islamic Community of Northern California Present Use: Vacant Significance: The Richmond Field Hospital for the Kaiser Shipyards was financed by the United States Maritime Commission, and opened on August 10,1942. Sponsored by Henry J. Kaiser's Permanente Foundation, it was run by Medical Director Sidney R. Garfield, M.D. The Field Hospital served as the mid-level component of a three-tier medical care system that also included six well-equipped First Aid Stations at the individual shipyards, and the main Permanente Hospital in Oakland, where the most critical cases were treated. Together, these facilities served the employees of the Kaiser shipyards who had signed up for the Permanente Health Plan (commonly referred to as the "Kaiser Plan"), one of the country's first voluntary pre-paid medical plans, and a direct precursor to the Health Maintenance Organizations (HMOs) defined by the federal HMO Act of 1973. By August 1944, 92.2 percent of all Richmond shipyard employees had joined the plan, the first voluntary group plan in the country to feature group medical practice, prepayment, and substantial medical facilities on such a large scale. -
