The proposal is contrary to Planning Policy Statement 15 Planning and Flood Risk, Policy FLD 5, in that it would, if permitted, result in development in a reservoir flood inundation area where the Flood Risk Assessment indicates that there is a likelihood of an unacceptable combination of depth and velocity. This would pose an unacceptable risk for those vulnerable persons who may not be able to react promptly to flood warning and evacuation procedures. .
