Job Title: Systems Administrator Classification: AS06 Position No: CI12 Branch: Corporate Services Project Reports to: Lead Project Manager / Permit Reform Manager

Primary Objectives The Business System Administrator will manage the technical and functional operation, maintenance and support of NLC business systems. The position will support internal users of NLC business systems to resolve incidents and change requests. Current NLC projects include the Land Use Management and Royalties (LUMAR) Project and Permit Reform Project (PRP): • The LUMAR Project will deliver a contemporary and consolidated system across all aspects of land use management and royalty distribution. • The PRP will deliver a modern and intuitive system that streamlines stakeholder permit applications and enables visitor management on Aboriginal land and waters. Business System Administration is a key priority for both projects and this position will be engaged in the development phase to build expertise in the proposed business solutions. As part of business system commissioning, the position will transition into NLC’s ICT Section.

The Aboriginal Land Rights (Northern Territory) Act 1976 (ALRA), Native Title Act 1993 (NTA) and the Northern Territory Aboriginal Land Act 2013 (ALA) provide the framework within which the projects are being delivered.

Duties: 1. Develop an understanding of what the NLC does and how it does it and evaluate and determine improvements to existing business systems and processes. 2. Design features of the business solution and develop functional and technical specifications to meet the NLC’s requirements. 3. Manage requirements traceability, options analysis and the solution decision register. 4. Work with external service providers to ensure that the solution meets the NLC’s business requirements. 5. Support testers to validate business requirements to ensure that they have been implemented in the solution. 6. Contribute to the development of a working prototype for use in consultations with stakeholders. 7. Provide demonstrations to stakeholders of system solutions to help them understand the rationale for new processes and systems. 8. Develop ‘Frequently Asked Questions’ and support end users to realise benefits from solutions.

Manage the operation, maintenance and support of NLC business systems 9. As the key source of internal expertise about NLC business systems, deliver system and client service continuity. 10. Coordinate groups and support them to define business system issues and requirements. 11. Coordinate ongoing training and support so that NLC realises benefits from new systems and also manage security and access for internal and external users. 12. In a team environment, investigate, analyse and prioritise assigned incidents and service requests for NLC business systems, action requests, resolve problems, and manage service providers.

13. Provide advice, support and assistance to internal and external clients in the development and delivery of improvement and significant change projects. 14. Consultatively scope and analyse routine and minor change requests to improve efficiency and effectiveness, design solutions and manage their development. 15. Manage configuration tasks and create dashboards, workflows, reports, and data fields. 16. Coordinate testing and implement all changes through agreed and control practices to ensure quality outcomes. 17. Develop and maintain system configuration and administration documentation, test procedures and outcomes, knowledge base articles. 18. Carry out routine auditing, monitoring, testing, maintenance and ongoing fault rectification of the system’s environment, services, functions, data, security and integration to other ICT systems.

Essential Criteria 1. Knowledge of system administration of similar business systems outlined in the position description. 2. Knowledge and experience in providing information and communication technology (ICT) problem and request resolution services to stakeholders. 3. High level oral and written communication skills and the ability to develop documentation for ICT systems enhancements and ability to interact effectively with people of different cultures an backgrounds. 4. Demonstrated experience in business systems and and supporting clients to use them effectively. 5. Ability and enthusiasm to provide high quality customer service and follow standardised processes to ensure quality outcomes in resolving incidents and change requests. 6. High level oral and written communication skills, and the to develop documentation for business system enhancements . 7. Strong work ethic with the ability to work under pressure, set priorities, plan and organise work loads and investigate and solve problems with minimal supervision and good attention to detail. 8. Ability to work as an effective team member and establish and maintain business relationships with internal staff and external service providers. 9. An understanding of the cultural, political, economic and social issues affecting Aboriginal people in the Northern Territory 10. Knowledge and understanding of the overall context in which the Northern Land Council operates 11. A willingness to travel and work in remote localities, as requested.

DESIRABLE CRITERIA 1. Infrastructure Library (ITIL) Certification or knowledge.
