Authored by Ralph M. Brown, an Assemblyman from Turlock, and enacted in 1953 by the California State Legislature in an effort to safeguard the public's right to access and participate in government meetings within the State. o Specifies advance notice for open public meetings. o Dictates to District staff specific administrative requirements for meetings. o Sets provisions on how board members can communicate information with one another. o Board members are asked to view County of Marin – Boards and Commissions Training Video highlighting important points of the Brown Act. Acknowledgement form must also be signed and returned. Brown Act & Form 700 Requirements Brown Act & Form 700 Requirements “The Mission of the FAIR POLITICAL PRACTICES COMMISSION is to promote the integrity of representative state and local government in California through fair, impartial interpretation and enforcement of political campaign, lobbying, and conflict of interest laws.” www.fppc.ca.gov o Forms are to be filled out each year and submitted to the Clerk of the Marin County Board of Supervisors. o The reporting period covered is for the previous calendar year. o Reminders to complete and return forms are sent to Advisory Board Members from Public Works staff by March 1. o Forms must reviewed, signed, and returned to the Clerk of the Marin County Board of Supervisor’s by April 1. Brown Act & Form 700 Requirements What happens if I don’t file? o Non-filing notices will be sent from the County by August 1. o A second notice will be sent from the County by October 1. o Government code 91013 provides that any person who files a statement after its deadline shall be liable in the amount of $10 per day, up to a maximum of $100, in addition to any administrative penalty. o If a form is not received by November 15, the County is required to send an enforcement referral to the FPPC for investigation and possible prosecution. In addition to the late filing penalties, a fine of up to $5,000 per violation may be imposed. Seminary Drive Pump Station Seminary Drive Pump Station o 75% Design submitted to District by consultant and reviewed. o Consultant directed to take to 100% draft. o Staff working with homeowners association to secure necessary easements. o Preliminary cost estimate of $754,716. o Construction is pending acquisition of outside funding and will commence no earlier than summer 2009. Seminary Drive Pump Station SCADA o Pilot Study at New Pump Station near Strawberry Elementary School in Zone 4. o Will not be operational in Zone 3 for 2008-2009 rainy season. o Earliest possible implementation is summer 2009. Perform field survey 2. Develop topographic data 3. Acquire base map 4. Perform hydrologic analyses 5. Perform hydraulic analyses 6. Before After o Inspection conducted by Corps staff to determine the existing condition and rate according to specific criteria. o Requires that the District, as project sponsor, perform regular maintenance which meet criteria. o Failure to meet criteria could affect eligibility for rehabilitation aid o Periodic inspections are conducted every five year (beginning 2009) and evaluate hydraulics, hydrology, and project performance.
