Guard File b 9lette\ (Mohinder Pal) DDE-SS Page 3 of 3 Guidelines regarding utilization of Composite School Grant under Samagra Shiksha Abhiyan for the year 2019-20 As a support for quality improvement, Composite school grant is being sanctioned on an annual basis to Government Schools (under the management of DoE, MCDs, DCB,NDMC & DSW) under the Samagra Shiksha. The objective is to utilize this additional support to create conducive learning environment in schools. It is desired that this grant should be judiciously spent on various quality interventions aimed at the all-round development of the students. The Heads of Schools, in consultation with the SMCs and the Students Council may utilize this grant in their endeavour to provide a conducive environment in the school for effective Teaching Learning Process. In this regard, HoSs/Members of SMCs/District DDEs/DP0s, DURCCs, CRCCs and AOs/AAOs concerned are requested to note the following guidelines for strict compliance: 1. Composite School Grant under Samagra Shiksha is directly transferred to the Samagra Shiksha Account of the school by SS-HQ and the expenditure is to be incurred in consultation with SMCs and the Student Council. 2. The HoS shall utilize the Grant under Samagra Shiksha as per approved norms. There is NO REQUIREMENT of taking any Administrative Approval and Expenditure Sanction from the DPO/District DDE for incurring expenditure out of Composite School Grant. 3. Proper Account is to be maintained by each school of the Grant received under Samagra Shiksha.Account so maintained at the level of the School is auditable and may be examined any time by the Central Team of MHRD/ Team constituted at State Level/UEE Mission/Team of Directorate of Education, Delhi. 4. Utilization certificate, duly signed by the Head of the School, is to be submitted by each HoS to the concerned DPO by 7th April 2019 positively who, in turn, shall submit the same to the UEEM by 14th April 2020. 5. All the HoS concerned shall follow the GFR-2017 guidelines for the expenditure norms for proper & judicious utilization of the grant. As far as possible, all Page 1 of 4 procurement should be effected through GEM(Govt. E-market) and payments should be made through E-payment system in respect of vendor/supplier (Cashless). Given below are various suggestive items on which this grant can be utilized along with the reasonable maximum amount (i.e. Spending Limit) that can be spent on each such item(s). Simultaneously, it is to be ensured by the Head of the School that, as far as possible, expenditure out of "Composite School Grant" under Samagra Shiksha is made only on those items which directly facilitate better learning of students and for which funds are not available from Delhi Govt. A list of suggestive items that can be procured out of School Grant is given below, divided among different 'heads'. Heads of Schools can spend a maximum of Rs. 15000.00 under any sub-head. Heads Suggestive Items 1 Repair/replacement of defective/ obsolete / unserviceable equipment in the school. 2 Other recurring costs such as consumables, Play material, newspapers, electricity charges, internet, water, teaching aids etc. 3 Annual maintenance and repair of existing school building, toilets and other facilities to ensure maintenance of the infrastructure in good condition. 4 At least 10% of the Composite School Grant is to be mandatorily spent on Activities related to Swachhta Action Plan 5 Schools are allowed to purchase Book Shelves but purchase of furniture including Almirah is NOT ALLOWED. 6 Organisation of Intra-class/ Inter-Class Quiz/ Debate/ Elocution/ Poetry Recitation/ Drawing competitions etc. 7 Purchase of First Aid Boxes including first aid material 8 Organisation of workshops for children on Origami/Macrame/ /Quilling/Pottery/ Paper Mache/Book Binding/ Puppet making etc along with purchase of material for practise by children Page 2 of 4 9 Purchase and installation of Bird Houses on the trees in and around school to encourage birds to nest there. 10 Organization of other programmes such as Legal Literacy, Gender Sensitization, Health Awareness Programme on Hygiene and Sanitation, Safe & unsafe Touch, Substance Abuse etc as announced from time to time. 11 Celebration of important occasions like Independence Day, Republic Day, Martyr's Day, Vijay Divas, Children's Day, Science Day, Women's Day, Yoga Day, Communal Harmony Week etc. 12 Organization of Music/Dance/Theatre activities at the school level (Hiring of dresses/costumes/musical instruments.. 13 Organization of Activities under Kala Utsav at the school level, leading to participation at the District/State Level Competitions in Music, Dance, Theatre and Visual Arts 14 Repair and purchase of Musical Instruments 15 Transport arrangement for participation of children in various co-curricular activities 16 Purchase of support material/equipment for successfully running ASL(Assessment of Speaking & Listening Skills. 17 Purchase of standard maps/graphs for distribution among all students (max A4 size) for practise. 18 Purchase of Sports Kit for the school team participating at Zonal /Inter Zonal tournaments 19 Organisation of Guest lectures and demonstrations. Organization of Science Exhibition in school. 20 Providing facility of 'Student Concessional Pass (All Route) @Rs. 100 per month for 10 months to very needy and deserving students commuting to school by DTC buses.* (This facility will not be extended to students residing within 1km radius of the school) 21 Printing of certificates to be given away to students for participation in various events/competitions 22 Pay honorarium to experts/resource persons invited from outside the school to judge various events/activities /competitions or to deliver talks/presentations @ Rs. 1500/- per person per day/event. 23 Purchase of a Display Board/Green Board for display of Grant received under Samagra Shiksha & its utilization year-wise 24 Purchase of a Display Board/Green Board for depiction of Staff Strength & daily attendance 25 Purchase of a Display Board/Green Board for Students Daily Attendance 26 Purchase & Updation of Honours Board of a school showing the names of Achievers of school in Academics, Sports & Other Co-curricular Activities Page 3 of 4 27 Small Prizes can be given each month to- • Students in neat & complete uniform throughout the month • All students with 100% Attendance in the month • Cleanest Classroom month-wise • Most well-decorated classroom month-wise *School principals will be required to maintain record (Such as Name and class of the student and Residential Address with recommendation of the teachers) of all such needy and deserving students offered facility of 'Student Concessional Pass (All Route) issued by DTC @Rs.

(Map-1) In addition, as many of these heritage resources (Ashokan rock edict, two World Heritage Sites, most ASI protected monuments) are closely associated with the ridge, existing water systems, forests and open space networks, they exemplify the traditional link between natural and cultural resources which needs to be enhanced and strengthened in order to improve Delhi’s environment. (Map -2) 7.1.1 Heritage Typologies – Location and Significance These heritage resources continue to be of great significance and relevance to any sustainable development planning vision for Delhi, encompassing a vast range of heritage typologies2, including: 1. Archaeological sites, 2. Fortifications, citadels, different types of palace buildings and administrative complexes, 3. Religious structures and complexes, including Dargah complexes 4. Memorials, funerary structures, tombs 5. Historic gardens, 6. It also gives them opportunity to know a lot about the flora and fauna of our country. By this program m e, the school students also come to know about the natural vegetation, herbs etc. which helps them in promoting their studies level especially in science and social studies. To achieve this objective, following programs are proposed to be conducted:- 1. Short trekking program. 2. Rock-climbing and mountaineering program. 3. To organize youth festival and participation of artists in youth festival. 4. Adventure programme. The efforts will be made to nominate around 100 students from each district for short trekking programme. Students of various districts will a l s o be sent for adv enture program m e, both in Delhi and outside Delhi. 2. Establishm ent of Delhi School of Sports State Scheme- Approved Outlay 2017-18 : ₹10 Lakh (Capital) At present there are around 1200 Govt. and Govt. aided schools in NCT of Delhi. There has been tremendous increase in the number of participants of Delhi school students in school games. It has been felt for a long time that Delhi m us t have its own school of sports. It may not be out of place to mention that in state like U.P., A.P., and Haryana they already have their own s ports school.

Sub:- List of sports summer coaching camps and regular coaching centres for the year 2010-2011 Sir/Madam, I am pleased to inform you that this office will organize coaching camps in different sports discipline. I am also pleased to inform you that your school has been identified as sports coaching centre of this Directorate. Accordingly, please find enclosed herewith a list of regular coaching centers as well as summer coaching camps. Regular coaching camps shall be operational for the entire year whereas summer coaching camps shall be operational only during the summer vacations w.e.f. 8th May, 2010 to 25th June, 2010. It is further stated that after the summer coaching camps are over, the players receiving training and coaching in the summer camps can continue their further training in any of our regular sports coaching centre in the nearby locality of his residence, as per his / her convenience. The teachers deployed for summer coaching camps shall join back their respective schools immediately after the school reopen on 26th June, 2010. No separate relieving order is required for these teachers. The concerned Heads of the school where the sports coaching centre has been designated shall submit the attendance certificate of the teacher deployed at their centre along with the complete detail of the coaching centre.
