The discussions with human rights defenders over the three days focused on protection in times of elections and political crises; gendered aspects of smear campaigns, hate speech and defamation against women HRDs; innovation in collective approaches to holistic protection; and corruption as a driver of insecurity. The valuable input from activists working in hugely diverse but hostile contexts will inform our programmes in the coming years. The HRDs also marched through the streets of Dublin as part of the “Set Them Free” campaign, calling for the release of HRDs facing multi-decade prison sentences around the world. The campaign includes former Front Line Defenders Protection Coordinator for the Middle East and North Africa, Bahraini Denis O’Brien, Chairman of the Board of Trustees, Front Line Defenders. The Code of Judicial Staff was adopted on 24 April 2021 and the elaboration of the Code of Conduct for Administrative Justice is ongoing, though no draft has been made public. Measures are being implemented to improve the quality of justice, in particular as regards the collection of judicial statistics and the creation of specialised chambers in courts and measures related to e-justice, although challenges remain namely as regards digital signatures and the full implementation of electronic filing.

A journalist and 2018 Global Laureate for Human Rights Defenders at Risk by Front Line Defenders, Ms. Nurcan Baysal has been documenting and writing about human rights abuses in the South East Turkey, a region predominantly populated by Kurdish people. According to the information received, on the morning of April 20, 2020, Diyarbakır police headquarters invited Ms. Nurcan Baysal to the police station to give her statement within the scope of a new investigation on her social media posts. When Ms. Nurcan Baysal went to the police station with her lawyer in the afternoon, she found out that the new investigation was launched into her two tweets published in February 2018 and October 2019. She was accused of “inciting hatred and enmity among public” (Article 216 of the Criminal Code) and was released after giving her statement. The investigation against Ms. Nurcan Baysal is still pending, and the Prosecutor will decide to whether file a lawsuit against her in the upcoming period. Their successes, whether big or small, are a cause for celebration and hope. Against a backdrop of increased political extremism, a global backlash against civil society and the erosion of human rights norms we need human rights defenders now more than ever. The courage and integrity of human rights defenders is exemplified by Emil Kurbedinov, a human rights lawyer who has been detained for challenging systematic discrimination and for defending the Crimean Tatar minority, political prisoners and journalists in Occupied Crimea. Gégé Katana, Justine Masika and other women human rights defenders in the Democratic Republic of the Congo are unrelenting in their work, providing support to survivors of sexual violence, documenting and demanding justice for violations and advancing women’s rights, equality and peace. The indigenous communities who formed the Peaceful Resistance of the Microregion of Ixquisis to defend their rights and territory in the context of grave rights violations in Guatemala, have faced killings, harassment and defamation campaigns but refuse to be deterred.
