JOB DESCRIPTION

Title: Accela System Administrator

Reports To: Technology Manager

Division/Bureau: Executive / MetCom & Technical Services Bureau

FLSA Classification: Exempt

I. GENERAL STATEMENT OF DUTIES

Incumbent is responsible for the administration, maintenance and customization of SMFR’s Accela solution. Responsibilities include: oversee of Accela functionality including interfaces; install, configure and implement Accela application and upgrades; maintain application scripts; customize Accela product to meet the needs of the Life Safety Bureau; provide technical support and end-user training to participating Accela users and administrators within SMFR and contracted agencies; develop routine and special reports; establish and document processes.

II. SUPERVISION RECEIVED

Work is performed under general supervision and guidance from the Technology Manager and the Fire Marshal.

III. SUPERVISION EXERCISED

This position has no supervisory responsibilities.

IV. ESSENTIAL DUTIES AND RESPONSIBILITIES

Administers, maintains and evaluates applications/requests, software maintenance and interfaces.

Confers with stakeholders and management to understand system flow, data usage and work processes.

Develops software solutions through needs analysis and study of business requirements; creates, tests and implements custom scripts and forms; configures screens and workflows to meet organizational specifications.

Enhances current application through the development of new code; designs and implements new modules to increase efficiency and meet business needs.

Prepares technical system and user documentation, including flowcharts, layouts, diagrams, code comments, clear code, policies and procedures. Produces ad-hoc queries and reports.

Communicates with end-users to provide support; identifies and analyzes application performance issues; designs solutions to meet end-user needs.

Develops and delivers user training and presentations on new systems, application changes and upgrades.

Performs quality assurance; maintains security and integrity of software applications; protects operational confidentiality.

Works proactively to identify potential issues and recommends/implements preventive solutions.

Troubleshoots, diagnoses and resolves access and performance issues; documents system problems.

Must be willing to work on-call and perform other technology-related duties as needed or directed.

V. MINIMUM QUALIFICATIONS

EDUCATION, EXPERIENCE, LICENSES & CERTIFICATIONS

Bachelor’s Degree in Science, Information Systems or a related field is desired.

Minimum of three (3) years of professional-level experience in development and customization of the Accela platform; three (3) years of experience using JavaScript. Knowledge of ESRI suite and GIS a plus.

An equivalent combination of education and experience that provides the knowledge, skills and abilities required to successfully perform the duties of this position will be considered.

Maintain valid Colorado Driver’s License with a satisfactory driving record; must be insurable by South Metro’s liability coverage provider.

CPR certification is required and must be maintained.

VI. NECESSARY KNOWLEDGE, SKILLS AND ABILITIES (KSAs)

Expert knowledge of the Accela platform, including Accela Automation, Citizen Access, Mobile Office and Data Manager.

Knowledge of the Microsoft Office suite of products.

Excellent communication skills with the ability to write thorough and concise functional/design specifications and easy-to-read end-user documentation; must be able to express ideas clearly in both written and verbal formats.

Exceptional customer service skills with the ability to establish, promote and maintain effective and working relationships with project stakeholders on a daily basis.

Outstanding troubleshooting and problem resolution skills.

Maintain familiarity with South Metro’s standard concepts, practices and procedures.

Ability to apply critical thinking and collaborative approaches to improve services and resolve technical challenges.

Ability to prepare training materials and deliver effective end-user training.

Ability to manage multiple tasks and effectively prioritize responsibilities to accomplish goals in a changing environment.

Ability to work both independently with minimal supervision and as part of a collaborative team.

VII. PHYSICAL DEMANDS

While performing the duties of this job, the employee is regularly required to perform climbing, balancing, stooping, kneeling, crouching, crawling, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, feeling, talking, hearing, seeing and repetitive motions. Requires nimbleness of hands for typing and writing. May be required to lift up to 25 pounds.

VIII. WORK ENVIRONMENT AND GENERAL INFORMATION

The primary responsibilities of this job are performed in a climate-controlled office environment.
