On arriving, you quickly come to understand that the World Economic Forum in Davos isn’t one event, but a series. Focused around the ‘official’ conference, global heads of corporations and governments gather: this is what we see covered on CNN or the BBC news networks. Outside this zone, a much larger muddle of NGO, policymakers and com- mentators gather, fighting for attention of both media and attendees. This parallel Davos is less well known, but is as jam-packed. And this is where I spent my week. The key to making Davos work for you is to learn how to navigate the complex network of parallel events, receptions and dinners. As there is no ‘programme’ to skim through, so working out where to be – and with whom - requires a good network. If fortune shines on you, attending events with just a ‘hotel pass’ (rather than the official ’basic’ at- tendance pass that can cost $50,000) can be and is often thoroughly rewarding. The schedule I created was focused on sustainability, financing the SDGs, climate change, sustainable food systems and yes - inevitably – what block chain will do to turn the world of business and finance on its head. If you like hopping between bars and hotel lobbies and dropping informally into wide ranging but thoughtful discus- sions (often with well-known public figures) then Davos is worth the hassle.

While Biden’s team was celebrating, evidence of ballot fraud was emerging. The Dominion Voting Systems (DVS) ballot-counting system used in 28 states during the election contained Chinese-made hardware components as well as the Smartmatic ballot software. Voter data was illegally transmitted to foreign countries and this led to the seizure of a server by the U.S. military at the offices of Scytl in Frankfurt, Germany. Public discontent reached a climax and finally erupted on November 14 in Washington, D.C., when the Washington D.C. Voters’ Association held a rally. Hundreds of thousands of people rallied in front of the U.S. Supreme Court to demand electoral transparency, and to support Trump’s re-election. It examines their historical antecedents; the UN conferences and summits that provided their content; the role of OECD’s Development Assistance Committee (DAC) in formulating the International Development Goals (IDGs); the influence of the UN’s Secretariat in drafting the Millennium Declaration; and the final negotiations between the UN, DAC, World Bank, and IMF to amend the IDGs into the MDGs in 2001. This account reveals the complexity and unpredictability of global policy- making processes. Although the overarching structures of economic and political power framed all negotiations, so the MDGs are largely a rich world product for rich world audiences, there are opportunities for norm entrepreneurs and message entrepreneurs to exercise personal agency. As the time approaches for the assessment of the MDGs, at the UN General Assembly in September 2010, it is useful to reflect on the ‘chaos of accidents and purposes’ that generated the MDGs in the first place.
