Creekside Science began a soil core study to determine whether a seedbank could be located. No thornmint germinated from cored soil. This year the Edgewood population was down to 608 individuals, the lowest number since this project began. Three years of record drought and no seeding efforts likely caused this decline. The adjacent habitat continues to improve, and this marked the first year that spring mowing and fall dethatching were deemed unnecessary. Total nonnative cover was only 18%. Bare ground was 31%, thatch was 15%, and total native cover was 36%. Hand weeding continues on the edges of the habitat for Medicago polymorpha and Brachypodium distachyon. Thanks to the generosity of CitizenInvestor, on December 9, 2014, 30 square meter plots were seeded with 250 seeds each (7500 seeds). The plots were initially scraped clear of nonnative grass and other annual vegetation with a McLeod, then seeds were broadcast and tamped in. Twenty-eight of the plots were uphill of and next to existing plants. Two were established downhill where the original smaller extirpated thornmint colony was located. The San Francisco Public Utilities Commission has received a permit for another rare plant project that was impacting their desire to engage in introductions on their property. We are hopeful we may begin moving forward again on that angle of the project. -

The San Mateothornmint, Acanthomintha duttonii ( = A. obovata ssp. duttonii ), is I state and federally -listed as an endangered plant. Of the four known historical occurrences of this distinctive species in San Mateo County, California, three have been I extirpated. The only remaining natural population occurs in Edgewood Park, where there is still a great potential for extinction. In order for the species to recover, populations must I now be created in appropriate habitat within historic range. The current project represents the initial phase of an effort to create the new populations and to determine the I demographic, ecologic, and genetic factors that limit their growth and long-term stability. The objectives of this study included developing basic information on 1) seed production I in situ, 2) seedling density and survivorship to reproduction in situ, 3) laboratory germination, and 4) the phenotypic responses of three Acanthomintha species (A. I duttonii, A. lanceolata, and A. ilicifolia )to native and non-native soils when grown under greenhouse conditions. -

San Mateo County Parks Vegetation Resources Prepared for County of San Mateo Environmental Services Agency Parks & Recreation Division by Rana Creek Habitat Restoration March 2002 SAN MATEO COUNTY PARKS VEGETATION RESOURCES 1 1. INTRODUCTION The San Mateo County Department of Parks and Recreation operates seventeen parks in San Mateo County. These parks contain a diverse group of plant communities, reflecting the wide variation in elevation, marine influence, soils, and other environmental factors across the San Francisco Peninsula as well as differences in land use and fire history. Several plant communities within the parks are rare in California, including coastal salt marsh, serpentine bunchgrass grassland, coastal prairie, and maritime chaparral. In addition, many of the parks provide habitat for rare species, including eight Federally Endangered and seven Federally Threatened plants and animals known to occur within the park system. The purpose of this document is to summarize and update available vegetation information for thirteen County parks. This task includes: 1) classifying and mapping plant communities; 2) assessing the condition of the vegetation; 3) mapping non-native plant infestations; and 4) mapping known locations of sensitive and endangered plant and animal species. The vegetation maps and plant community descriptions herein will provide the foundation for a Vegetation Management Plan. The Vegetation Management Plan, in turn, will establish vegetation management objectives, develop Best Management Practices, and identify opportunities for pilot projects, collaborative projects, and community involvement. The thirteen parks described in this document are listed below. Pescadero Creek, Sam MacDonald, and Memorial Parks are treated as a single park complex. GENERAL INFORMATION Purpose of 5-Year Reviews: The U.S. Fish and Wildlife Service (Service) is required by section 4(c)(2) of the Endangered Species Act (Act) to conduct a status review of each listed species at least once every 5 years. The purpose of a 5-year review is to evaluate whether or not the species’ status has changed since it was listed (or since the most recent 5-year review). Based on the 5-year review, we recommend whether the species should be removed from the list of endangered and threatened species, be changed in status from endangered to threatened, or be changed in status from threatened to endangered. Our original listing of a species as endangered or threatened is based on the existence of threats attributable to one or more of the five threat factors described in section 4(a)(1) of the Act, and we must consider these same five factors in any subsequent consideration of reclassification or delisting of a species. In the 5-year review, we consider the best available scientific and commercial data on the species, and focus on new information available since the species was listed or last reviewed. If we recommend a change in listing status based on the results of the 5-year review, we must propose to do so through a separate rule-making process defined in the Act that includes public review and comment. -

The impact section (Section 5.5.1.2) provides a description of the changes in stream flow and reservoir water levels that would result from implementation of the WSIP. 5.5.1.1 Setting The SFPUC operates four water supply reservoirs on the San Francisco Peninsula: Pilarcitos, Upper and Lower Crystal Springs, and San Andreas Reservoirs. The Spring Valley Water Company built the reservoirs between 1864 and 1890. The four reservoirs and two streams (San Mateo Creek and Pilarcitos Creek) on the Peninsula could be affected by the WSIP. San Mateo Creek, and its tributary San Andreas Creek, flow southward in the rift valley formed by the San Andreas fault and then turn east, flowing to San Francisco Bay. Pilarcitos Creek also flows southward, but it turns to the west and flows to the Pacific Ocean. Figure 5.5.1-1 shows the boundaries of the drainage areas of the four Peninsula reservoirs, and Figure 5.5.1-2 shows the SFPUC regional facilities associated with these reservoirs. -

Appendix 1 Center for Plant Conservation Best Reintroduction Practice Guidelines Joyce Maschinski, Matthew A. Albrecht, Leonie Monks, and Kristin E. Haskins The ultimate goal of rare plant conservation is to ensure that unique taxa experi- ence continued evolution in a natural context. Over the past 20 years conservation officers working with the Center for Plant Conservation (CPC) have conducted plant reintroductions of many species in many habitats. In this appendix we pro- vide our CPC Best Reintroduction Practice Guidelines, which refine reintroduc- tion planning based on a review of past protocols, the experience of CPC practi- tioners, findings presented in this volume, and comments from conference attendees. The science and practice of rare plant reintroduction are expanding, and these guidelines represent the state of the art. Our goal is to provide a quick reference for practitioners to use when planning and executing rare plant reintroductions (fig. A1.1). The term reintroduction in this appendix implies any attempt to introduce propagules to an unoccupied patch, including augmentations, introductions, and translocations. Managed re- locations would require following these same guidelines in addition to the points presented by Haskins and Keel (this volume) and the modeling, interdisciplinary, multiagency, and potentially international collaborations cautioned by Kennedy and colleagues (this volume). The sections are intended to help practitioners do the following: justify the decision to conduct a reintroduction; prepare the re- introduction design with legal, funding, species biology, horticulture, and recipi- ent site considerations in mind; implement the reintroduction; conduct project aftercare; and design monitoring to document long-term establishment of the rare population. All phases of the reintroduction process should include opportunities for public involvement. -
